City Planning Commission Special Meeting Minutes Ottawa, Kansas Minutes of February 29, 2024 The City Planning Commission met at 12:00 p.m. on this date with the following members present and participating: VC- Wenyika, C-Lantis, Crowley, and Harris. Member Staresinic-Deane was present via Zoom. Members Elmer and Kane were absent. Neighborhood Services staff Director Lucas Neece, Zack Martin, and Ashley Hird were present. Declaration: C-Lantis asked the Planning Commission members to declare any conflict of interest or of any Ex parte or outside communication that might influence their ability to hear all sides on any item on the agenda, so that they might come to a fair decision. Member Crowley recuses himself from voting on the Minor Plat for Northeast Village and the discussion of 804 S. Locust. Consent Agenda: The following minutes were moved to the March 13, 2024, meeting agenda for consideration: January 25, 2024, and February 7, 2024. Commissioner Comments: 1. Commission would like council at public hearing meetings. a. Staff addressed this concern in the City Commission meeting on February 28, 2024. Minor Plat for Northeast Village Zack Martin presented the staff findings for the Minor replat for Northeast Village located at 1426 E Wilson. VC- Wenyika motioned to accept the findings as presented, followed by a second by Member Harris. All present voted aye. Member Crowley did not vote due to conflicts of interest. Member Staresinic-Deane motioned to recommend approval of the Plat of 1426 E Wilson, Northeast Village to City Commission, followed by a second from Member Harris. All present voted aye. Member Crowley did not vote due to conflicts of interest. Conditional Use Permit – 804 S. Locust Mr. Martin presented the application for a conditional use permit located at 804 S. Locust. C-Lantis asked about the number of bedrooms in the duplexes due to the lack of street parking on Locust. Announcements 1. The next regularly scheduled Planning Commission meeting will be held Wednesday, March 13, 2024, at 7 pm.  2. The next regularly scheduled Planning Commission study session meeting will be Thursday, March 28, 2024, at noon.
