Minutes
A Regular Meeting of the Otsego Planning Commission was held Monday, March 22, 2021.
Chairman Tom Gilmer called the meeting to order at 7:00 p.m. with the following members
present: Robert Alway, Ric Saucedo, Brent Milhiem, Cyndi Trobeck, Paul Mitchell, Jason Bohl
and City Manager Mitchell. Absent: Jayson Ennis.
Member Trobeck moved to excuse Member Ennis, seconded by Member Milhiem. CARRIED
On a motion by Member Alway, and seconded by Member Paul Mitchell the minutes of the
September 28, 2020, minutes, were approved with the additions made by Member Alway.

A. RESIDENTIAL DRIVEWAYS
City Manager Mitchell gave an overview of the current status of residential driveway versus the
clear restrictions in other zoning areas. He stated that currently there are no clear guidelines set
for second driveways in residential zones. He stated that after being asked by residents to put in a
second driveway, he is looking to the Planning Commission for their recommendations and a
formal approval process. City Manager Mitchell asked if it would be appropriate to have the
applicants apply for a Special Use Permit. A lengthy discussion took place regarding the
different scenarios for a second driveway. Member Bohl asked how the initial residential
driveway location is approved. City Manager Mitchell stated that it is approved through the
building code. City Manager Mitchell answered specific questions of the members. City
Manager Mitchell will bring back his recommendation to the Planning Commission. He asked
if any member had suggestions to please contact him.
B. WELL HEAD PROTECTION SITE PLAN AMENDMENT
City Manager Mitchell gave a brief overview of the history of the approval process of Site Plans
in regards to the Well Head Protection Ordinance. He stated that the additional checklist to be
included in the site plan approval process would need to be added to the Zoning Ordinance. He
briefly explained the checklist and how it would be turned into EGLE if necessary. City
Manager Mitchell will bring his final recommendation and schedule a Public Hearing for the
April meeting.
C. ROCK-TENN MPUD
City Manager Mitchell gave an update on the Rock–Tenn improvements and the potential new
investor. He also explained the potential infrastructural, bridge, curb and gutter, and culvert
improvements made through the TIF (Tax Increment Financing). City Manager Mitchell
explained TIF and the mills that EGLE can offer from the State. A brief conversation took
place regarding the types of housing needs in the city. City Manager Mitchell concluded that
the site plan will ultimately come to the Planning Commission for approval and recommendation
to the City Commission.
