Planning Commission Meeting

A Regular Meeting of the Otsego Planning Commission was held Monday, January 24, 2022. Chairman Saucedo called the meeting to order at 7:00 p.m. with the following members present: Jayson Ennis, Blair Boyce, Brent Milhiem, Jason Bohl, Jim Misner, Jason Smith, and City Manager Mitchell. Absent: Cyndi Trobeck. Member Milhiem made a motion to excuse Member Trobeck, seconded by Member Bohl. CARRIED. The November 22, 2021, minutes were approved on a motion by Member Smith, and seconded by Member Bohl. CARRIED. At this time, Chairman Saucedo introduced new member Blair Boyce. The Planning Commission welcomed Member Boyce. I. PRESENTATIONS: II. PUBLIC HEARINGS: A. PUBLIC HEARING FOR SPECIAL LAND USE PERMIT AT 241 HELEN AVE – GRIFFIN – TWO FAMILY DWELLING Chairman Saucedo opened the Public Hearing at 7:02 p.m. Mr. & Mrs. Griffin were in attendance and answered questions of the Planning Commission. They explained that they were requesting a Special Land Use Permit to make the dwelling into a two unit. They stated that the upstairs apartment was a one bedroom and the downstairs apartment is a two bedroom, with the ability to convert it back to a one family dwelling. They also indicated that each apartment has its own utilities. Member Bohl asked if they put in the milling parking lot in the back. They stated that they removed buildings behind the house and put down the millings. Member Misner asked if they had already started the project. They indicated that they were at the point to install carpet and to paint. Member Mitchell gave a brief background of the property and the progression to where it is today. The Griffin’s answered questions of the Board regarding the future of the property. There being no further comment, the Public Hearing was closed at 7:10 p.m. III. CONSIDERATIONS: A. CONSIDERATION OF THE RECOMMENDATION TO THE CITY COMMISSION TO APPROVE THE SPECIAL LAND USE PERMIT AT 241 HELEN AVE – GRIFFIN – TWO FAMILY DWELLING Member Mitchell indicated that the Special Land Use Permit met the legal requirements as presented. Member Misner moved to recommend to the City Commission the approval of the Special Land Use Permit at 241 Helen Avenue, to a Two-Family Dwelling, seconded by Member Smith. CARRIED. IV. DISCUSSION ITEMS:  A. PLANNING COMMISSION TRAINING – LORI CASTELLO FROM PCI Member Mitchell stated that the Planning Commission Training has been rescheduled for next month. PUBLIC COMMENT: None.
