Study Session Minutes Ottawa, Kansas Minutes of November 20, 2023 The Governing Body met at 4:00 pm this date at City Hall with the following members present and participating to wit: Mayor Crowley, Mayor Pro Tem Skidmore, Commissioner Caylor, Commissioner Graves and Commissioner Clayton. Mayor Crowley called the meeting to order. Public Comments No public comments were received. Recommendation by Neighborhood Revitalization Program Review Committee to Add Twenty-Two Residential and Two Commercial Properties to the Program The Governing Body heard from Lucas Neece, Director of Neighborhood Services, who reviewed the twenty-two residential structures and two commercial properties to add to the Neighborhood Revitalization Program: • Neighborhood Revitalization Program Review Committee recommends all twenty-two residential structures and two commercial properties be included in the NRP • The City of Ottawa's portion on the residential projects of the tax rebate amount per year for years one through five is $12,522.47 and $8,414.70 a year for years six through ten • The difference is because the rehabilitation projects only benefit from a five-year rebate, while new residential benefit from a ten-year rebate • Residential rebate from the City of Ottawa for this group of projects is expected to total $104,685.85 over ten years • Commercial total over ten years is $29,907.15 Residential new address (95% for ten Residential Remodel (95% for five years) years) 714 S. Governing Body Comments Commissioner Clayton reminded the community about the upcoming Mayor’s Christmas Tree Ceremony and parade. November 27, 2023 Study Session – 4:00 pm, City Hall Executive Session Recess Mayor Crowley made a motion, seconded by Mayor Pro Tem Skidmore, to recess into executive session for a period of 10 minutes, resuming at 4:35 pm with City Attorney Blaine Finch, City Manager Brian Silcott, Human Resource Director Michele Stegman and Finance Director Melanie Landis present for the purpose of attorney/client consultation. The justification for the closed session is to engage in confidential and privileged communication with the board's attorney by K.S.A. 75-4319(b)(12). The motion was considered and upon being put, all present voted aye. The Mayor declared the meeting duly recessed. Reconvene Mayor Crowley made a motion, seconded by Commissioner Clayton, to reconvene into open session. The motion was considered and upon being put, all present voted aye. The Mayor declared the meeting duly reconvened at 4:35 p.m. Settlement Agreement City Attorney Blaine Finch reported that the City of Ottawa is presently engaged in litigation with Mr. Fogle concerning a septic system. As part of the settlement negotiations, the city was presented with an opportunity to acquire a parcel slightly exceeding two acres and obtain a dismissal of the lawsuit. Considering the anticipated growth to the south, this acquisition aligns with the city's strategic planning. Mayor Pro Tem Skidmore made a motion, seconded by Commissioner Graves, to approve the settlement agreement and authorize the City Manager to execute it. The motion was considered and upon being put, all present voted aye. The Mayor declared the item approved. Executive Session Recess Mayor Crowley made a motion, seconded by Mayor Pro Tem Skidmore, to recess into executive session for a period of 20 minutes, resuming at 5:02 pm with City Attorney Blaine Finch, City Manager Brian Silcott, Human Resource Director Michele Stegman and Finance Director Melanie Landis present for the purpose of attorney/client consultation.
