Regular Meeting Minutes City Hall 101 S Hickory, Ottawa, Kansas Minutes of April 5, 2023 The Governing Body met at 7:00 pm this date for the Regular City Commission Meeting with the following members present and participating to wit: Mayor Crowley, Mayor Pro Tem Skidmore, Commissioner Graves, Commissioner Caylor and Commissioner Clayton. Mayor Crowley called the meeting to order. The Mayor welcomed the audience and led the Pledge of Allegiance to the American flag. Pastor Drew Reding from Grace Community Fellowship Church gave the invocation. Consent Agenda Commissioner Graves made a motion, seconded by Commissioner Clayton, to approve this consent agenda to include minutes from the March 6, 2023 Study Session, March 13, 2023 Study Session, March 15, 2023 Regular Meeting; and this Regular Meeting agenda. The motion was considered, and upon being put, all present voted aye. The Mayor declared the consent agenda duly approved. Public Comments None offered at this time. Declaration None given. Request for Approval of Ordinance Amending Municipal Code on Cemeteries The Governing Body heard from Public Works Director Michael Haeffele, who provided the following highlights regarding the changes: • Changes would grant authority to organizations/groups to clean and maintain Veteran headstones • Proposed changes include “All stones and monuments may be realigned or relocated by the Sexton or their designee and is also authorized to repair and reset bases and stones as the need requires” and cleaning, maintaining and/or resetting of Veteran’s stones are permittable with the specific approval from the Public Works Director or their designee Commissioner Caylor made a motion, seconded by Commissioner Clayton, to approve this ordinance. The motion was considered and upon being put, all present voted aye. The Mayor declared this ordinance duly approved, and the ordinance was duly numbered Ordinance No. 4111-23. 1 April 5, 2023 City of Ottawa Regular Meeting Minutes April 5, 2023 Page 2 Request for Approval of Resolution Defining Depository Institutions for Idle Funds The Governing Body heard from Assistant Finance Director Rebekah McCurdy, who reviewed a resolution that defines depository institutions for funds held by the City and authorizes City staff to manage the funds. Mrs. McCurdy stated that this resolution is reviewed annually, defines depository institutions, designates City staff members as signers, and is necessary to update our designated signers due to personnel changes. Mayor Pro Tem Skidmore made a motion, seconded by Commissioner Graves, to adopt this resolution. The motion was considered, and upon being put, all present voted aye. The Mayor declared this resolution duly adopted, and this resolution was duly numbered Resolution No. 1932-23. City Manager’s Comments City Manager Brian Silcott had no comments. Commissioner’s Comments Commissioner Caylor welcomed City Manager Brian Silcott to his first regular meeting. Mayor Pro Tem Skidmore welcomed Mr. Silcott to the City of Ottawa. Mayor’s Comments Mayor Crowley had no comments. Executive Session Mayor Crowley made a motion, seconded by Commissioner Caylor, to recess into executive session with City Attorney Blaine Finch, Finance Director Melanie Landis, Human Resource Director Michelle Wapp and City Manager Brian Silcott present to discuss a matter of attorney-client privilege and having confidential communication with the City Attorney for a period of 15 minutes reconvening at 7:25 pm. The motion was considered and upon being put, all present voted aye. The Mayor declared the meeting duly recessed. Reconvene Commissioner Clayton made a motion, seconded by Commissioner Caylor, to reconvene into open session. The motion was considered and upon being put, all present voted aye. The Mayor declared the meeting duly reconvened at 7:25 pm. Recess Commissioner Clayton made a motion, seconded by Commissioner Caylor, to recess into executive session with City Attorney Blaine Finch, Finance Director Melanie Landis, Human Resource Director Michelle Wapp and City Manager Brian Silcott present to discuss a matter of attorney-client privilege and having confidential communication with the City Attorney for a period of 5 minutes reconvening at 7:30 pm. The motion was considered and upon being put, all present voted aye.
