Minutes of August 28, 2024
The Governing Body met at 4:00 pm on this date for the Regular City Commission Meeting with
the following members present and participating to wit: Mayor Skidmore, Mayor Pro Tem Allen,
Commissioner Caylor, Commissioner Clayton, and Commissioner Crowley. Mayor Skidmore
called the meeting to order.
Mayor Skidmore welcomed the audience and led the Pledge of Allegiance to the American flag.
Pastor Darron Story from Westminster Presbyterian Church gave the invocation.
Public Comments
None were received.
Consent Agenda
Commissioner Crowley made a motion, seconded by Commissioner Clayton, to approve the
consent agenda, including minutes from the August 21, 2024 Regular Meeting and the Regular
Meeting agenda. The motion was considered, and upon being put, all present voted aye. The
Mayor declared the consent agenda duly approved.

Public Hearing for Amended TIF Project Plan for Premier Auto
This public hearing has been called to consider the amendments to the TIF Project Plan for
Premier Auto within the South 59 TIF District.
Mayor Skidmore opened the public hearing at 4:03 pm.
The Governing Body heard from Tyler Ellsworth, Kutak Rock who stated the Commission is
requested to continue the public hearing to the September 11, 2024, meeting when the TIF
Ordinance amending the Project Plan and the Development Agreement is ready for
consideration.
Ordinance Authorizing Issuance of Phase I IRB
The Governing Body has tabled this item until the TIF public hearing is reconvened at the
September 11, 2024, meeting.
Resolution of Intent for Phase II IRB
The Governing Body has tabled this item until the TIF public hearing is reconvened at the
September 11, 2024, meeting.

The Governing Body reviewed the July 2024 Monthly Reports with community support
organizations.
Ordinance Amending Municipal Code, Section 12-314, to Update Parking Regulations on
11th Street
The City Commission heard from Director Neece who presented an ordinance authorizing angle
parking on the north side of 11th Street between Cedar Street and College Street. The ordinance
amends Section 12-314 of the Municipal Code to address parking needs for Ottawa University,
which has proposed this angle parking as part of a broader parking solution. The change has been
discussed by the Development Review Committee and is expected to meet the University's
parking requirements without negatively impacting the surrounding neighborhood or traffic flow.
After discussion, Commissioner Crowley made a motion, seconded by Commissioner Clayton, to
approve this ordinance. The motion was considered and upon being put, all present voted aye.
The Mayor declared this ordinance duly approved, and the ordinance was duly numbered
Ordinance No. 4142-24.
Public Hearing for the Purpose of Hearing and Considering Objections of Tax Payers
Related to the Proposed Use of Funds for 2024 Budget Amendments
This public hearing was called to consider amending the 2024 Budget for the following funds:
Water Utility Fund, Library Fund, Special Parks Fund, Proximity Park-Special Sales Tax Fund,
and Golf Course Fund.
Mayor Skidmore opened this public hearing at 4:22 pm.
The Governing Body heard from Finance Director Melanie Landis, who stated that these 2024
Budget amendments are necessary for the following funds:
• Water Utility Fund
• Library Fund
• Special Parks Fund
• Proximity Park – Special Sales Tax Fund
• Golf Course Fund
There were no further comments offered during the public hearing.
The Mayor closed the public hearing at 4:33 pm.
Acceptance of the 2024 Budget Amendments
Commissioner Crowley made a motion, seconded by Commissioner Clayton, to accept the 2024
Budget amendments to the Water Utility Fund, Library Fund, Special Parks Fund, Proximity
Park-Special Sales Tax, and Golf Course Fund. The motion was considered and upon being put,
all present voted aye. The Mayor declared the amendments duly approved.
City Manager’s Comments
City Manager Silcott provided an overview of the tentative agenda items for the upcoming City
Commission meeting and provided an update on upcoming events.

Governing Body Comments
Commissioner Clayton and Mayor Skidmore commended the OU Fusion event, highlighting its
success and positive impact on the community.
