Approval of Minutes - September 3, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Minutes of the September 3, 2025 Regular Meeting as presented. Approval of Voucher Detail - September 17, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Voucher Detail Report dated September 17, 2025 in the amount of $1,643,751.92 VOUCH DET 091725 C. Approval of IBWTP Voucher Detail - September 17, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the IBWTP Voucher Detail Report dated September 17, 2025 in the amount of $2,188,291.00. IBWTP 091725 D. Board of Trustees-Appointment- Police Reform Advisory Committee RESOLVED, that James Torres is appointed as a member of the Police Reform Advisory Committee for a term expiring on December 31, 2025. E. Village of Ossining Local Youth Bureau- Invest in Kids Youth Programs (2026-2028) WHEREAS, the Westchester County Youth Bureau issued a Request for Proposals (RFP) from organizations “that are committed to fostering strategic collaborations in delivering positive youth development supports and opportunities through the Invest in Kids Program (IIK)”; and WHEREAS, IIK was established in 1993 to address the needs of at-risk youth through partnerships with various non-profit organizations and local Youth Bureaus; and WHEREAS, the IIK program legislatively prioritizes “at-risk” youth ages 21 and under in 11 urban communities: Elmsford, Greenburgh, Mount Vernon, New Rochelle, Ossining, Peekskill, Port Chester, Sleepy Hollow, Tarrytown, White Plains and Yonkers; and WHEREAS, the RFP is “an invitation for non-profit organizations and local Youth Bureaus to help the Bureau meets its strategic goals by providing comprehensive, innovative, age and culturally appropriate offerings. Strategic goals of the Bureau include increasing formal and informal resources that lend to children’s and youths’ growth from early childhood through adolescence to young adulthood”; and WHEREAS, pursuant to the RFP, proposed programs must provide services for 12 consecutive months each year; and WHEREAS, contracts awarded as a result of this RPF will be for a term of up to 36 months beginning on or about January 1, 2026 and ending on or about December 31, 2028; and WHEREAS, proposers may apply for up to $50,000 per service/program per year. There is a 10% required cash match; and WHEREAS, the village thorough the Local Youth Bureau wants to submit a proposal providing services under the IIK program which proposal must be received by September 26, 2025; now therefore be it RESOLVED, that following review by the Corporation Counsel, the village through the Local Youth Bureau is authorized to submit a proposal to the Westchester County Youth Bureau to provide programs and services through the Invest in Kids Program; and be it further RESOLVED, that the Village Manager and the Executive Director of the Local Youth Bureau are authorized to sign and complete the proposal as necessary. F. Village Manager-CREST Grant Legislative Meeting September 17, 2025 Page 2 of 6  WHEREAS New York State Senator Peter Harckham has requested that the Village of Ossining submit a preliminary application and supporting documents for a Community Resiliency, Economic Sustainability, and Technology (CREST) grant for $100,000.00 which grant funds will support the village’s efforts, “in enhancing public spaces such as parks, playgrounds, sidewalks and other vital infrastructure that fosters accessibility and community well-being”; and WHEREAS, the Village proposes to utilize the allocated grant funds to purchase amenities for the E-Bike facility at the Multi-Modal Transportation Hub; now therefore be it RESOLVED that Village Board of Trustees authorizes the Village Manager to submit the preliminary application and supporting documents for the CREST grant request. G. Call for Public Hearing-Proposed Local Law -2025 amending chapter 270 (Zoning – RDD zoning district). RESOLVED, that the Board of Trustees of the Village of Ossining hereby calls for a Public Hearing to take place at 7:30 pm on September 30, 2025 at the Birdsall Fagan Police-Court Facility, 86-88 Spring Street, Ossining, New York and via Zoom, to consider proposed changes Local Law -2025, amending chapter 270 (Zoning – RDD zoning district; and be it further RESOLVED, that members of the public are invited to attend the public hearing in- person at the above-referenced location; and be it further RESOLVED, that those members of the public requiring a reasonable accommodation to participate in the public hearing due to that person’s disability, shall notify the Corporation Counsel no later than seven (7) days before the public hearing (kahan@villageofossiningny.gov) to afford the village sufficient time to provide the reasonable accommodation; and be it further RESOLVED, that for those members of the public who want to attend/participate in the public hearing remotely, access will be available via the Zoom platform; and be it further RESOLVED, that comments regarding the proposed local law will be accepted by the Board of Trustees at BOT@villageofossiningny.gov. BOARD OF TRUSTEES- REAPPOINTMENT OF VILLAGE MANAGER RESOLVED, that the Board of Trustees of the Village of Ossining hereby authorizes the Mayor, to execute an employment agreement with Karen D’Attore at an initial base salary of $226,817.00 per year, said contract having been reviewed by the Corporation Counsel; and be it further RESOLVED, that Karen D’Attore is hereby re-appointed Village Manager of the Village of Ossining effective June 10, 2025 for a four-year term expiring on June 9, 2029 and be it further RESOLVED, that pursuant to section C2-8, the Board of Trustees authorizes the Village Manager to reside in the unincorporated area of the Town of Ossining. I. Village of Ossining Local Youth Bureau- Youth Sports & Education Programs WHEREAS, the County of Westchester through the Westchester County Youth Bureau issued a Request for Proposals (RFP) from organizations to support youth sports & education programs; and WHEREAS, as noted in the RFP, “the Youth Sports & Education program funding supports youth development through sports programs for underserved youth ages 6-17. Programs must provide a variety of sports/physical activities for a broad range of youth Legislative Meeting September 17, 2025 Page 3 of 6  in under-resourced communities. NYS OCFS (New York State Office of Children and Family Services) encourages a wide and flexible definition of sports that encompasses any organized activities with movement, including physical activities such as yoga, hiking, dance, and other active outdoor pursuits. The sports activities do not need to be competitive; and WHEREAS, eligible proposers must meet certain criteria including i) being a local not for profit organization, municipality or local youth bureau that provides physical recreation and/or sports activities for youth ages 6-17 and ii) serve youth in Westchester County; and WHEREAS, the anticipated contract term is for twelve months beginning on or about October 1, 2025 and ending on or about September 30, 2026; and WHEREAS, eligible programs may apply for funding of up to $30,000 per award for program services; and WHEREAS, the village thorough the Local Youth Bureau wants to submit a proposal which proposal must be received by September 24, 2025; now therefore be it RESOLVED, that following review by the Corporation Counsel, the village through the Local Youth Bureau is authorized to submit a proposal to the Westchester County Youth Bureau to provide Youth Team Sports programs; and be it further RESOLVED, that the Village Manager and the Director of the Village of Ossining Local Youth Bureau are authorized to sign, complete and submit the Local Youth Bureau’s proposal to the Westchester County Youth Bureau. J. Ossining Police Department- Contract with RingCentral, Inc. WHEREAS, pursuant to the village’s Procurement Policy, among the items not subject to competitive bidding pursuant to section 103 of the General Municipal Law are, “Purchases under New York State and any NYS county or local government contracts or through a purchasing consortium, provided that the contract is awarded in a manner that constitutes competitive bidding consistent with New York State law and made available for use by other governmental entities and subject to the approval of the Village Manager and Corporation Counsel”; and WHEREAS, Sourcewell, formerly the National Joint Powers Alliance is one of the purchasing consortiums approved by the Board of Trustees; and WHEREAS, the Corporation Counsel reviewed Sourcewell contract 120122-RNG with RingCentral, Inc. to provide equipment, products, or services to Sourcewwell and entities that access Sourcewell’s cooperative purchasing agreements; and WHEREAS, the Corporation Counsel determined that the Sourcewell contract was awarded in a manner that constitutes competitive bidding consistent with New York State law; and WHEREAS, the Ossining Police Department proposes to enter into an agreement with RingCentral for digital products and services for an initial term of sixty month followed by a renewal term of thirty-six months at $728.00 per month ($43,680 over sixty months) and a one-time purchase of twenty-seven Yealink T46U IP phones for $109 ($2,943); now therefore be it RESOLVED, that the Village Manager is authorized to sign the proposal with RingCentral, Inc., 20 Davis Drive, Belmont, California 94002 as detailed in the Initial Order Form and the Master Services Agreement and such other documents as necessary to implement this agreement. K. Village Manager-Authorize notice of termination of contract with the New York State Department of Environmental Conservation WHEREAS, on May 25, 2022, the Board of Trustees approved a resolution authorizing the Village Manager to file an application for the Hudson River Estuary Program’s Local Stewardship Planning grant through the New York State Department of Legislative Meeting September 17, 2025 Page 4 of 6  Environmental Conservation; and WHEREAS, on October 14, 2022 the village was notified that the village had been selected for a grant of $50,000 for the Ossining Riverfront Resilience Plan; and WHEREAS, on September 13, 2023, the Board of Trustees approved a resolution authorizing the execution of an agreement for the Hudson River Estuary Program’s Local Stewardship Planning Grant; and WHEREAS, the Village subsequently entered into a Master Contract for Grants agreement with the Department of Environmental Conservation for $50,000; and WHEREAS, the project would, “create a resilience plan for a section of the Ossining Hudson River waterfront poised to be affected by climate change related impacts, particularly inundation and increased flood risk”; and WHEREAS, at the September 10, 2025 work session Village staff discussed with the Board of Trustees staff’s opinion that for multiple reasons it was not practicable for the Village to proceed with the project and that terminating the contract with the Department of Environmental Conservation was in the Village’s best interest; and WHEREAS, section II(C)(1)(a) of the master contract notes, “The Master Contract may be terminated at any time upon mutual consent of the State and the Contractor”; now, therefore be it RESOLVED, that the Board of Trustees agrees with the recommendation of Village staff that the master contract should be terminated; and be it further RESOLVED, that the Village Manager is authorized to send written notice to the New York State Department of Environmental Conservation of the Village’s request to terminate contract number DEC01-T01361GG-3350000 and to submit such other documentation as the state may require to effectuate the termination of this contract. L. Village of Ossining Local Youth Bureau- Sexual Risk Avoidance Education Program (2025) WHEREAS, the Village has received from the County of Westchester an intermunicipal agreement to continue the sexual risk avoidance education services and youth engagement work readiness skills program (“Program”); and WHEREAS, the Program based on positive youth development framework, provides tools and resources to build healthy relationships, raise awareness about risky behaviors and STI/STD prevention, while encouraging youth engagement through career development and work readiness supports, leadership skills development and employment opportunities; and WHEREAS, the Westchester County Youth Bureau’s Sexual Risk Avoidance Education program serves youth between ages 11 and 18 years in the highest need municipalities in Westchester County through the local youth bureaus in Mount Vernon, New Rochelle, Ossining, Peekskill, Port Chester, White Plains and Yonkers; and WHEREAS, the term of the program is from May 15 through December 31, 2025; and WHEREAS, pursuant to the intermunicipal agreement the County will reimburse the Village an amount not to exceed $32,602 to provide the program; now therefore be it RESOLVED, that following review by the Corporation Counsel, the Village Manager is authorized to sign the intermunicipal agreement with the County of Westchester. Recreation and Parks-Authorization to Advertise for Bids - Contract REC-25-01 Nelson Sitting Park Playground Replacement Legislative Meeting September 17, 2025 Page 5 of 6  RESOLVED, that subject to review by Corporation Counsel, the Village Clerk is authorized to advertise for bids for Contract REC-25-01, Nelson Sitting Park Playground Replacement, such bids to be returnable to the Village Clerk.
