PROCEEDINGS OF THE OXFORD VILLAGE BOARD The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30 PM on Wednesday, October 2, 2024, in the Council Room of the Oxford Village Hall. The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board Members were present: Trustees L. Drinkwater, Holtz, Sorensen, Wastart, Zacharias and J. Drinkwater. Also, in attendance were Chief Kowalski, Deputy Clerk-Treasurer Kongslie and Clerk-Treasurer Maier; Terry Berndt and Kathy Terwelp. Motion made by Wastart/J. Drinkwater to approve the agenda as printed. Motion made by L. Drinkwater/Zacharias to accept the minutes of the September 4, 2024, regular board meeting with the correction of the Narcan Box motion as carried. Motion by J. Drinkwater/Holtz to approve the Special Board Meeting Minutes from September 17, 2024 as printed. Motion by L. Drinkwater/Zacharias to approve the Finance Committee minutes as printed from the September 19, 2024 meeting. Motion made by Sorensen/L. Drinkwater to approve the Treasurer’s Report as printed. All motions carried. Citizen Inquiries: None. New Business: Kathy Terwelp’s buildings and sewer service. The building at 1141 E. Ormsby St. has only two bathrooms. The ordinance states businesses are charged $75.00 per bathroom. She has been paying for five (5) bathrooms. Motion by Wastart/Holtz to reduce the Sewer Service charges to 2 units at $150.00 total from 5 units, including issuing a credit for $225.00 for the September 30, 2024, billing cycle. The building at 106 W. Ormsby has 7 units, but has been shut down for over a year. No one lives there. Brief discussion with a motion made by J. Drinkwater/Sorensen to reduce the sewer service billing to 1unit at $75.00 from 7 units at $525.00, including issuing a credit of $450.00 for the September 30, 2024 billing cycle. Both motions carried. Terry Berndt departed at 6:42 PM. Bank Resolution 2024-3: A motion was made by J. Drinkwater/Sorensen to approve Bank Loan Resolution 2024-3 in the amount of $158,000.00 at 5.25% through One Community Bank of Oxford. Motion carried with a roll call vote and all board members voting “aye”. No action taken on the Marquette County CORP Resolution. One Community Bank CD renewal rates were obtained by Clerk/Treasurer Maier. A motion was made by L. Drinkwater/Holtz to approve the renewal rate at One Community Bank of Oxford when it matures on October 22, 2024. Motion carried. Halloween Hours for the Village were set for October 31, 2024, from 5 to 7 PM. Residents that wish to participate should leave their porch lights on. There was no action on the Wastewater Treatment Plan Report. A motion was made by Wastart/J. Drinkwater to have Public Works Chairman Zacharais and Director Mullens move forward to purchase the tires for the John Deere tractor and the wing snow plow. Motion carried. Leaf dumpster dates were set for October 21, 2024 for three weeks. Motion made by J. Drinkwater/L. Drinkwater. Motion carried. Residents are reminded: LEAVES AND YARD DEBRIS ONLY – No branches, sticks, trees, etc. Lawn/leaf bags MUST be emptied into the dumpster, no plastic, garbage, glass, tin, etc. placed in the dumpster. The dumpster will be placed in the same spot as last year. Budget Committee meeting dates were set as follows: Finance Committee: Wednesday, October 16, 2024, at 6:00 PM; Proposed 2025 Budget Public Hearing: Tuesday, November 19, 2024 at 6:30 PM, with a Special Board Metting to adopt the Budget at 7:00 PM. There were no building permits for September. One Operator’s License was applied for by Valerie Schaak. Motion made by L. Drinkwater/J. Drinkwater to deny the license per Oxford Police Department background check. Motion carried. Committee Reports: Public Safety: Chairman Sorensen reports that more is needed in the budget for 2025 due to the upcoming ordinance and zoning revisions. The Oxford Fire District has approved their 2024 Budget. Municipal Court – Chairman Sorensen reported that a meeting was held in September. The board voted to give a rebate of $500.00 to the original municipalities, including the Village of Oxford. The next meeting will be in May 2025. October 2, 2024 pg. 2 Police Report – Chief Kowalski’s monthly report was distributed to the Board. Community Reminder: Drug Takeback Day is October 26, 2024. Residents can deliver to the Marquette County Sheriff’s Department, or here to the Village Hall and he will deliver to Marquette County. ATV/UTV signs are finished, the permit has been approved, they’ve been received and will be put up. Chief Kowalski will be writing a grant application for a new AED and it will be placed either in the squad or in the mealsite room. The one in the mealsite room is outdated and we cannot get certain parts that are needed. Another traffic study was done by the DOT with the same results, no changes will be made to the speed on Hwy 82 in either direction, the guard railing will not be placed as well going up the hill by the Harvest Market. The School Bus company has to make a request to the DOT for Bus Stop signs. Parks & Recreation Report – The park is still open while the weather is still good. Library Board Report – Chairman L. Drinkwater reported that the library had 9 new cards issued in September and 5 were from village residents. Story time is going well with the two daycare facilities, and we will begin working with the 4K soon as well. Fall events will be getting started. Griffin, Katie Mays dog, continues to read with the children. Thank you, Katie! The library received a $150.00 Grant from Marquette Adams Telephone company toward children’s programming, materials and resources. Thank you, MATC! Winnefox Library Service is offering more and continued classes on the internet of various courses. Clerkapalooza in Coloma is coming in December which is an all-day training session. The website will be updated in 2025. The 2025 Budget was adopted. Public Works – All road ratings have been completed and submitted to the DOT. The UTV sings have been delivered at no charge, Diggers Hotline will do the locating before installation. The additional paint has not arrived yet, Steve will complete the fire station as soon as it comes in and will bill the Township and Fire District. Steve will be relocating and replacing some signs in the cemetery to make is easier for plowing. The sewer collection system will be televised the 2nd or 3rd week in October. Trustee Sorensen requested that a line be added to the agenda and be included in the Treasurer’s Report of a Budget vs. Actual Expense Report each quarter of the year, with the last quarter of the year having the report each month. Also requested a clerk’s report with Budget and Employee earnings/vacation/sick accumulated or used along with Payroll Vouchers. Motion by L. Drinkwater/Zacharias to pay the bills presented.
