III. VILLAGE BOARD RESOLUTIONS
A. RESOLUTION APPROVING 2024 CABARET LICENSE FOR GRACE HALL LTD., 7
OLD ALBANY POST ROAD, OSSINING, NEW YORK
WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining
(“Code”), the authorized representative of the business Grace Hall, Ltd., 7 Old Albany
Post Road, Ossining, New York presented an application to the Village Clerk, as
licensing officer, for a cabaret license for live music including DJs; and
WHEREAS, pursuant to sections 100-3 and 100-5 of the Code, the Village Clerk caused
an investigation into the application and after receiving the results of the investigation
from the Finance Department, Building Department and Police Department, the
application was referred to the Board of Trustees for approval and

WHEREAS, the Board of Trustees reviewed the application at the January 31, 2024
special meeting, hearing from the Corporation Counsel; now therefore be it
RESOLVED,that the application by Grace Hall, Ltd., 7 Old Albany Post Road, Ossining,
New York for a cabaret license for 2024 to serve soft drinks, wine, beer and any other
alcoholic beverages is approved as follows:
GRACE HALL LTD.
Days/Hours: Sunday and Thursday 1:00 pm to 12:00 am
Friday and Saturday 1:00 pm to 1:00 am
Type of entertainment: Up to five performers; and be it further
RESOLVED, that since the current New York State Liquor Authority issued liquor
license for Grace Hall expires on March 31, 2024, prior to that date, Grace Hall shall
submit to the Village Clerk a liquor license with an effective date of April 1, 2024; and be
it further
RESOLVED, that pursuant to section 100-7 the Village Clerk shall issue the cabaret
license; and be it further
RESOLVED, that the licensee may request from the Village Manager an extension of the
hours for the operation of the cabaret for a specific event on a specific date upon a
showing of good cause; and be it further
RESOLVED, that a licensee may request an extension of the hours for the operation of
the cabaret no more than one day per calendar quarter (January 1-March 31; April 1-
June 30; July 1-September 30 and October 1-December 31) and that in no event shall the
hours of operation extend past 2:00 am; and be it further
RESOLVED, that no fewer than five (5) business days before the specific date for which
an extension of the hours of operation of the cabaret is sought, the licensee, by its
authorized representative, shall present to the Village Manager a written request for the
extension of hours of operation of the cabaret; and be it further
RESOLVED, that upon receipt of the written request for an extension of the hours of
operation of the cabaret, the Village Manager or designee will contact the Ossining Police
Department and Village of Ossining Building Department to determine if there are any
reasons that the request should be denied or modified; and be it further
RESOLVED, that the Village Manager will advise the licensee of his/her decision on the
written request no fewer than two (2) business days before the date of the specific event;
and be it further
RESOLVED, that where the request for an extension of the hours of operation of the
cabaret is approved, the Village Manager or designee shall notify the Police Department
of the extended hours which extended hours shall not extend past 2:00 am; and be it
further
RESOLVED, that the Village Manager’s or designee’s approval of the request for an

extension of the hours for the operation of the cabaret shall only be for the specific date
and may not be used as a basis to extend the hours of operation for any other date; and
be it further
RESOLVED, that pursuant to section 100-9 of the Village Code, the Board of Trustees
may revoke or suspend any cabaret license issued under chapter 100 where the license
was obtained by fraud or false representation of fact or failing to comply with the
provisions of chapter 171 (Licenses).
B. RESOLUTION APPROVING 2024 CABARET LICENSE FOR RICHIE’S KITCHEN
INC., 147 MAIN STREET, OSSINING, NEW YORK
WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining
(“Code”), the authorized representative of the business Richie’s Kitchen, Inc., 147 Main
Street, Ossining, New York presented an application to the Village Clerk, as licensing
officer, for a cabaret license for live music; and
WHEREAS, pursuant to sections 100-3 and 100-5 of the Code, the Village Clerk caused
an investigation into the application and after receiving the results of the investigation
from the Finance Department, Building Department and Police Department, the
application was referred to the Board of Trustees for approval and
WHEREAS, the Board of Trustees reviewed the application at the January 31, 2024
special meeting, hearing from the Corporation Counsel; now therefore be it
RESOLVED,that the application by Richie’s Kitchen, Inc., 147 Main Street, Ossining,
New York for a cabaret license for 2024 to serve soft drinks, wine and beer beverages is
approved as follows:
Richie’s Kitchen, Inc.
Days/Hours: Tuesday through Saturday 11:00 am to 10:00 pm
Type of entertainment: Occasional live music; and be it further
RESOLVED, that pursuant to section 100-7 the Village Clerk shall issue the cabaret
license; and be it further
RESOLVED, that the licensee may request from the Village Manager an extension of the
hours for the operation of the cabaret for a specific event on a specific date upon a
showing of good cause; and be it further
RESOLVED, that a licensee may request an extension of the hours for the operation of
the cabaret no more than one day per calendar quarter (January 1-March 31; April 1-
June 30; July 1-September 30 and October 1-December 31) and that in no event shall the
