Airport Commission Meeting Minutes November 18, 2021 – Owatonna Degner Regional Airport “DRAFT” 1. Call to Order Chairman Keltgen called the meeting of the Airport Commission to order at 5:00 PM. 2. Roll Call Attending James Keltgen Chairman Greg Krueger Commissioner Justin Lindee Vice Chairman Angie Lipelt Commissioner Matt Thurnau Commissioner Dave Beaver Airport Manager Visitors Nick Grahek Bolton and Menk 3. Approval of Agenda Commissioner Krueger made a motion to approve the agenda and Commissioner Lipelt seconded the motion. The motion was approved. 4. Minutes Commissioner Lipelt made a motion to approve the minutes from the October 14, 2021 Airport Commission meeting and Commissioner Thurnau the motion. The motion was approved. 5. Action Items Chairman Reports There were no Chairman reports. Staff Reports Airport Manager Beaver reported on administrative and operational activities and presented the fuel volumes dispensed. Mr. Beaver explained that the MnDOT Office of Aeronautics grant agreement for maintenance and operation has been received and approved by the City Council. This agreement provides reimbursements for eligible maintenance expenses from state airport fund dollars up to a ceiling amount based on an infrastructure formula. Mr. Beaver reported that other federal funding is being made available to airports through the American Rescue Plan Act (ARPA) of 2021. There was a brief discussion regarding these grant programs and budget impact. Regarding airport operations, Mr. Beaver reported that the annual inspection and service of the airport fuel farm has been completed. This professional service is part of the preventive maintenance program. Other maintenance and operational items discussed included a concrete runway repair and a fuel monitor replacement. Mr. Beaver reported that staff is in the process of servicing plows and equipment for snow removal operations. T-Hangar Taxi-lane and Building Design Update Mr. Grahek representing Bolton and Menk provided an update on the T-hangar and taxi-lane project reporting that the contractor is in the process of bringing in granular material and compacting to grade. Placing this material should be completed by early next week and the contractor then intends to let stand over the winter. Mr. Grahek reported that the contractor will then be submitting a revised schedule for taxilane, building footings, and construction into 2022 to meet the completion date of the project. Mr. Grahek reported that a material pay estimate is being prepared for work to date. There was a brief discussion regarding the project. 6. Adjournment The Airport Commission meeting was adjourned at 5:20 PM with a motion made by Commissioner Lindee and seconded by Commissioner Lipelt. The motion was approved.
