Resolution Appointing Nate Fischer as Probationary Police Officer WHEREAS, the County of Westchester Personnel Office has certified to the Village of Ossining a list of eligible candidates containing at least three names for the permanent appointment position of Police Officer; and WHEREAS, Nate Fischer is ranked on the foresaid list of eligible candidates; now therefore, be it RESOLVED, that the Board of Trustees of the Village of Ossining, pursuant to the applicable provisions of the Civil Service Law and the Unconsolidated Laws of New York Special Meeting July 2, 2024 Page 1 of 4  State hereby appoints Nate Fischer from Eligible List #60-194 to the position of probationary Police Officer of the Village of Ossining Police Department effective July 8, 2024 at an annual salary of $60,892. This appointment is subject to a probationary period of seventy-eight (78) weeks. B. Resolution Appointing Kira Villegas as Probationary Police Officer WHEREAS, the County of Westchester Personnel Office has certified to the Village of Ossining a list of eligible candidates containing at least three names for the permanent appointment position of Police Officer; and WHEREAS, Kira Villegas is ranked on the foresaid list of eligible candidates; now therefore, be it RESOLVED, that the Board of Trustees of the Village of Ossining, pursuant to the applicable provisions of the Civil Service Law and the Unconsolidated Laws of New York State hereby appoints Kira Villegas from Eligible List #60-194 to the position of probationary Police Officer of the Village of Ossining Police Department effective July 8, 2024 at an annual salary of $60,892. This appointment is subject to a probationary period of seventy-eight (78) weeks. C. Resolution Appointing Francesco Monastra as Police Officer WHEREAS, the County of Westchester Personnel Office has certified to the Village of Ossining a list of eligible candidates containing at least three names for the permanent appointment position of Police Officer; and WHEREAS, Francesco Monastra is ranked on the foresaid list of eligible candidates; now therefore, be it RESOLVED, that the Board of Trustees of the Village of Ossining, pursuant to the applicable provisions of the Civil Service Law and the Unconsolidated Laws of New York State hereby appoints Francesco Monastra from Eligible List #60-194 to the position of fourth year Police Officer of the Village of Ossining Police Department effective July 8, 2024 at an annual salary of $117,179 (fourth year salary). This appointment is subject to a probationary period of seventy-eight (78) weeks. D. Approval of Voucher Detail - July 2, 2024 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Voucher Detail Report dated July 2, 2024 in the amount of $620,926.44. VOUCH DET 070324 E. Memorandum of Agreement with Hudson Valley Regional Council, Inc. RESOLVED, that following review by the Corporation Counsel, the Village Manager is authorized to sign a Memorandum of Agreement with the Hudson Valley Regional Council, Inc. to ensure that the coalition of which the Village of Ossining is a member municipality remains eligible for the Environmental Protection Agency’s Climate Pollution Reduction Grant for Mid-Hudson Building Electrification. Authorization to file claim form RESOLVED, that the Corporation Counsel is authorized to submit a Public Water System Settlement Claim Form in connection with the Aqueous Film-Forming Foam (AFFF) Products Liability Litigation. G. Extension of agreement with IFCA Housing Network RESOLVED, that upon review by the Corporation Counsel, the Village Manager is authorized to extend the Village of Ossining Affordable Housing Program Agreement- 2023 with IFCA Housing Network, 138 Spring Street, Ossining, New York pursuant to the terms set out in the September 12, 2022 proposal through December 31, 2024. H. Resolution Declaring Certain Village-owned Vehicles as Surplus RESOLVED, that the Board of Trustees of the Village of Ossining hereby declares the following vehicle as surplus equipment and authorizes their disposal in accordance with New York State law by sale or otherwise “as is” pursuant to the village’s agreement with Auctions International, Inc.: I. Resolution Authorizing Settlement- Katherine Chapa WHEREAS, Katherine Chapa alleges that she sustained damage to her vehicle as a result of a motor vehicle accident with a village-owned vehicle on May 16, 2024; and WHEREAS, the Village’s Corporation Counsel reviewed documents submitted by the claimant and village staff and concludes that settlement of this claim was warranted; now therefore be it RESOLVED, that the Board of Trustees of the Village of Ossining authorizes settlement of the claim of Katherine Chapa upon delivery to the Village of Ossining of a release signed by Katherine Chapa. J. Finance – 2024 Street Sweeper Capital Project from General Fund Balance WHEREAS, Village management wishes to establish a capital project for a Street Sweeper designated to be financed by a transfer from General Fund Balance, now therefore be it RESOLVED, capital projects and capital project budgets are established, as follows: Special Meeting July 2, 2024 Page 3 of 4 IV.
