PROCEEDINGS OF THE SPECIAL MEETING
OF THE OXFORD VILLAGE BOARD
MARQUETTE COUNTY, WISCONSIN
December 20, 2023
The Village Board of the Village of Oxford, Marquette County, Wisconsin met on Wednesday,
December 20, 2023 in the Council Room of the Oxford Village Hall, 129 S. Franklin Avenue.
President Meyer called the meeting to order at 4:02 PM with the following board members
present: Trustees Rozek, Sorensen, Bohringer, Zacharias, and O’Brien. Also in attendance was Clerk-
Treasurer Kimmie Kongslie. Trustee Drinkwater arrived at 4:27 PM.
Motion made by Rozek/Sorensen to approve the agenda as printed. Motion carried.
The Board reviewed revisions made to the Employee Policy at the last board meeting and
discussed the potential need for any other revisions. After discussion and no further revisions made, a
motion was made by O’Brien/Sorensen to accept the revised employee policy for the Village of Oxford.
Motion carried. Trustee Zacharias reiterated any violation of the policy should be documented in the
personnel file.
A closed session, as itemized in the agenda, was not held.
Trustee O’Brien addressed the Board and stated the process of developing revised Safety and
Bloodborne Pathogen policies could be a lengthy process and suggested deferring the responsibility to
one or two board members, along with the Director of Public Works, for the development of the new
policies. Motion made by O’Brien/Zacharias to defer the project to the Chairs of the Public Safety and
Public Works Committees to come up with suggested Safety and Bloodborne Pathogen policies to be
presented to the full board for approval. Motion carried.
The development of an Emergency Policy was discussed. Examples from other municipalities
were reviewed for possible use in the structuring of a policy for the Village of Oxford. This will be
addressed again after additional preparation is conducted by the Clerk and presented to the Board.
Motion made by Rozek/Drinkwater to adjourn at 6:27 PM. Motion carried.

3. Review and Possible Approval of the Revised Village of Oxford
Employee Policy
a. Contemplated Closed Session – Employee Wages and Personnel: It
is contemplated that a motion may be made to move to Closed
Session pursuant to Wis. Stat § 19.85 (1)(c) for the purpose of
considering employment, promotion, compensation, or
performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises responsibility
b. Motion to reconvene to Open Session, if necessary
c. The Board will consider any motions that might arise due to
discussion in Closed Session, if applicable
