Minutes of April 10, 2024
The Governing Body met at 4:00 pm on this date for the Regular City Commission
Meeting with the following members present and participating to wit: Mayor Skidmore,
Commissioner Clayton and Commissioner Crowley. Commissioner Caylor and Mayor
Pro Tem Allen were absent. Mayor Skidmore called the meeting to order.
Mayor Skidmore welcomed the audience and led the Pledge of Allegiance to the
American flag and gave the invocation.
Public Comments
Crystalee Protheroe and Eric Davis with Civil Air Patrol provided the Governing Body
with information related to the Civil Air Patrol programs and the creation of a local
squadron.
Appointments, Proclamations, Recognitions, Nominations, and Public Hearings
Consent Agenda
Commissioner Crowley made a motion, seconded by Commissioner Clayton, to
approve this consent agenda to include minutes from the April 3, 2024 Regular Meeting
and the Regular Meeting agenda. The motion was considered, and upon being put, all
present voted aye. The Mayor declared the consent agenda duly approved.
Declaration
Commissioner Crowley disclosed that he is a partner in the conditional use permit item
and therefore would abstain from voting on it.
Interviews for Open Seats on City Board
The Governing Body conducted interviews with the following citizens for two open seats
on the Airport Advisory Board: Lori Hedges, Paul Bean, and Clark Rein. Two more
interviews for this position are scheduled, and once these are completed, the Governing
Body will notify all interviewees of the results.
Unfinished Business
Resolution Finding the Advisability of and Adopting of an Expanded Investment
Policy
Assistant Finance Director Rebekah McCurdy presented a resolution regarding the
advisability of and adopting of an Expanded Investment Policy and discussed the
following:
• On June 15, 2016 the City Commission passed Resolution 1643-16, authorizing
City staff to invest idle funds to generate interest income
• The current investment policy permits investments in direct obligations of, or
obligations insured as to principal and interest by, the United States or any
agency thereof, and obligations and securities of US-sponsored enterprises
eligible as security for public funds under federal law.

• The current policy allows for investments in US Treasury Notes. However, to
directly purchase US Treasury Notes without a third-party purchaser, an
Expanded Investment Authority is required.
• As of April 1, 2024, the City of Ottawa's pooled investment fund has a balance of
$20,443,555.30.
• Adoption of the resolution does not guarantee Expanded Investment Authority to
the City but permits staff to submit the approved resolution to PMIB (Pooled
Money Investment Board) for consideration.
After discussion, Commissioner Crowley made a motion to adopt the Resolution
regarding the advisability of and adoption of an Expanded Investment Policy, seconded
by Commissioner Clayton, to adopt this resolution, and upon being put, all present
voted aye. The Mayor declared this resolution duly adopted, and this resolution was
duly numbered Resolution No. 1958-24.
New Business
Ordinance Granting Conditional Use Permit Application to Allow for a Two-Family
Dwelling at 804 S. Locust
This item was moved to the next Regular Meeting due to a lack of quorum with
Commissioner Crowley abstaining from voting.
City Manager’s Comments
There were no comments from the City Manager.
Governing Body Comments
Mayor Skidmore offered remarks regarding the recent eclipse.

Adjournment
There was no further business before the Governing Body, the Mayor declared the
meeting duly adjourned at 4:51 pm.
