PROCEEDINGS OF THE PUBLIC HEARING November 20, 2023 The Village Board of the Village of Oxford, Marquette County, Wisconsin met on Monday, November 20, 2023 in the Council Room of the Oxford Village Hall, 129 S. Franklin Avenue. President Meyer called the Hearing to order at 6:00 PM with the Pledge of Allegiance. In attendance were Trustees Drinkwater, Rozek, Sorensen, and O’Brien. Not in attendance was Trustee Bohringer. Also in attendance were Deputy Clerk-Treasurer Kimmie Kongslie and Kathy Terwelp. Trustee Zacharias arrived at 6:10 PM. Motion made by Drinkwater/O’Brien to accept the agenda as printed. Motion carried The purpose of the Hearing was to allow for any public comments or concerns regarding the proposed 2024 General Fund and Sewer Fund Budgets. No public comments were made. A full review of the 2024 General Fund and Sewer Fund Budgets was completed. Motion made by Rozek/Sorensen to close the Public Hearing at 6:11 PM. Motion carried. ______________________________ Shannon McMullin, Clerk-Treasurer Village of Oxford Marquette County, Wisconsin SPECIAL MEETING OF THE OXFORD VILLAGE BOARD Immediately following the Public Hearing, the Village Board of the Village of Oxford, Marquette County, Wisconsin met. The meeting was called to order by President Meyer at 6:11 PM with Trustees Drinkwater, Rozek, Sorensen, Zacharias, and O’Brien present. Also in attendance were Deputy Clerk-Treasurer Kimmie Kongslie and Kathy Terwelp. Not in attendance was Trustee Bohringer. Motion made by Drinkwater/Rozek to accept the agenda as printed. Motion carried There were no proposed changes to the 2024 General Fund Budget or 2024 Sewer Fund Budget discussed at the Public Hearing that needed to be addressed. President Meyer announced that, per the agenda, a closed session is proposed to discuss employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility per Wis. Stat. § 19.85 (1)(c). Motion made by Drinkwater/Zacharias to move to closed session pursuant to Wis. Stat. § 19.85 (1)(c) for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion carried on a roll call vote with all present voting aye. Kathy Terwelp departed, and the closed session per Wis. Stat. § 19.85 (1)(c) began at 6:18 PM to discuss payroll reporting and employee payroll policy. Per the agenda, the Board reconvened into open session at 6:58 PM on a Motion made by Sorensen/Rozek and a roll call vote unanimously in favor. Present were the Board members, the Clerk-Treasurer, the Deputy Clerk- Treasurer and Kathy Terwelp. No motions were made as a result of the closed session. Resolution 2023-10 relative to adopting the 2023 Tax Levy and the 2024 General Fund Budget was presented. Motion made by Drinkwater/Rozek to adopt Resolution 2023-10. A roll call vote was unanimously in favor. Motion made by Drinkwater/O’Brien to approve the Village of Oxford 2024 Sewer Fund Budget. A roll call vote was unanimously in favor.
