Airport Commission Meeting Minutes
May 12, 2022 – Owatonna Degner Regional Airport

1. Call to Order
Vice Chairman Thurnau called the meeting of the Airport Commission to order at 5:00 PM.

3. Approval of Agenda
Commissioner Keltgen made a motion to approve the agenda and Commissioner West
seconded the motion. The motion was approved.
4. Minutes
Commissioner West made a motion to approve the minutes from the April 14, 2022 Airport
Commission meeting and Commissioner Keltgen seconded the motion. The motion was
approved.
5. Action Items
Chairman Reports
Vice Chairman Thurnau welcomed newly appointed Airport Commission member Tim
McManimon to the meeting. Mr. McManimon introduced himself and briefly described his
background. Airport Manager Beaver administered the Oath of Office to Airport
Commission member Tim McManimon.
Staff Reports
Airport Manager Beaver reported on airport activities and presented the combined aviation
fuel volumes dispensed. The combined fuel volumes are up year to date from the previous
year. There was a brief discussion on flight training activities and business aircraft arrivals.
Mr. Beaver reported that due to Accelerated Aviation flight training growth the company
has requested additional office space to be added to the leased areas. Staff will work with
Accelerated to review options.
Mr. Beaver reported on some minor storm damage due to the recent severe thunderstorms.
Damage included a runway approach light tower blown out of alignment, a section of hangar
fascia torn off of hangar roof edge, and minor water damage. There was a brief discussion
on these repairs.
Mr. Beaver reported that the Owatonna Squadron of the Civil Air Patrol (CAP) is planning
to hold their annual fly-in breakfast this year. The tentative date for this event is August
28th.
Security Fencing Project Phase 1 Update
Nick Grahek with Bolton and Menk, the airport engineering firm, presented engineering
Work Order #11 for professional services for the design and construction work for phase 1
of the security fencing project. There was a brief discussion regarding the scope of services
and staff will review this with the consultant. Nick Grahek then presented the preliminary
layout alternates and budget estimates for the proposed initial phase of security fencing.
There was a discussion regarding options for layout and type of fencing to be considered.
The primary options included fencing and gate access more forward in the auto parking area
or gate and aircraft parking ramp access control in the hangar area. Dennis Vanatta with
Trident Flight Training explained that securing ramp access is important to limit
unauthorized vehicles on the air surfaces. There was a discussion regarding options of
fencing to secure ramp used with other security enhancements. After discussion,
Commissioner Keltgen made a motion to recommend moving forward with design alternate
one and allowing for inputs and additional discussion as final plan design is developed and
Commissioner West seconded the motion. The motion was approved.
T-Hangar Project Update
Nick Grahek with Bolton and Menk presented the updated project schedule submitted by the
contractor for the T-Hangar project. The contractor is expected some delay from the
original schedule due to anticipated delay in shipment of steel joists for the hangar. The new
schedule as submitted shows a completion date of October 3rd. The engineer will continue
to review this with the contractor and coordinate with staff. There was a brief discussion
regarding the T-Hangar project.
For other business, Mr. Beaver reported on a schedule conflict for the regularly scheduled
meeting date for the June 9th Airport Commission meeting. After discussion, Commissioner
Snitker made a motion to cancel the June 9th Airport Commission meeting and
Commissioner Keltgen seconded. The motion was approved.
6. Adjournment
The Airport Commission meeting was adjourned at 6:10 PM with a motion made by
Commissioner Snitker and seconded by Commissioner West. The motion was approved.
