Review of Electric Utilities Operations - City Manager Silcott (P. 46 - 47) Comments: The City Commission will receive and file a general overview of the electric grid as part of a multi- session discussion on Ottawa's municipal electric utility and energy supply strategy. This session introduces the struc- ture and function of the electric grid, setting the stage for subsequent discussions on Ottawa's energy portfolio, the City's power supply agreements—including the upcoming renewal of the Grand River Dam Authority (GRDA) con- tract—and potential rate adjustments. Commissioner Caylor joined at 7:07 pm. Mayor Allen called the meeting to order. Mayor Allen welcomed the audience and led the Pledge of Allegiance to the American flag. Pastor Terrance Roberson, Bethany Chapel Baptist Church gave the invocation. Public Comments None were received. Appointments, Proclamations, Recognitions, Nominations and Public Hearings Consent Agenda Commissioner Crowley moved to approve the consent agenda, seconded by Mayor Pro Tem Clayton. Unfinished Business New Business Review of Strategic Documents for City Departments The Governing Body received a presentation from City Manager Brian Silcott on the City’s strategic and planning documents. • Airport Master Plan (2018-2038) – Guides long-term development and improvements at KOWI Airport. • Electric System Master Plan Report (2011) – Evaluates and plans for the electric grid infrastructure. • New Generation Opinion of Probable Cost (2014) – Estimates costs for new electric generation resources. • Electric System Planning Study (2015) – Assesses the current and future electric system needs. • Integrated Resource Plan (IRP) (2020, Res. 1825-20) – Establishes a strategic plan for electric generation and resource management. • Comprehensive Plan (2004-2024) – Long-term land use and development strategy for the city. The plan is necessary to qualify for FEMA & Homeland Security funding. • City Emergency Operations Plan (In Development) – Provides specific action item steps for City departments to provide critical service to citizens in response to different emergency conditions. Fourth Quarter Report Review The Governing Body reviewed the Fourth Quarter 2024 Activity reports with City Staff. City Manager Comments City Manager Silcott introduced Finance Director Landis and Director of Golf Mlynar to present an overview of the transition of the Ottawa Golf Course from a private country club to a municipally managed facility. The presentation highlighted key milestones, including the termination of the previous lease, facility preparations, personnel hiring, and the course’s official opening on February 2, 2025. Accomplishments such as community engagement efforts, vendor relationships, and operational setup were discussed, alongside challenges like weather delays, irrigation storage issues, and the need for equipment acquisition. He thanked the school district and the Franklin County Development Council for organizing this event. Commissioner Skidmore reminded the community of two significant upcoming games, highlighting the highly anticipated KU vs. K-State matchup on Saturday and the Super Bowl on Sunday. Mayor Pro Tem Clayton reflected on his experience at career day. Mayor Pro Tem Clayton also spoke about attending Local Government Day at the Capitol, where he gained valuable insight into legislative discussions in Topeka. Mayor Allen acknowledged the questions she fielded from the community and gave a special shoutout to Scarlett for her active engagement. Announcements A. The City Planning Commission met at 7:00 p.m. on this date with the following members present and participating, Chair Lantis and Member Maxwell. Member Staresinic-Deane was present via Zoom. Member Harris arrived at 7:08 pm resulting in quorum. Members Kane and Crowley were absent. Neighborhood Services staff Director Lucas Neece, Zack Martin, and Ashley Hird were present. III. Consent Agenda: Member Maxwell made a motion to approve meeting minutes from September 26, 2024. Seconded by member Harris. All present voted aye. IV. Declaration: C-Lantis asked the Planning Commission members to declare any conflict of interest or of any Ex parte or outside communication that might influence their ability to hear all sides on any item on the agenda, so that they might come to a fair decision. There were none. V. New Business: A. Review Chapter 2 of the City of Ottawa Comprehensive Plan – Zack Martin Mr. Martin gave his presentation on Chapter 2 of the Comprehensive Plan. Member Staresinic-Deane made a suggestion to speak with the high school students. Chair Lantis suggested that we speak with different organizations that are involved in the 2nd Chapter. Member Staresinic-Deane had comments about technology changes and where they would fall in the Comprehensive plan, Ottawa University area or district, and annexation. Background: The purpose of the NRP is to promote community improvement, development, and rehabilitation to enhance the safety, public health, and welfare of Ottawa’s residents. The program may be utilized to make improvements to the exterior or interior of structures. A map (XI.A.1) of the city’s NRP territory reflects the extent and breadth of the qualifying properties for this program. Information and application procedures for program qualifications are located on the city’s website: https://www.ottawaks.gov/homeowners The NRP was created in 1997 with agreements between the City of Ottawa, Franklin County, and USD 290 when a review board was created, with each entity appointing a member of the review committee. Current committee members from the elective bodies include City Commissioner Sara Caylor, USD 290 Board Member Harold Wingert, and Franklin County Commissioner Rod Harris. On January 13, 2025, the Neighborhood Revitalization Program Committee approved the ten (10) residential applications and recommended them to the City Commission for approval. (XI.A.2) Analysis: The Neighborhood Revitalization Program Review Committee has recommended ten (10) residential structures (XI.A.3) to be included in the Neighborhood Revitalization Program. The properties are within the established Neighborhood Revitalization District (XI.A.1) and their applications (XI.A.4) meet the criteria to be eligible for the full rebate. Background: Ottawa's municipal electric utility began in 1906 with the acquisition of its first power plant, followed by expansions in 1922, 1929, and 1939. Initially powered by oil-burning boilers and steam turbines, the City upgraded to a 4.16 kV system in the 1940s, much of which remains in use today. Over the decades, Ottawa expanded its generation capacity with Enterprise reciprocating engines (1958, 1963), the STAG unit (1967–2020), and Cooper units (1980). By the 1980s, purchasing electricity became more cost-effective, leading to KMEA membership and power agreements with KCBPU and KCPL. Major infrastructure upgrades continued, including substation expansions and control system improvements. Today, Ottawa secures its power through multiple long-term purchase agreements and ownership of a 5.2 MW share in the Dogwood (Dogwood) Generating Station, ensuring a reliable energy supply for the City. The City's largest non-generating power supply is with the Grand River Dam Authority (GRDA), which totals 12 MW peak in June, July, August, and September and 9MW for the off-peak months of October through May. The City's initial GRDA agreement was undertaken in 2006 and will expire in 2026. The City must provide KMEA notice of our continued relationship and our desired power supply allocation by the March 26, 2025, City Commission meeting. This multi-session engagement will provide an in-depth review of the City's electric utility operations, energy portfolio, and rate structure. Ottawa's municipal electric utility has evolved from its early 20th- century origins to its current integrated supply network, which includes base load, intermediate, renewable, and hydroelectric sources. The City's energy strategy is supported by long-term contracts through KMEA and membership in the Southwest Power Pool (SPP) Regional Transmission Organization, ensuring a diversified and reliable power supply. These discussions will inform the public about these complex energy-related decisions shaping our collective future and that of Ottawa's electric utility services. Today's (2/12) meeting will provide a general description of the electric system or electric grid. Next week's meeting (February 19th) will place Ottawa's Municipal Electric Utility into this general context. Our February 26th meeting will provide an in-depth review of the City's energy portfolio and the factors and issues impacting our energy supply, including the City's current GRDA power supply agreement. The March 5th City Commission meeting will be a deep dive into the role of the GRDA allocation within the City's energy supply strategy. KMEA will be present to facilitate this discussion. The March 19th meeting will focus on one of two electric utility items. The March 26th meeting will be reserved for continued discussion of the City's energy strategy and power supply allocation mix, including GRDA or electric utility rates. The City Commission must decide on the City's GRDA allocation on or before this City Commission date. Analysis: The electric grid is a network that enables the generation, transmission, and distribution of electricity to consumers. It consists of key components: • Generating plants produce electricity. • Transmission lines transport electricity over long distances. • Substations adjust voltage levels. • Transformers increase or decrease voltage. • Distribution lines deliver lower-voltage electricity to consumers. The grid was developed to bridge the gap between electricity production and consumption, replacing inefficient, independent distribution systems. The modern grid allows multiple producers to share infrastructure, improving reliability and reducing costs. Electricity is transmitted efficiently by increasing voltage at substations, sending it through transmission lines, and then stepping down the voltage for distribution. Consumers of electricity include industrial (manufacturing plants), commercial (office buildings), and residential (homes). While the grid is crucial to modern life, some infrastructure is outdated and struggles to integrate small-scale energy sources. The smart grid is an upgraded version incorporating information technology, enabling real-time monitoring and efficient integration of decentralized energy generation. As electricity demands evolve, maintaining reliability, efficiency, and cost- effectiveness remains a challenge. This is your electric grid.
