Planning Commission Meeting

A Regular Meeting of the Otsego Planning Commission was held Monday, February 28, 2022. Chairman Saucedo called the meeting to order at 7:00 p.m. with the following members present: Blair Boyce, Brent Milhiem, Jason Bohl, Jim Misner, Jason Smith, and City Manager Mitchell. Absent: Jayson Ennis and Cyndi Trobeck. Member Milhiem made a motion to excuse Member Trobeck and Member Ennis, seconded by Member Smith. CARRIED. The January 24, 2022, minutes were approved on a motion by Member Smith, and seconded by Member Mitchell. CARRIED. I. PRESENTATIONS: II. PUBLIC HEARINGS: III. CONSIDERATIONS: A. CONSIDERATION OF THE RECOMMENDATION TO THE CITY COMMISSION TO APPROVE THE SITE PLAN FOR 333 WEST RIVER – KEN BLEEKER Member Mitchell gave an overview and brief history of the site. Member Mitchell indicated that the Site Plan met the zoning requirements. He indicated that there is a sewer pipe that runs through the property and it has a culvert in the middle of the property which makes the property unique. Member Mitchell stated that Allegan County does not classify this as a drain. He stated that EGLE had been contacted and they did not require a permit or put specific requirements on the culvert. Member Milhiem asked what material would be used for the culvert. Jeffery Paulson – Hurley & Stewart, Mr. Bleeker’s Engineer, indicated that it would be a reinforced concrete or corrugated plastic 42-inch pipe, whatever the City requires. The status and the age of the sewer line was discussed. Member Mitchell will talk to WWTP Supervisor Keyzer about the line and see if it needs to be cleaned or if it needs to be repaired. Member Milhiem asked if the construction driveway was going to be eventually improved or if it would be removed after the project. Mr. Paulson stated it will be considered a construction driveway only. The lighting was briefly discussed and it was determined that the lighting will be the same as the other buildings. Member Milhiem moved to recommend to the City Commission the approval of the Site Plan for 333 West River – Ken Bleeker, as presented, seconded by Member Smith. CARRIED. IV. DISCUSSION ITEMS: A. PLANNING COMMISSION TRAINING – LORI CASTELLO FROM PCI Member Mitchell stated that the Planning Commission Training has been rescheduled for next month. PUBLIC COMMENT: None. MEMBER COMMENTS: Member Mitchell gave a brief update on the following: • Helen Avenue Reconstruction. • No applications at this time for the April Meeting, but there will be training. • Rock-Tenn is progressing. Member Misner thanked Ken Bleeker for his investment in the City of Otsego. Member Milhiem also thanked Mr. Bleeker.
