Airport Commission Meeting Minutes November 12, 2020 – Owatonna Degner Regional Airport 1. Call to Order Chairman Keltgen called the meeting of the Airport Commission to order at 5:00 PM at the Owatonna Degner Regional Airport. 2. Roll Call Attending Todd Hale Commissioner Tom Harrison Commissioner James Keltgen Chairman Greg Krueger Commissioner Justin Lindee Vice Chairman Paula Snitker Commissioner Dave Beaver Airport Manager Troy Klecker Community Development Director Visitors Ron Roetzel Bolton and Menk 3. Approval of Agenda Commissioner Hale made a motion to approve the agenda and Commissioner Krueger seconded the motion. The motion was approved. 4. Minutes Commissioner Harrison made a motion to approve the minutes from the October 8, 2020 Airport Commission meeting and Commissioner Krueger seconded the motion. The motion was approved. 5. Action Items Chairman Reports Chairman Keltgen welcomed everyone to the meeting. There were no further Chairman reports. Staff Reports Airport Manager Beaver reported on airport activities and presented the fuel volumes dispensed report to date. Combined fuel volumes dispensed are higher than the same period last year. Mr. Beaver reported that flight training activity for Accelerated Aviation has been busy. For Trident Aviation, Mr. Beaver reported on the recent presentation hosted by the flight school at the airport for instrument meteorological conditions training. There was a discussion regarding the installation of a flagpole at a nearby location and impacts to airport zoning and operations. Mr. Beaver described the process for a Federal Aviation Administration (FAA) review of proposed construction at or near airports as well as the local airport zoning review process. Due to issues associated with meeting these requirements the flagpole has been taken down. Airport Manager Beaver presented the updated Procedures for FAA Airport Improvement Program (AIP) Grant Procurement and Management. Mr. Beaver explained that the FAA has issued guidance to airports intending to improve the risk-based approach to grant oversight. Mr. Beaver explained that in order to comply with the provisions of this requirement a Risk Assessment Sponsor Certification Checklist must be completed to certify documented procedures for grant management including processes for procurement, oversight, and disbursements as well as confirm business continuity and technical methods for storing grant documents. After discussion, Commissioner Harrison made a motion to approve the updated Owatonna Degner Regional Airport Procedures for AIP Grant Procurement and Management and Commissioner Krueger seconded. The motion was approved. Farm Land Bids Regarding airport farm land, Mr. Beaver reported that bids were received today for four parcels of City of Owatonna land available for farm land rent. The parcels bid included a forty five acre parcel on airport property. Mr. Beaver explained that leases will be prepared with the high bidder. There was a brief discussion regarding other farm land leases on airport property which will be further discussed at the December Airport Commission meeting. T-Hangar Taxi-lane and Building Design Update Chairman Keltgen introduced Ron Roetzel with Bolton and Menk to present an update on the T-Hangar taxi-lane and building design. Mr. Roetzel presented a number of building location and design alternatives for consideration. While a general location for the building has been identified, moving the building more to the north or south may have advantages for grading, drainage, and for inproving site lines between intersecting runway ends. Mr. Roetzel explained that these variables also may change between the proposed eight to ten units desired. Two options were presented, one that lined the north end of the building with the existing T-Hangar buildings, and another that lined the north end of the building up with the existing hangar apron. After discussion, there was general agreement that the engineer should continue to look at the design option that lines the proposed building up with the existing building apron for reasons including allowing for better drainage, taxilane grade, and site lines. 6. Adjournment The Airport Commission meeting was adjourned at 6:05 PM with a motion made by Commissioner Snitker and seconded by Commissioner Harrison. The motion was approved.
