Board of Trustees- Adoption of Local Law 1-2026, “A Local Law amending Chapter 5 (Appearance Tickets) of the Village of Ossining Code” WHEREAS, the Board of Trustees of the Village of Ossining (“Village Board”) has been considering the adoption of Local Law -2026, titled, “A Local Law amending Chapter 5 (Appearance Tickets)” authorizing Parking Enforcement Officers to issue appearance tickets for certain violations of the New York Vehicle and Traffic Law; and WHEREAS, a public hearing on the proposed local law was held on March 18, 2026 and members of the public were able to participate both in person and via the Zoom platform as well as by submitting written communication to the Board of Trustees; and WHEREAS, the public hearing was closed on March 18, 2026; and WHEREAS, the adoption of this local law is a Type II action for the State Environmental Quality Review Act as the adoption constitutes “routine or continuing agency administration and management, not including new programs or major reordering of priorities that may affect the environment” (6 NYCRR 617.5(b)(26); and WHEREAS, there are no impediments to adopting this local law; now therefore be it RESOLVED, that the Board of Trustees of the Village of Ossining hereby adopts this local law as Local Law 1-2026 and directs that said Local Law be filed and/or distributed in accord with applicable law; and be it further RESOLVED, that Local Law 1-2026 shall become effective upon filing of this local law with the Secretary of State pursuant to section 27 of the Municipal Home Rule Law. Chapter 5 (Appearance tickets) E. Board of Trustees- Adoption of Local Law 2-2026, “A Local Law amending Chapter 250 (Vehicles and Traffic) of the Village of Ossining Code” WHEREAS, the Board of Trustees of the Village of Ossining (“Village Board”) has been Legislative Meeting April 8, 2026 Page 2 of 5  considering the adoption of Local Law -2026, titled, “A Local Law amending Chapter 250 (Vehicles and Traffic)” by authorizing the Village Manager to designate certain village streets and municipal parking lots as snow emergency streets and municipal parking lots; and WHEREAS, a public hearing on the proposed local law was held on March 18, 2026 and members of the public were able to participate both in person and via the Zoom platform as well as by submitting written communication to the Board of Trustees; and WHEREAS, the public hearing was closed on March 18, 2026; and WHEREAS, the proposed local law is a Type II action under the State Environmental Quality Review Act as, “routine or continuing agency administration and management, not including new programs or major reordering of priorities that may affect the environment” (6 NYCRR 617.5(b)(26)); and WHEREAS, there are no impediments to adopting this local law; now therefore be it RESOLVED, that the Board of Trustees of the Village of Ossining hereby adopts this local law as Local Law 2-2026 and directs that said Local Law be filed and/or distributed in accord with applicable law; and be it further RESOLVED, that Local Law 2-2026 shall become effective upon filing of this local law with the Secretary of State pursuant to section 27 of the Municipal Home Rule Law. Chapter 250 (Snow Emergency Streets) F. Board of Trustees- Adoption of Local Law 3-2026, “A Local Law amending Chapter 270 (Zoning) of the Village of Ossining Code” WHEREAS, the Board of Trustees of the Village of Ossining (“Village Board”) has been considering the adoption of Local Law -2026, titled, “A Local Law amending Chapter 270 (Zoning)” by adding section 270-92.1 extending the moratorium in the SP-N zoning district until July 17, 2026; and WHEREAS, a public hearing on the proposed local law was held on March 18, 2026 and members of the public were able to participate both in person and via the Zoom platform as well as by submitting written communication to the Board of Trustees; and WHEREAS, the public hearing was closed on March 18, 2026; and WHEREAS, the proposed local law is a Type II action under the State Environmental Quality Review Act 6 NYCRR 617.5(b)(36) (“adoption of a moratorium on land development or construction”); and WHEREAS, there are no impediments to adopting this local law; now therefore be it RESOLVED, that the Board of Trustees of the Village of Ossining hereby adopts this local law as Local Law 3-2026 and directs that said Local Law be filed and/or distributed in accord with applicable law; and be it further RESOLVED, that pursuant to New York Village Law section 7-706(5), the text of Local Law 3-2026 shall be entered in the minutes of the Village Board; and be it further RESOLVED, that Local Law 3-2026 shall become effective upon filing of this local law with the Secretary of State pursuant to section 27 of the Municipal Home Rule Law. Chapter 270 (Extension of moratorium SP-N and RDD zoning districts) G. Board of Trustees- Adoption of Local Law 4-2026, “A Local Law amending Chapter 270 (Zoning) of the Village of Ossining Code” WHEREAS, the Board of Trustees of the Village of Ossining (“Village Board”) has been considering the adoption of Local Law -2026, titled, “A Local Law amending Chapter 270 (Zoning)” by adding article XXII, Temporary moratorium on Battery Energy Storage Systems; and Legislative Meeting April 8, 2026 Page 3 of 5  WHEREAS, pursuant to section 270-59, the proposed changes to chapter 270 were referred to the Village of Ossining Planning Board and a response was provided; and WHEREAS, the proposed amendments were referred to the Westchester County Planning Board and a response was provided; and WHEREAS, a public hearing on the proposed local law was held on March 18, 2026 and members of the public were able to participate both in person and via the Zoom platform as well as by submitting written communication to the Board of Trustees; and WHEREAS, the public hearing was closed on March 18, 2026; and WHEREAS, the proposed local law is a Type II action under the State Environmental Quality Review Act pursuant to 6 NYCRR 617.5(b)(36) (“adoption of a moratorium on land development or construction”); and WHEREAS, there are no impediments to adopting this local law; now therefore be it RESOLVED, that the Board of Trustees of the Village of Ossining hereby adopts this local law as Local Law 4-2026 and directs that said Local Law be filed and/or distributed in accord with applicable law; and be it further RESOLVED, that pursuant to New York Village Law section 7-706(5), the text of Local Law 1-2026 shall be entered in the minutes of the Village Board; and be it further RESOLVED, that Local Law 4-2026 shall become effective upon filing of this local law with the Secretary of State pursuant to section 27 of the Municipal Home Rule Law. Chapter 270 (BESS moratorium) (Revised with hardship and definitions) H. Board of Trustees- Appointments to the Board of Ethics RESOLVED, that Nicole Varisco is re-appointed to the Board of Ethics for a term expiring on December 31, 2028 and be it further RESOLVED, that Daniel V. Remer is appointed to the Board of Ethics for a term expiring on December 31, 2028. I. Resolution- Approval of Honorary Naming of the corner of Croton Avenue and North Highland Avenue (Route 9) as Sharmaine Powell Way. WHEREAS, the purpose of the Honorary Street Naming Policy (“Policy”) approved by the Village of Ossining Board of Trustees is to, “honor current and former residents of the village who have made contributions to the village through accomplishments during the honoree’s lifetime”; and WHEREAS, a request was received for an honorary street naming in memory of and to honor Sharmaine Powell, who lived her entire life in Ossining and whose life was tragically cut short when she went upstairs in the family home to warn and rescue her brother about a fire not knowing that her brother had escaped from their home; and WHEREAS, on March 18, 2026 Village Historian Joyce Sharrock-Cole provided to the Board of Trustees her report on the honorary street naming request which included a summary of Sharmaine Powell’s life and her family’s long-standing ties to the Ossining community; and WHEREAS, in her report to the Board of Trustees, Village Historian Cole noted:  Family members recalled Sharmaine as someone who instinctively protected others.Her brother described her as compassionate and kind, someone who did not tolerate bullying and who was quick to stand up for those who needed support.Her father, Steve Powell, remembered her as a generous child who shared freely with her friends.Educators and community members also noted her leadership qualities.  Sharmaine was also a member of the Ossining NAACP Youth Council, reflecting her early involvement in civic and community life.  While Sharmaine lived only twelve years, the memories preserved by family members, school officials, community organizations, and local press accounts Legislative Meeting April 8, 2026 Page 4 of 5  portray a young person whose kindness, generosity and courage touched many lives.Her character and the bravery she demonstrated in her final moments left a lasting impression on the Village of Ossining and continue to serve as a powerful example of compassion and selflessness within the community. WHEREAS, pursuant to the Policy, a public hearing was held on the application on April 8, 2026 at which time members of the public were given the opportunity to address the Board of Trustees on the application, after which the public hearing was closed; now therefore be it RESOLVED, that the application for the honorary street naming of the corner of Croton Avenue and North Highland Avenue (Route 9) as “Sharmaine Powell Way” is granted and be it further RESOLVED, that appropriate signage will be located at the aforementioned corner. Village of Ossining Local Youth Bureau- Authorization to submit a proposal for the 2026 Summer Youth Employment Program WHEREAS, the Westchester County Department of Social Services, Office of Workforce Development on behalf of the Westchester-Putnam Workforce Development Board issued a request for proposals (RFP) from public and private not-for-profit organizations for the provision of a 2026 Youth Employment Program for eligible Temporary Assistance to Needy Families (TANF) youth ages 14-20; and WHEREAS, the Summer Youth Employment Program is intended to provide summer employment jobs to eligible youth; and WHEREAS, anticipated contract period is May 1, 2026 – September 30, 2026; and WHEREAS, the village’s Local Youth Bureau wants to submit a proposal on behalf of the village; and WHEREAS, the response to the RFP is due no later than April 20,2026; now therefore be it RESOLVED, that following review by the Corporation Counsel, the village through the Local Youth Bureau is authorized to submit a proposal to the Westchester County Department of Social Services, Office of Workforce Development; and be it further RESOLVED, that the Village Manager and the Executive Director of the Local Youth Bureau are authorized to sign and complete the proposal as necessary.
