MINUTES City Council Regular Meeting 6:00 PM – Monday, March 10, 2025 Chambers/Zoom CALL TO ORDER AND PLEDGE OF ALLEGIANCE Mayor Pro Tem John Lallas called the meeting of the Othello City Council to order at 6:00 p.m. and led a silent invocation and the Pledge of Allegiance. M/S Snyder/Dorow CITY COUNCIL MINUTES 03.10.2025 APPROVAL OF AGENDA Council carried a motion to APPROVE THE AGENDA. M/S Garza/Snyder CONSENT OF AGENDA A. Approval of Accounts Payables B. Approval of Payroll and Related Expenses C. Approval of City Council Minutes for February 10, 2025 D. Approval of City Council Minutes for February 24, 2025 E. Approve Resolution 2025-03 to Surplus Property- Public Works F. Approve Purchase of Dump Trailer Council carried a motion to APPROVE THE CONSENT AGENDA. M/S Snyder/Everett Accounts Payable was audited and certified by the Auditing Officer, as required by RCW 42.24.080; and those expense reimbursement claims certified and as required by RCW 42.24.090, have been recorded on a listing that has been reviewed by the Council audit committee and is available to the Council. Accounts Payable Check No. 61308 to No. 61376 in the amount of $384,374.42. Payroll and Related Expenses Check No. 33280 to No. 33309 in the amount of $655,366.24. CURRENT BUSINESS WATER USE EFFICIENCY PUBLIC FORUM Mayor Pro Tem Lallas opens the forum at 6:15pm. Robin Adolphsen, Public Works Director/ City Engineer gives staff report. There was no public testimony/input. Mayor Pro Tem Lallas closed the forum at 6:19pm. APPROVE RESOLUTION 2025-04 TO ADOPT WATER USE EFFICIENCY GOAL Council carried a motion to ADOPT RESOLUTION 2025-04 ESTABLISHING OTHELLO’S WATER USE EFFICIENCY GOAL. M/S Dorow/Valdez APPROVE PURCHASE OF NEW GPS Robin Adolphsen, Public Works Director/ City Engineer explains the old GPS system is no longer working and a new one is need to complete certain projects. Council carried a motion to APPROVE A NEW GPS SYSTEM FROM TOPCON SOLUTIONS STORE IN THE AMOUNT OF $33,292.33. M/S Dorow/Garza APPROVE TASK ORDER 2025-01 WITH ANDERSON AND PERRY- GENERAL SEWER PLAN Robin Adolphsen, Public Works Director/ City Engineer explains WA State Department of Ecology us requiring the City the complete a comprehensive general sewer plan. Council carried a motion to APPROVE TASK ORDER 2025-01 WITH ANDERSON PERRY & ASSOCIATES, INC. FOR THE COMPLETION OF A GENERAL SEWER PLAN IN AN AMOUNT NOT TO EXCEED $152,370. M/S Dorow/Snyder CITY COUNCIL MINUTES 03.10.2025  APPROVE AMENDMENT NO. 4 WITH ANDERSON AND PERRY- MODIFY WASTEWATER FACILITY PLAN Robin Adolphsen, Public Works Director/ City Engineer explains Anderson and Perry will update the wastewater facility plan based on the new population projections. Council carried a motion to APPROVE AMENDMENT NO. 4 WITH ANDERSON PERRY & ASSOCIATES, INC. FOR THE MODIFY THE WASTEWATER FACILITY PLAN IN AN AMOUNT NOT TO EXCEED $84,855. M/S Barnes/Garza APPROVE PURCHASE AND SALE AGREEMENT FOR PROPERTY BETWEEN THE CITY AND AJ AND JODI OCHOA Mayor Pro Tem Lallas explains the staff has been negotiating with the Ochoa’s on the sale of property and recommends approval of the purchase to meet future water needs. Council carried a motion to TABLE THE APPROVAL OF THE PURCHASE AND SALE AGREEMENT TO THE NEXT MEETING. M/S Everett/Barnes UNFINISHED BUSINESS There was none. NEW BUSINESS • Tania Morels, City Clerk gives council a timeline of the migration from BoardDocs to Diligent Community. • Robin Adolphsen gives update on the street lighting poles project. ADJOURNMENT With no further items to discuss, Mayor Shawn Logan adjourned the Council meeting at 6:42 pm.
