Regular Meeting Minutes City Hall Minutes of July 31, 2024 The Governing Body met at 4:00 pm on this date for the Regular City Commission Meeting with the following members present and participating to wit: Mayor Skidmore, Commissioner Caylor, Commissioner Clayton and Commissioner Crowley. Mayor Pro Tem Allen was absent. Mayor Skidmore called the meeting to order. Mayor Skidmore welcomed the audience and led the Pledge of Allegiance to the American flag. Chaplain Nate O’Rourke gave the invocation. Public Comments None were given. Appointments, Proclamations, Recognitions, Nominations, and Public Hearings Recognition of Ottawa Police Department’s State Accreditation Through Kansas Law Enforcement Accreditation Program (KLEA) The Governing Body recognized the Ottawa Police Department for achieving State Accreditation through the Kansas Law Enforcement Accreditation Program (KLEAP). In 2022, the State of Kansas was awarded a grant to create a law enforcement accreditation program, similar to the CALEA program. There are currently 9 KLEAP Accredited agencies in Kansas. Chief Weingartner thanked the Governing Body for their support and recognition. Consent Agenda Commissioner Crowley made a motion, seconded by Commissioner Caylor, to approve the consent agenda, including minutes from the July 24, 2024 Regular Meeting and the Regular Meeting agenda. The motion was considered, and upon being put, all present voted aye. The Mayor declared the consent agenda duly approved. Declaration No declarations were made. Unfinished Business New Business Review of Monthly Reports Submitted by Partner Agencies The Governing Body engaged in a comprehensive review of the June 2024 monthly financial and activity reports submitted by community partner agencies. The Governing Body received feedback from the Franklin County Development Council about communication issues during electrical outages and concerns related to the Sister City program. Second Quarter Report Review The Governing Body reviewed the Second Quarter 2024 Activity reports with City Staff. Ordinance for Rezone of Property at 818 W. 10th Street July 31, 2024 1 City of Ottawa Regular Meeting Minutes July 31, 2024 Page 2 The Governing Body heard from City Planner Zack Martin, who presented an ordinance for a rezoning request at 818 W. 10th Street. The proposed rezoning includes an overlay of HO-O (Housing Opportunity Overlay) on the existing R-2 (Medium-Density Residential) zoning. This overlay would allow for the property to be replatted into smaller lots than would otherwise be permitted under the current zoning code, facilitating the development of additional housing. Mr. Martin reviewed the following points and answered questions: • The Ottawa Planning Commission unanimously recommends approval of the rezoning. • The overlay would enable the development of additional housing beyond what is currently possible under the existing lot configuration. • The Planning Commission reviewed the application and staff findings at the June 12, 2024 meeting and held a public hearing on July 10, 2024 After discussion, the Governing Body agreed by consensus to place this item on the August 7, 2024 agenda for further discussion and deliberation. Ordinance for Rezone of Property at 822 W. 10th Street This item was reviewed with the item above. It was also placed on the August 7, 2024 agenda for further discussion and deliberation. Ordinance Granting Conditional Use Permit for Group Boarding Home at 825 S. Main Street The Governing Body heard from Planner Zack Martin, who reviewed an ordinance creating a conditional use permit at 825 S. Main Street to establish a Group Boarding Home. The proposed home will accommodate five residents, including a house manager, and is intended for student housing for those attending Ottawa University. Mr. Martin reviewed the following items and answered questions: • The Ottawa Planning Commission unanimously recommends approval of the Conditional Use Permit • The permit will allow a Group Boarding Home with a capacity of five residents, oriented towards student housing • The Planning Commission reviewed the application and staff findings at the June 12, 2024 meeting and conducted a public hearing on July 10, 2024 After discussion, the Governing Body agreed by consensus to place this item on the August 7, 2024 agenda for further discussion and deliberation. City Manager’s Comments Planner Martin provided an update on the Comprehensive Plan revision process. City Manager Silcott reviewed tentative agenda items for the next City Commission meeting and shared the splash pad chamber ribbon-cutting event on July 30, 2024. Governing Body Comments Commissioner Crowley thanked staff and the Planning Commission for their work on today’s agenda. Mayor Skidmore commented on the city employee event at PrimeTime Grill. August 14, 2024 City Commission Meeting – 4:00 pm, City Hall Executive Session Recess Commissioner Crowley made a motion, seconded by Commissioner Clayton, to recess into executive session for a period of 15 minutes, resuming at 6:12 pm with City Attorney Blaine Finch and City Manager Silcott present for the purpose of attorney/client consultation. The justification for the closed session is to consult with the city attorney on matters that would be deemed privileged in an attorney client relationship per K.S.A. 75-4319(b)(2). The motion was considered and upon being put, all present voted aye. The Mayor declared the meeting duly recessed. Reconvene Commissioner Caylor made a motion, seconded by Commissioner Clayton, to reconvene into open session. The motion was considered and upon being put, all present voted aye. The Mayor declared the meeting duly reconvened at 6:12 pm. Recess Commissioner Crowley made a motion, seconded by Commissioner Caylor, to recess into executive session for a period of 10 minutes, resuming at 6:22 pm with City Attorney Blaine Finch and City Manager Silcott present for the purpose of attorney/client consultation.
