PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30
PM on Wednesday, September 4, 2024, in the Council Room of the Oxford Village Hall.
The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board
Members were present: Trustees L. Drinkwater, Holtz, Sorensen, Wastart, Zacharias and J. Drinkwater. Also,
in attendance were Sarah Jensen of the Marquette County Health Department, Terry Berndt, Deputy Clerk-
Treasurer Kongslie and Clerk-Treasurer Maier. Chief Kowalski was not in attendance.
Motion made by Wastart/Holtz to approve the agenda as printed. Motion made by L.
Drinkwater/Sorensen to accept the minutes of the August 7, 2024, regular board meeting. Motion made by
Wastart/J. Drinkwater to approve the Treasurer’s Report as printed. All motions carried.
Citizen Inquiries: None.
New Business: Sarah Jensen of the Marquette County Health Department spoke briefly to the Board
regarding the Narcan box placement in the Village Hall. She explained more to the Board about the reasons to
have the box installed, that it is of no cost to the Village, and that it can be removed at any time if problems
arise. Brief discussion followed with a motion by J. Drinkwater/Holtz to approve placement of the Narcan
box in the entryway of the Village Hall. Motion carried. (approved with MC at 10/02/2024 meeting) Terry
Berndt departed at 6:55p.m. Sarah Jensen departed at 7:07 p.m.
Act on Garbage and Recycling Services Renewal Agreement: Motion by L. Drinkwater/Wastart to
table any action on the LRS Contract to the October meeting. Motion carried. Clerk-Treasurer Maier will
acquire more information for board review.
Act on Village Audit Services Agreement: Motion was made by L. Drinkwater/Sorensen to approve
and accept the contract with Johnson Block CPA’s to perform the Village Audit Services for 2024. Motion
carried.
Phone Service for the Police Department: The Public Safety Committee will oversee the Police
Department phone service moving forward.
Action on gWorks Sewer Utility Billing Software Pricing Proposal: Brief discussion about the program,
the availability of online credit/debit card and ACH/eChecks for residents. Fees for this service are at the
expense of the property owner, not the Village. Motion by L. Drinkwater/Holtz to sign the contract with
gWorks for the updated utility billing program. Motion carried.
LandNav Tax Program: Discussion of tax program and availability of accepting credit/debit card and
ACH/eChecks for payments. Fees for this service are at the expense of the tax payer, not the Village. No update
to the September 6, 2023 motion to approve is needed.
Open and Review Sealed Interest Rate Bids for Loan and Possible Action: Brief discussion with a
motion being made by Wastart/J. Drinkwater to table the Loan Resolution 2024-3 to the October 2, 2024
Board meeting. Motion carried.
Act on Resolution 2024-4, Resolution to Approve Village Credit Card for Clerk-Treasurer: Motion
made by L. Drinkwater/Wastart to adopt Resolution 2024-4 for Clerk-Treasurer Maier to apply for a Village
Credit Card through One Community Bank. Motion carried with a unanimous roll call vote.
Schedule Committee Meetings for personnel, budget and ordinance review purposes: Finance
Committee – Thursday, September 19, 2024, at 3:30 p.m. - Closed Session pursuant to Wis. Stat § 19.85 (1)(c)
for the purpose of considering employment, promotion, compensation, or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises responsibility; Park &
Recreation Committee – Thursday, October 3, 2024, at 4:00 p.m.; Public Works Committee – Thursday,
October 3, 2024, at 2:00 p.m.; Public Safety Committee – Ordinance review: Tuesday, September 17, 2024 at
2:00 p.m., and Budget meeting: Tuesday, October 1, 2024, at 5:00 p.m.
Review of Building Permits: None to report.
Review of Operator’s License: None to report.
Committee Reports: Public Safety: Trustee Sorensen stated there was no meeting held.
Municipal Court – Chairman Sorensen reported that the next meeting is on September 25, 2024. Police
Report – Chief Kowalski’s monthly report was distributed to the Board. Parks & Recreation Report – The
September 4, 2024 pg. 2
weeds have been sprayed at the park. Library Board Report – Chairman L. Drinkwater reported that things
are slowing down somewhat now that school has started, but the checkouts are still strong. The Summer
Reading Program was a huge success with the hopes of having 15 participants and it ended up being 77
children!! Thursdays are the busiest days with the Children’s Wisconsin Storytime and we will be pairing with
parents in October. Community Book Discussion with Christa Van Treeck who is the Youth Development
Educator and Hannah Zellmer will host a book giveaway and discussion on October 10th in the Library. Katy
Mays has been bringing her dog Griffin to the library so the children can read to him and that has been a huge
success as well. Fundraisers are coming up and “1000 Books Before Kindergarten” has been launched, too.
Other activities are ongoing and looking forward to programs coming up in October. The Director is looking at
some training again this fall. Public Works – Chairman Zacharias gave Director Mullen’s report. The line
painting has been completed at the church lot, Franklin Avenue, and Village Hall parking areas; the 3
intersections on Ormsby Street and the four intersections at the school, as well as the Oxford Town Hall parking
have also been completed. More paint has been ordered to finish the parking on Ormsby Street, the 25 mph
stencils entering the village, the fire station and possibly more at the town hall parking lots, all to be completed
when the paint arrives.
Motion by L. Drinkwater/Wastart to pay the bills presented. Motion carried.
