Proposal from Doyle Security Systems RESOLVED, that following review by the Corporation Counsel, the Village Manager is authorized to accept the March 1, 2025 proposal from Doyle Security Systems, 2 Summit Court, Suite 102, Fishkill, New York for the installation of a fire detection system with new fire alarm control panel at the following village-owned Ossining Fire Department buildings: 2 Lafayette Street, 1 Waller Avenue, 53 Central Avenue and 21 Snowden Avenue. Doyle G. Proposal from Air Purifiers, Inc. RESOLVED, that following review by the Corporation Counsel, the Village Manager is authorized to accept the April 29, 2025 proposal from Air Purifiers, Inc., One Pine Street, Rockaway, New Jersey for $49,170 for work to be performed for the Ossining Fire Department. API H. Adopting the updated Administrative Plan for the Housing Choice Voucher Program (Section 8). WHEREAS, on June 4, 2025 at 7:30 pm at the Birdsall Fagan Police-Court Facility, 86- 88 Spring Street, the Village of Ossining Board of Trustees held a Public Hearing to receive public comments on the updated Administrative Plan for the Housing Choice Voucher Program (Section 8); and WHEREAS, prior to the Public Hearing, notice of the Public Hearing was published in the April 17, 2025 issue of the Gazette; and WHEREAS, the updated Administrative Plan was released for public review starting on April 18, 2025 with access to the plan available on the village’s website and at the Housing Choice Voucher-Section 8 Office at 16 Croton Avenue (Rear), Ossining, New York; and WHEREAS, the Public Hearing was closed on June 4, 2025; now therefore be it RESOLVED, that the Village of Ossining Board of Trustees adopts the updated Administrative Plan for the Housing Choice Voucher Program (Section 8) and directs that all necessary documents be filed, including this resolution acknowledging the adoption of the updated Administrative Plan. I. Resolution- Approval of Honorary Naming of the corner of Revolutionary Road and Rockledge Avenue as “Captain Lewis Brady Way.” WHEREAS, the purpose of the Honorary Street Naming Policy (“Policy”) approved by the Village of Ossining Board of Trustees is to, “honor current and former residents of the village who have made contributions to the village through accomplishments during the honoree’s lifetime”; and WHEREAS, a request was received for an honorary street naming to honor Captain Legislative Meeting June 4, 2025 Page 3 of 6  Lewis Brady, an early and extraordinary resident of Sing Sing (now the Village of Ossining); and WHEREAS, pursuant to the Honorary Street Naming Policy, the Board of Trustees by resolution referred the application to the Village Historian for a report; and WHEREAS, on May 14, 2025 Village Historian Joyce Sharrock-Cole provided to the Board of Trustees her report on the application which included a summary of Captain Lewis Brady’s accomplishments and contributions to the Village of Ossining; and WHEREAS, in her report to the Board of Trustees, Village Historian Cole noted:  Born into slavery in Maryland, Captain Brady embarked on a courageous journey to freedom traveling much of the way on foot via the Underground Railway. In 1836 he made his permanent home on Ossining’s historic Sparta neighborhood. Captain Brady purchased his home at 14 Rockledge Avenue in 1836, a property that still stands today within the Sparta Historic District.  Captain Brady lived in Ossining for 44 years from 1836-1880. Having established himself in the Sparta neighborhood he became a fixture of the community. Brady lived an extraordinary life, reaching the age of 108, making him the oldest known resident of Ossining and Westchester County at the time of his death. He is interred in the historic Sparta Cemetery, where he remains the oldest known internment; and WHEREAS, the Village Historian’s also noted Captain Brady’s contributions to both Ossining and the United States:  He established the Come and Go, an oyster and clam business operating from the Sparta Dock. The business stimulated the Hudson River fishery and supported the development of Ossining’s maritime economy.  Brady opened his home to newly arriving European immigrants who lacked shelter, offering them a foundation in their new lives.  Although enslaved at the time, Brady served as a body servant during the War of 1812. Though not formally recognized as a soldier, he witnessed and experienced major battles. Captain Brady’s service represents the often-overlooked contributions of enslaved African Americans to United States’ military history; and WHEREAS, pursuant to the Policy, a public hearing was held on the application on June 4, 2025 at which time members of the public were given the opportunity to address the Board of Trustees on the application, after which the public hearing was closed; now therefore be it RESOLVED, that the application for the honorary street naming of the corner of Revolutionary Road and Rockledge Avenue as “Captain Lewis Brady Way” is granted and be it further RESOLVED, that appropriate signage will be located at the aforementioned corner. J. Resolution Authorizing Tax Certiorari Payment for Main/Broadway LLC. WHEREAS, tax certiorari proceedings were instituted against the Town of Ossining, its Assessor or Board of Assessors and Board of Review by Main/Broadway LLC, against Petitioner’s property situated at 197 South Highland Avenue in the Village of Ossining and designated by the following section, block and lot number: 97.15-3-28 and 29 in the Village of Ossining for the 2019, 2020, 2021, 2022, 2023 and 2024 assessment years under index numbers 66249/2019, 61852/2020, 64359/2021, 66179/2022, 68471/2023, and 72693/2024; and WHEREAS, the Village of Ossining ceased being a tax assessing unit in 1989 and now adopts the Town of Ossining Assessment Roll for the Village of Ossining as prepared by the Assessor of the Town of Ossining for all subsequent years; and WHEREAS, on May 27, 2025 a Consent Judgment was entered in favor of the Petitioner Main/Broadway LLC against the Village of Ossining correcting, fixing and reducing the assessed valuations of the aforesaid real property and the improvements situated Legislative Meeting June 4, 2025 Page 4 of 6  thereon, as set forth in Schedule “A” annexed hereto; and WHEREAS, the aforesaid Consent Judgment, among other things, directs, “the officer or officers having custody of the assessment rolls upon which the above-mentioned assessments and any taxes levied thereon are entered shall correct the said entries in conformity with this Order and shall have discretion to correct said entries in any proportion to the total correction that he shall find appropriate, and shall note upon the margin of said rolls, opposite of said entries, that the same has been corrected by authority of this Order”; and WHEREAS, that the Consent Judgment further provides, “there shall be audited, allowed and paid by the VILLAGE OF OSSINING, respectively, to the Petitioners, the amount, if any, paid by the Petitioners, their representatives or agents as Village taxes against the said erroneous assessments in excess of what such Village taxes would have been if the assessments complained of had been as herein ordered and determined with interest, except in the event that the refund of taxes is paid within 60 days of service of a certified copy of this Court Order with Notice of Entry, then interest is waived ; and WHEREAS, the Consent Judgment with notice of entry was served upon the Treasurer of the Village of Ossining by Petitioner on or about May 27. 2025; and WHEREAS, tax refunds are to be made payable to Joseph E. St. Onge, Esq., as attorney and agent for the Petitioner for the benefit of Main/Broadway LLC, 670 White Plains Road, Scarsdale, New York 10583; now therefore be it RESOLVED that the Board of Trustees of the Village of Ossining upon certification by the Village Treasurer that all of the aforesaid taxes have been paid, hereby authorizes and directs the Village Treasurer to make the payment of such refund of real property taxes due to Main/Broadway LLC to Joseph E. St. Onge, Esq. for the benefit of Main/Broadway LLC as required by said Consent Judgment; and be it further RESOLVED that the Village Treasurer is authorized to make the aforesaid payment so the Village may avoid the payment of any penalties; and be it further RESOLVED that the Village Treasurer shall make a notation in the margin of the Assessment Rolls of the Village of Ossining that said assessments were reduced and payment of a refund of the overpayment of real property taxes was made pursuant to said Judgment.
