PROCEEDINGS OF THE VILLAGE OF OXFORD
PUBLIC SAFETY COMMITTEE
The Public Safety Committee of the Village of Oxford, Marquette County, Wisconsin met in regular
session at 6:30 PM on Wednesday, June 4, 2025, in the Council Room of the Oxford Village Hall.
The meeting was called to order by Chairman Sorensen at 6:30 PM. Members of the committee present
were: Chairman Sorensen; Committee member Trustees: Holtz, Wastart & President Drinkwater. Also present
were Chief Kowalski, Trustee L. Drinkwater, Clerk-Treasurer Maier, Deputy Clerk-Treasurer Kongslie, and
Fire Chief Zacharias. Resident Andy Henschel arrived at 6:35 PM.
Motion made by Holtz/J. Drinkwater to approve the agenda as written. Motion carried.
Winter Snow Storms: Brief discussion on a Snow Ordinance for the Village in regards to heavy snows and
plowing on Ormsby Street. No motion was made on this subject, however more information will be brought to
the next Public Safety Meeting and recommendations will be sent for approval to the Board prior to the winter
season.
Chronic Nuisance Ordinance: The committee reviewed Montello, Town of Scott in Brown County, and
Endeavor’s 6/11/2025 CORRECTED: Elm Grove, Wisconsin’s Nuisance Ordinance. Chief Kowalski and
Clerk Maier will write up the Ordinance with correct Oxford numbers and verbiage for the July 2025 board
meeting. Motion by J. Drinkwater, seconded by Holtz to send this to the Board after corrections are made.
Motion carried.
Fire Regulations – Chapter 30: Chief Zacharias and the committee discussed Burning Permits and the
current Ordinance. After reviewing Montello and Westfield’s Burning Permits, Chief Zacharias will write up a
recommendation and get it to Chairman Sorensen.
Zoning Regulations – Chapter 50 - Setback Rules: Lengthy discussion regarding Alleys and current setback
requirements. Trustee Wastart will get the correct verbiage with changes to the committee prior to the next
Public Safety meeting.
Review of PD Cell phone and contract with AT&T FirstNet: The landline is still needed in the PD Office as
it rings to the County when unanswered. Also, Public Works Director Mullens needs to have better service with
his work cell phone. The clerk will check into the current phone contract and report to Public Works Committee
Chair Zacharias.
Contingency Planning for PD: Chief Kowalski informed the committee that there are many things he does
behind the scenes. The two parades, the 4th of July, Halloween, etc. are events where extra duties are incurred.
Chief Kowalski will not be working for the Holiday Parade this year. The Village needs to have a contingency
plan for such events. He will write up the information and give it to Chairman Sorensen and Trustee Zacharias
for the June 11, 2025 Board meeting.
Policy 300.10 – Use of Force Analysis: There was one (1) incident in 2024, in which Chief Kowalski
stated, in his opinion, the use of force was justified by the OPD officer. However, the case is currently under
review. He will keep the Board and Public Safety Committee informed of any updates.
President Drinkwater inquired as to whether razing permits and noise permits actually have a paper permit
required. The clerk will look into this for more information and report back to the board.
Motion by J. Drinkwater/Holtz to adjourn at 8:08 PM. Motion carried.
