Study Session Minutes Ottawa, Kansas Minutes of March 27, 2023 The Governing Body met at 4:00 pm this date at City Hall with the following members present and participating to wit: Mayor Crowley, Mayor Pro Tem Skidmore, Commissioner Caylor, Commissioner Graves and Commissioner Clayton. A quorum was present. Mayor Crowley called the meeting to order. Public Comments The Governing Body heard from Ryland Miller, President and CEO of Ottawa Chamber of Commerce and George Ogle, 1305 S. Elm St. Mr. Ogle stated he has recently renovated a house, and instead of selling the home, he is starting a program where those that are in advanced stages of drug rehabilitation will live there. Mr. Ogle is associated with the Oxford House. Minutes to Review The Governing Body reviewed minutes from the March 6, 2023, Study Session, March 13, 2023 Study Session and March 15, 2023 Regular Meeting. The Governing Body agreed to place these items on the next Regular Meeting agenda on April 5, 2023. Monthly Financial & Activity Reports—February 2023 The Governing Body reviewed the February Monthly Financial and Activity reports with City Staff and community support organizations. Revisions to Article 7-105 of the Municipal Code on Cemeteries The Governing Body heard from Public Works Director Michael Haeffele, who provided the following highlights regarding the changes: • After consulting with City Attorney Blaine Finch, minor adjustments need to be made • Changes would grant authority to organizations/groups to clean and maintain Veteran’s headstones • Proposed changes include “All stones and monuments may be realigned or relocated by the Sexton or their designee and is also authorized to repair and reset bases and stones as the need requires” and cleaning, maintaining and/or resetting of Veteran’s stones are permittable with the specific approval from the Public Works Director or their designee • Staff recommends approving changes The Governing Body agreed by consensus to place this on the next Study Session agenda for April 3, 2023. City Manager's Comments City Manager Richard U. Nienstedt stated the Golf Advisory Board Committee would be discussed at a later date. Mr. Nienstedt thanked the community for their support. Commissioner's Comments The Governing Body thanked City Manager Richard U.
