Airport Commission Meeting Minutes October 8, 2020 – Owatonna Degner Regional Airport “DRAFT” 1. Call to Order Chairman Keltgen called the meeting of the Airport Commission to order at 5:00 PM at the Owatonna Degner Regional Airport. 2. Roll Call Attending Todd Hale Commissioner Tom Harrison Commissioner James Keltgen Chairman Greg Krueger Commissioner Justin Lindee Vice Chairman Paula Snitker Commissioner Dave Beaver Airport Manager Troy Klecker Community Development Director Visitors Clayton Peterson Accelerated Aviation Ron Roetzel Bolton and Menk 3. Approval of Agenda Commissioner Hale made a motion to approve the agenda and Commissioner Krueger seconded the motion. The motion was approved. 4. Minutes Commissioner Krueger made a motion to approve the minutes from the September 10, 2020 Airport Commission meeting and Commissioner Harrison seconded the motion. The motion was approved. 5. Action Items Chairman Reports Chairman Keltgen welcomed everyone to the meeting. There were no further Chairman reports. Staff Reports Airport Manager Beaver reported on airport activities and presented the fuel volumes dispensed report to date. Combined fuel volumes dispensed are higher than the same period last year. Mr. Beaver reported that flight training activity at the airport has been busy and reported on a number of business turbine arrival and departures. For other activities, Mr. Beaver explained that the Instrument Landing System (ILS) approach to Runway 30 is back in service and has passed the required Federal Aviation Administration (FAA) flight test. Mr. Beaver reported that MnDOT Aeronautics is in the process of installing a new Very high frequency Omni-directional range (VOR) navigational system to replace the old VOR taken out of service last year. This will be a MnDOT owned navigational aid. Regarding the T-38 aircraft display at the airport entrance, Mr. Beaver presented the structural engineers report completed as part of the phased maintenance program. Mr. Beaver reported that the report details a number of observations from the engineer including recommendations for addressing maintenance items. Mr. Beaver has reviewed the report with the contractor performing the maintenance to discuss timing and budget to complete the itemized maintenance items needed. There was also a discussion regarding the final phase of the maintenance project involving repainting the aircraft. Accelerated Aviation Update Chairman Keltgen introduced Clayton Peterson with Accelerated Aviation to provide an update on activities. Mr. Peterson explained that Accelerated Aviation flight training has been busy with students. Accelerated has just acquired a Cessna 152 to add to the fleet bringing the total of aircraft in service up to five including a multi-engine trainer. Mr. Peterson reported that Accelerated just brought on a new instructor and now utilizes nine flight instructors. There are a number of local area students as well as out of state customers with recent ratings completed for students from Hawaii, Texas, California, and Alaska. Mr. Peterson reported that Accelerated Aviation is currently marketing by print media, direct mailers, and a recent internet blitz. Accelerated has also worked out a student rate with a local hotel. After a brief discussion, Chairman Keltgen thanked Mr. Peterson for the update. T-Hangar Taxi-lane and Building Design Update Chairman Keltgen introduced Ron Roetzel with Bolton and Menk to present an update on the T-Hangar taxi-lane and building design. Mr. Roetzel reported that a survey of the project area has been completed to provide site topography. Mr. Roetzel also explained that the soil borings have also been completed. There was a brief discussion regarding the project and Chairman Keltgen thanked Mr. Roetzel for the update. For other discussion, Commissioner Hale inquired about the preparations for winter operations and snow removal equipment. Airport Manager Beaver reported that the new loader and blower have arrived and will be in operation this winter. The airport also utilizes other snow removal equipment that is maintained on a replacement schedule. Mr. Beaver explained that a review of snow removal operations and priority areas are completed annually with the street department supervisor. 6. Adjournment The Airport Commission meeting was adjourned at 5:50 PM with a motion made by Commissioner Snitker and seconded by Commissioner Harrison. The motion was approved.
