III. VILLAGE BOARD RESOLUTIONS
A. Approval of Voucher Detail - July 9, 2025
RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the
Voucher Detail Report dated July 9, 2025 in the amount of $607,641.60.

B. Approval of IBWTP Voucher Detail - July 9, 2025
RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the
IBWTP Voucher Detail Report dated July 9, 2025 in the amount of $2,062,841.33.

C. Adoption of Local Law 4-2025, “A Local Law amending Chapter 270 (Zoning) of the
Village of Ossining Code”.
WHEREAS, the Board of Trustees of the Village of Ossining (“Village Board”) has been
considering the adoption of proposed Local Law -2025, titled, “A Local Law amending
Chapter 270 (Zoning) of the Village of Ossining Code”; and
WHEREAS, a public hearing was conducted on June 18, 2025 at 7:30 pm at the Birdsall
Fagan Police-Court Facility, 86-88 Spring Street, Ossining, New York and via the Zoom
platform affording members of the public an opportunity to be heard; and
WHEREAS, the public hearing was closed on June 18, 2025; and
WHEREAS, pursuant to section 617.3(f) of the State Environmental Quality Review
(SEQR) regulations, no determination of significance, environmental impact statement
or findings statement is required for Type II actions; and
WHEREAS, SEQR regulation 617.5(c) lists Type II actions including adoption of a
moratorium on land use development or construction and
WHEREAS, the proposed local law is a Type II action requiring no determination of
significance pursuant to the SEQR regulations; and
WHEREAS, there are no impediments to approving the proposed local law; now
therefore be it
RESOLVED, that the Board of Trustees of the Village of Ossining hereby adopts as
Local Law 4-2025, A Local Law amending Chapter 270 (Zoning) of the Village of
Ossining Code; and be it further
RESOLVED, that Local Law 4-2025 shall become effective upon filing with the Secretary
of State pursuant to the Municipal Home Rule Law.
D. Amended resolution- Length of Service Award Program- Ossining Volunteer Fire
Department
WHEREAS, on June 18, 2025, the Board of Trustees adopted a resolution, In the matter
of establishing a Service Award Program for active volunteer firefighter members of the
Ossining Volunteer Fire Department; and
WHEREAS, subsequent to the Board of Trustees adopting the above-referenced
resolution it was determined that Section 8 of the resolution needed to be revised to
effectuate the board’s intent and to be consistent with the requirements of Article 11-A of
the General Municipal Law; now therefore be it
RESOLVED, that Section 8 of the resolution In the matter of establishing a Service
Award Program for active volunteer firefighter members of the Ossining Volunteer Fire
Department is amended as follows:

Section 8 Up to three years of service credit may be earned under the Point System
by eligible Participants for service prior to January 1, 2026. To be eligible to earn credit
for such service, a volunteer must earn a year of service credit during calendar year
2026. An active volunteer firefighter member eligible to earn credit for service before
January 1, 2026 (during calendar years 2025, 2024, or 2023), who dies or becomes totally
and permanently disabled, shall be considered to have been a Participant at the time of
his or her death or disablement. Further, he or she shall be given credit for his or her
otherwise allowable pre-2026 service if during calendar year 2025, 2024, or 2023, he or
she was prevented by his or her death or disablement from earning service credit under
the Point System (as determined by the Village Board of the Village of Ossining/LAC).
Participants who earn years of service credit for years before calendar year 2026 shall be
paid a $20 service award for such years of service credit earned for years after calendar
year 2022; and be it further
RESOLVED, that the Board of Trustees’ June 18, 2025 resolution is revised to include
the above language in place of the previously approved Section 8; and be it further
RESOLVED, that the remainder of the June 18, 2025 resolution remains in effect.
