VILLAGE BOARD RESOLUTIONS A. Approval of Minutes - December 3, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Legislative Meeting December 17, 2025 Page 1 of 5 Minutes of the December 3, 2025 Regular Meeting as presented. Approval of Voucher Detail - December 17, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Voucher Detail Report dated December 17, 2025 in the amount of $7,572,201.73. VOUCH DET V121725 C. Approval of IBWTP Voucher Detail - December 17, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Voucher Detail Report dated December 17, 2025 in the amount of $1,769,577.05. D. RESOLUTION APPROVING 2026 CABARET LICENSES IN THE VILLAGE OF OSSINING WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining (“Code”), the authorized representatives of the following businesses presented applications to the Village Clerk, as licensing officer, for 2026 cabaret licenses; and WHEREAS, pursuant to sections 100-3 and 100-5 of the Code, the Village Clerk caused an investigation into said applications and after receiving the results of the investigations from the Finance Department, Building Department and Police Department the applications were referred to the Board of Trustees for final approval; and WHEREAS, the Board of Trustees reviewed the applications at the December 10, 2025 work session hearing from Captain Brendan Donohue and Corporation Counsel Stuart Kahan; now therefore be it RESOLVED that pursuant to the Code, the Board of Trustees hereby approves 2026 Cabaret Licenses for the following businesses:  Sing Sing Kill Brewery- 75 Spring Street, Ossining, New York Monday through Sunday 12:00 pm until 12:00 am  Tierras Tropicales Restaurant- 84 Croton Avenue, Ossining, New York Friday and Saturday 9:00 pm until 1:00 am  Richie’s Kitchen- 147 Main Street, Ossining, New York Tuesday through Saturday 12:00 pm until 10:00 pm  Grace Hall- 7 Old Albany Post Road, Ossining, New York Monday through Sunday 12:00 pm until 11:00 pm  Ossining Rest LLC dba 3 Westerly- 3 Westerly Road, Ossining, New York Sunday through Thursday 12:00 pm until 12:00 am Friday and Saturday 12:00 pm until 1:00 am  Up the River Restaurant dba The Boathouse- 46 Westerly Road, Ossining, New York Thursday 5:00 pm until 11 pm Friday 5:00 pm until 12:00 am Saturday 2:00 pm until 12:00 am Sunday 1:00 pm until 11 pm  Karma Lounge- 175 Main Street, Ossining, New York Sunday through Thursday 12:00 pm until 11:00 pm Friday and Saturday 12:00 pm until 1:00 am  Ossining Elks Lodge #1486- 118 Croton Avenue, Ossining, New York Thursday and Sunday 6:00 pm until 10:00 pm Friday and Saturday 6:00 pm until 11:00 pm  Caribe Sports Bar dba Serie 031 Sports Bar- 84 Croton Avenue, Ossining, New York Sunday and Thursday 10:00 pm until 12:00 am Friday and Saturday 10:00 pm until 1:00 am; and be it further RESOLVED, that licensees shall ensure that the Licensing Officer receives copies of current licenses issued by the New York State Liquor Authority and that the failure to provide current licenses will result in suspension and/or revocation of the license along with a referral to the New York State Liquor Authority; and be it further Legislative Meeting December 17, 2025 Page 2 of 5 RESOLVED, that the licensees shall comply with the conditions noted in their respective cabaret licenses; and be it further RESOLVED, that the licensees may request from the Village Manager an extension of the hours for the operation of the cabarets for specific events on specific dates upon a showing of good cause; and be it further RESOLVED, that the licensees may request extensions of the hours for the operation of the cabarets no more than one day per calendar quarter (January 1-March 31; April 1- June 30; July 1-September 30 and October 1-December 31) and that in no event shall the hours of operation extend past 2:00 am; and be it further RESOLVED, that no fewer than five (5) business days before the specific date for which an extension of the hours of operation of the cabaret is sought, the licensees, by their authorized representatives, shall present to the Village Manager written requests for the extension of hours of operation of the cabaret; and be it further RESOLVED, that upon receipt of the written request for an extension of the hours of operation of the cabaret, the Village Manager or designee will contact the Ossining Police Department and Village of Ossining Building Department to determine if there are any reasons that the request should be denied or modified; and be it further RESOLVED, that the Village Manager will advise the requesting licensee of his/her decision on the written request no fewer than two (2) business days before the date of the specific event; and be it further RESOLVED, that where the request for an extension of the hours of operation of the cabaret is approved, the Village Manager or designee shall notify the Police Department of the extended hours which extended hours shall not extend past 2:00 am; and be it further RESOLVED, that the Village Manager’s or designee’s approval of the request for an extension of the hours for the operation of the cabaret shall only be for the specific date and may not be used as a basis to extend the hours of operation for any other date; and be it further RESOLVED, that pursuant to section 100-9 of the Village Code, the Board of Trustees may revoke or suspend any cabaret license issued under chapter 100 where the license was obtained by fraud or false representation of fact or failing to comply with the provisions of chapter 171 (Licenses). E. Board of Trustees- Approval of Awning Permit for Caribe Sports Bar dba Serie 031 Sports Bar RESOLVED, that pursuant to the Village of Ossining Code, section 229-5, the Village of Ossining Board of Trustees approves the application by Caribe Sports Bar, Inc. dba Serie 031 Sports Bar 84 Croton Avenue for the installation of an awning in accord with the November 26, 2025 application received by the Village of Ossining Building Department and reviewed by the Board of Trustees on December 10, 2025. F. Board of Trustees- Police Relationship Advisory Committee WHEREAS, on December 8, 2021, the Board of Trustees adopted resolutions creating the Police Reform Advisory Committee (PRAC) and appointing members to the PRAC; and WHEREAS, on December 20, 2023, the Board of Trustees extended the term of the PRAC two years to December 31, 2025 noting in the resolution, “that during these next two years, PRAC members with the assistance of Village staff will review specific police policies and practices; identify and recommend areas for reform and recommend actionable reforms to the Board of Trustees”; and WHEREAS, at the December 10, 2025 work session PRAC Chairperson Reverend Mary Phifer reviewed PRAC’s actions over the past two years including: Legislative Meeting December 17, 2025 Page 3 of 5  Conducting community engagement meetings throughout the village where topics discussed included: o Officer training o Police discretion in interactions with the public o Internal accountability for police misconduct o Traffic stops o Officer wellness and mental health o Professional development o Village policy regarding interactions with Immigration and Customs Enforcement (ICE) o Qualified immunity  Work with Ossining Police Department on National Night Out initiative  Work with Chief Zimmerman to develop a disciplinary matrix for officers  Receive feedback from residents and officers attending the community engagement meetings. Some of the comments included:  Residents want to know the officers who patrol the areas where residents live and work.  Officers want to know “their” community.  Scheduled training should include implicit bias, officer wellness and mental health.  Community members should come out to more OPD sponsored events; and WHEREAS, following Reverend Phifer’s report, Deputy Mayor Lopez, as the Board of Trustees’ liaison to the PRAC, moderated a discussion with board members about next steps noting that the both community residents and police officers agreed that fostering a better relationship is of critical importance; now therefore be it RESOLVED, that the Board of Trustees greatly acknowledges the work of the PRAC since January 2022 led by former chairperson Jackie Shaw and current chairperson Reverend Mary Phifer; and be it further RESOLVED, that effective January 1, 2026 the Police Reform Advisory Committee shall be renamed the Police Relations Advisory Committee whose members and chairperson shall be appointed by the Board of Trustees for three-year staggered terms; and be it further RESOLVED, that the current members of the Police Reform Advisory Committee shall notify the Board of Trustees at BOT@villageofossiningny.gov by December 31, 2025 whether they want to be members of the Police Relations Advisory Committee; and be it further RESOLVED, at the January 7, 2026 reorganization meeting the Board of Trustees shall appoint the initial members of the Police Relations Advisory Committee and appoint a chairperson; and be it further RESOLVED, that the Police Relations Advisory Committee will provide updates to the Board of Trustees in addition to an annual report directed to the board and the greater Ossining community. G. Village Manager- Authorize Permit Services Agreement RESOLVED, that following review by the Corporation Counsel, the Village Manager is authorized to sign a Permit Services Agreement effective January 1, 2026 with Fundamental Business Service, Inc., 14 Front Street, Hempstead, New York for a one year term at $9,000 with an extension for two additional years by mutual agreement. IX. CONTINUING BUSINESS OF THE BOARD X. NEW BUSINESS OF THE BOARD A. Goosetown Communications- IPAD Mount installations (Ossining Volunteer Fire Department) RESOLVED, that following review by the Corporation Counsel, the Village Manager is authorized to sign quote 014533 v1 from Goosetown Communications, 58 N. Harrison Avenue, Congers, New York 10920 for IPAD mounts with installation into 15 vehicles (6 Legislative Meeting December 17, 2025 Page 4 of 5 chief vehicles and 12 fire trucks) for a cost of $26,567.10. B. Department of Public Works- Agreement with Westchester County for the removal of snow and ices from designated County roads within the Village RESOLVED, that upon review by the Corporation Counsel, the Village Manager is authorized to sign an agreement with the County of Westchester, 148 Martine Avenue, White Plains, New York 10601 whereby the County will reimburse the Village for the removal of snow and ice on designated County roads within the Village; and be it further RESOLVED, that the term of this five-year agreement is October 1, 2025 through September 30, 2030.
