DRAFT – UNOFFICIAL UNTIL APPROVED City Planning Commission Meeting Minutes Ottawa, Kansas Minutes of August 9, 2023 C-Lantis called the meeting to order. The City Planning Commission met at 7:00 p.m. on this date with the following members present and participating: Member Kane, Member Staresinic-Deane via zoom, VC Wenyika, and Chair Lantis. Member Crowley, Member Manes, and Member Elmer were absent. Community Development staff Director Melanie Landis, and Ashley Hird were present. Public Comments: None received Declaration: C-Lantis asked the Planning Commission members to declare any conflict of interest or of any Ex parte or outside communication that might influence their ability to hear all sides on any item on the agenda, so that they might come to a fair decision. None received. Consent Agenda: VC Wenyika made a motion to approve July 7, 2023, meeting minutes, followed by a second from Member Kane and all present voted aye. Member Kane made a motion to approve July 12, 2023 meeting minutes, followed by a second from Member Wenyika and all present voted aye. Public Hearing for the 2024-2028 Capital Improvement Program Chair Lantis opened the public hearing at 7:01 pm. Director Landis presented the Capital Improvement Program. No public comments were received. The public hearing was closed at 7:16 pm. Consider motion to approve or deny the 2024-2028 Capital Improvement Plan as being in conformity with the Ottawa Comprehensive Plan. VC Wenyika made the motion to approve the 2024-2028 Capital Improvement Plan as being in conformity with the Ottawa Comprehensive Plan, followed by a second by Member Staresinic-Deane. All present voted aye. Commissioner Comments 1. Request to verify that Planning Commission meetings require public comments for items other than public hearings. Announcements: Chair Lantis announced that the next regularly scheduled Planning Commission Study Session Meeting will be Thursday, August 31, 2023 at noon and the next regularly scheduled Planning Commission Meeting will be Wednesday, September 13, 2023 at 7 p.m. Adjournment: Member Kane made a motion to adjourn the meeting, followed by a second by VC Wenyika.
