Owatonna City Council Minutes The Owatonna City Council met Friday, November 13, 2020 at 2:00 p.m. in Council Chambers , Council President Schultz called the meeting to order and welcomed everyone in attendance. Present were Council Members Dotson, Schultz, Okerberg, Raney, Svenby and Voss; Mayor Kuntz; Community Development Director/Interim Park Director Klecker; IT Director Brown, IT Specialist O’Conner and Administrative Specialist Clawson. Council Member Burbank is participating virtually via Microsoft TEAMS. Council President Schultz read a meeting statement advising of the option of virtual participation. Council Member Raney made a motion to approve the agenda as presented. Council Member Svenby seconded the motion; with a roll call vote, all members voted aye in approval. The Abstract of Votes Cast for City Offices in the 2020 General Election held Tuesday, November 3rd received from the Steele County Auditor was reviewed. Administrative Specialist presented Resolution 152-20 detailing the results as: OFFICE CANDIDATE TOTAL VOTES Mayor Thomas Kuntz 9,350 Ethan Cords 3,606 Write-Ins 72 Council Member at Large Douglas D. Voss 6,648 Matt Durand 5,554 Write-Ins 68 Council Member – Second Ward Greg Schultz 2473 Write-Ins 20 Council Member – Fourth Ward Kevin Raney 2340 Write-Ins 23 and declared these candidates elected in the 2020 General Election for the respective terms as follows: Mayor 4-year term Thomas Kuntz Council Member - At Large 4-year term Douglas D. Voss Council Member – Second Ward 4-year term Greg Schultz Council Member – Fourth Ward 4-year term Kevin Raney Council Member Svenby made a motion to approve Resolution 152-20, Council Member Dotson seconded the motion; with a roll call vote, all members present voted aye for approval. IT Director Brown presented Resolution 153-20 authorizing use of CARES Act Funds to purchase live streaming and video-on-demand equipment for the Public Access Channel. The COVID-19 Pandemic has made a tremendous impact on citizens by restricting their ability to get out and participate in activities. Virtual participation is part of our new normal life and this equipment offers the option to watch live programming from the safety of your home. Video-On-Demand (VOD) viewers can easily access programs they missed to watch at their leisure. The cost of the equipment and installation will be $18,359.86, a one-year warranty cost of $2,950 and annual services fee of $3,045. Council Member Raney asked when this equipment will be installed; Brown advised it should be complete by the end of the month. Council President Schultz asked if this equipment complements the audio/video equipment recently ordered for the Council Chamber Renovation Project planned next year. Brown confirmed the equipment is compatible and connecting access will be reworked during the renovation project. Council Member Raney made a motion to approve Resolution 153-20, Council Member Dotson seconded the motion; with a roll call vote, all members present voted aye for approval. At 2:10 p.m., Council Member Svenby made a motion to adjourn, Council Member Okerberg seconded the motion. With a roll call vote, members voting aye were Schultz, Okerberg, Raney, Burbank, Voss and Svenby; Council Member Dotson voted nay, and the meeting was adjourned.
