Airport Commission Meeting Minutes
November 14, 2019 – Owatonna Degner Regional Airport

1. Call to Order
Vice Chairman Lindee called the meeting of the Airport Commission to order at 5:00 PM at
the Owatonna Degner Regional Airport.

3. Approval of Agenda
Commissioner West made a motion to approve the agenda and Commissioner Harrison
seconded the motion. The motion was approved.
4. Minutes
Commissioner Snitker made a motion to approve the minutes from the October 10, 2019
Airport Commission meeting and Commissioner Harrison seconded the motion. The motion
was approved.
5. Action Items
Chairman Reports
There were no Chairman reports.
Staff Reports
Airport Manager Beaver reported on airport activities and presented the fuel volumes
dispensed report to date. Combined fuel volumes are up from the same time period from the
previous year. Mr. Beaver provided a brief report on aircraft activity including recent
business arrivals.
For other activities Mr. Beaver explained that staff has equipment ready for snow removal
operations and a review of the snow removal plan has been completed. Airport staff is also
completing required annual safety training. Mr. Beaver reported that the Leadership
Owatonna Academy group was at the airport for a tour including Langer Aviation. For
educational opportunities, Mr. Beaver presented a flyer for an upcoming “Airports 101”
training session put on by the Minnesota Airport Technical Assistance Program (AirTAP)
and the MnDOT Office of Aeronautics on December 10th.
There was a brief discussion regarding areas scheduled for brush removal and field tile
repairs. Mr. Beaver reported that he is working with the public works department to address
many of these needs.
Airport Projects Report
Airport Manager Beaver explained that the hangar door project is complete and that the final
payment to the contractor has been received. Mr. Beaver will work with the state office of
aeronautics on project close out and submittals required for the 70% funding participation
per grant agreement.
There was a brief discussion regarding the snow removal equipment project, T-38 aircraft
display maintenance project, and other maintenance projects and CIP budget items. Ron
Roetzel with Bolton and Menk reported that they are looking at alternatives for funding of
the T-Hangar design and site preparation utilizing federal programs.
Business Development Working Group Update
There was a brief discussion regarding ongoing discussion with an area company that is
reviewing options for expanding their existing use of a turbine aircraft and basing at the
airport. Commissioner Harrison explained that the working group has had productive
discussions with the company and has provided a number of resources to help facilitate the
decision making process.
There was no further old or new business.
6. Adjournment
The Airport Commission meeting was adjourned at 5:40 PM with a motion made by
Commissioner Snitker and seconded by Commissioner West.
