Airport Commission Meeting Minutes November 8, 2018 – Owatonna Degner Regional Airport “DRAFT” 1. Call to Order Chairman Hale called the Airport Commission meeting to order at 5:00 PM at the Owatonna Degner Regional Airport. 2. Roll Call Attendance Todd Hale Chairman James Keltgen Vice Chairman Greg Krueger Commissioner Justin Lindee Commissioner Paula Snitker Commissioner Sharon West Commissioner Dave Beaver Airport Manager Visitors Ron Roetzel Bolton & Menk, Inc. 3. Approval of Agenda Chairman Hale presented the agenda and Commissioner Keltgen made a motion to approve and Commissioner West seconded the motion. The motion was approved. 4. Minutes Commissioner West made a motion to approve the minutes from the October 11, 2018 Airport Commission meeting and Commissioner Krueger seconded the motion. The motion was approved. 5. Action Items Chairman Reports There were no chairman reports. Staff Reports Airport Manager Beaver reported on airport activities and presented the fuel volumes dispensed to date. Mr. Beaver reported that business traffic has been brisk for the month of October and fuel volumes comparable to same time frame last year. -MnDOT Inspection Mr. Beaver reported that an on-site inspection of the airport was conducted by representatives of MnDOT Office of Aeronautics. This is done is coordination with the FAA 5010 Inspection Program conducted approximately every three years. Items inspected include current physical condition and status of the facility, visual landing aids, and obstructions and are intended to enhance safety. Data is built into directories, charts, and procedure publications. Mr. Beaver explained that the inspector identified three areas that either crop or brush was in an obstruction free area or slightly beyond the allowable crop distances to runways. Mr. Beaver reported that the brush was already scheduled for removal once the crop is out of the field and now that the crop is out the issue will be resolved. Appropriate distances from runway to crop line will be remarked for the farmer next spring. The inspector also wanted an additional fuel shut off sign near the jet pumps. Mr. Beaver reported that all items have been or are in the process of being addressed. Mr. Beaver added that overall, the inspector appeared to be pleased with the facility finding only minor issues to address. -Digital Advertising Regarding marketing efforts, Mr. Beaver presented the current digital advertising package analytics. Mr. Beaver reported that the report indicates that over the three month period, ads performed well with a higher than average click through rate. After discussion, there was general agreement that the digital ad campaign should continue and be coupled with a review of website analytics to help gage ongoing effectiveness. Mr. Beaver will work with the city technology department to obtain more detailed analytics data. -FAA Supplemental Appropriation Funding Request Airport Manager Beaver explained that the FAA has been authorized to spend an additional $1 billion in supplemental appropriation for airports in the National Plan of Integrated Airport System (NPIAS) based on eligibility. The new legislation provides that certain airports classified as regional, local, or basic airports not located within certain metropolitan statistical areas will receive priority consideration for one hundred percent federal Airport Improvement Program (AIP) funding. The Owatonna airport does not qualify for priority consideration but is still eligible for obtaining funds under the appropriation. Mr. Beaver explained that three projects that are identified on the airport Capital Improvement Program (CIP) have been submitted for the supplemental appropriation funding. These projects include the main aircraft parking apron reconstruction, runway 30 selected concrete panel repair and grooving, and development of the south quadrant building area and taxiway. There was a brief discussion regarding these projects. Ron Roetzel with the airport engineering firm, Bolton and Menk, anticipates a large nationwide demand for this special funding and projects should be prioritized based on FAA discretionary funding guidelines including safety and runway development needs. Mr. Beaver will update the commission on award timeline as information becomes available. -Bi-Fold Hangar Door Project Ron Roetzel with the airport engineering firm, Bolton and Menk, Inc. provided an update on the airport bi-fold door replacement project. Bolton and Menk has completed much of the evaluation of the existing hangar building and the required structural engineering for the installation of new large hangar doors. Mr. Roetzel explained that a number of qualified companies have submitted full or partial quotes for the work. There was a general discussion regarding the project and types of hangar doors available. Mr. Beaver reported that MnDOT grant participation is anticipated for this project. 6. Adjournment The Airport Commission meeting was adjourned at 6:05 PM with a motion made by Commissioner Keltgen and seconded by Commissioner Krueger.
