PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30
PM on Wednesday, January 15, 2025, in the Council Room of the Oxford Village Hall.
The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board
Members were present: Trustees L. Drinkwater, Holtz, Sorensen, Zacharias and J. Drinkwater; not in attendance
Wastart. Also in attendance were Chief Kowalski, Clerk-Treasurer Maier and Deputy Clerk-Treasurer Kongslie.
Others present were Marquette County Sherriff Konrath, Karl Anderson, Allison Hodges, Scott Petersen, Brian
& Rita Goodhue, David & Cheryl Rasnick, Kathy Terwelp, and Terry Berndt.
Motion made by J. Drinkwater/Holtz to approve the agenda as printed. Motion made by L.
Drinkwater/Sorensen to accept the minutes of the December 4, 2024, regular board meeting and the
November 19, 2024 Public Hearing & Special Board Meeting. Motion by J. Drinkwater/Holtz to approve the
Treasurer’s Report as printed. All motions carried.
Citizen Inquiries: None.
New Business: Terry Berndt Records Request: Terry had requested records from the Clerk’s office in
December. Deputy C.T. Kongslie has been working on getting this information for him. The items requested
that were in the file were copied and given to him with a request that he sign he received them, which he
refused but took the records regardless. Brief discussion, with no motions made.
Brian Goodhue 421 E. Vrooman St. alleyway discussion: Brian wanted to get the information and
discussion on the record regarding the alleyway between this property and the property behind it. He is wanting
to purchase the land directly behind it, but there is confusion on the alleyway between the two. Brief discussion
with the board handing it over to the clerks to gather more information.
Recognition Awards: Chief Kowalski recognized two area residents with awards for assisting Officer
Mayer on November 11, 2024, with the apprehension of a suspect. David Rasnick and Allison Hodges were
presented with appreciation plaques for going above and beyond any citizen’s duty. The board and all present
also thanked them with appreciation and applause. Sherriff Konrath also spoke on behalf of the Sherriff’s Office
and County with congratulation and appreciation of what these citizens did to offer assistance.
Ordinance 18-109, Keeping of Dogs & Other Animals: Brief discussion with Chief Kowalski reporting
the numerous warnings to the owners of an unlicensed pit bull in the Village, and various complaints from
residents and board members of this dog attacking pets walking by. Motion made by L. Drinkwater/J.
Drinkwater to have the dog removed from the Village as a menace. Motion carried unanimously.
Property Update: 209 S. Oxford St.: brief discussion with the board reconfirming the trailer on this
property is in a condemned and dilapidated state with no potable water since June 2024 by Marquette County.
LRS Garbage & Recycling: Update for the board as to the residential list for LRS, possible action on
Churches in the Village. Brief discussion with the Clerk to draft a letter to the Churches regarding
garbage/recycling pickup. No motions made on this subject.
E-waste Pickup for the Village: Clerk to do more research on cost, etc. for the board.
Act on Village Insurance Quote for 2025: Brief discussion with motion made by L.
Drinkwater/Sorensen to approve the insurance quote by Baer Insurance. Motion carried.
Approval of Licenses: Motion made by L. Drinkwater/J. Drinkwater to approve the Operator’s
License for Jaylyn Shimpach. Motion carried.
Committee Reports: Public Safety: Chairman Sorensen states there are no updates to report.
Municipal Court – Chairman Sorensen states nothing to report at this time. Police Report – Chief Kowalski’s
monthly December and Annual 2024 reports were distributed to the Board. Parks & Recreation Report –
Chairman L. Drinkwater states there is no report. Library Board Report – Chairman L. Drinkwater reported
that the library had 5 new cards issued in December: 2 from Jackson township, 1 from the Village, 1 from
Westfield township and 1 from Markesan. Facebook views were 1007 in December. Make-N-Take was a big
success with 15 attendees and big thanks goes to Rick Lacrosse for his help. Madyson from Children’s
Wisconsin Storytime continues to come each month to read to the children. The Director will continue to work
with grants and donations to make better use of our library resources. Summer reading Program theme this year
is “Color Our World”. New and continued programs will be launching soon. It looks like a 4-H Club will be

launched in the Village as well. Public Works – Chairman Zacharias gave Public Works Director Mullens’
report. The village was plowed 3 times in December, no salt was applied due to the driver shortages at the
county. We did not have any complaints. Steve was able to remove snow without using contract work. The
wing plow cutting edge has been replaced, along with the window motor on the plow truck. The powerhouse
went offline twice in December. If any board members/employees notice even a small power fail in the village,
please call or text Steve, both times were only for 1 day, but they need to be reported. The Christmas
decorations will be removed and put in storage within the week. Steve gave Trustee Zacharias a preliminary
proposed park recreation building plan. The Oxford Lions are willing to help the Village with upgrading or
rebuilding the Concession stand at the park. Steve will be discussing with Building Inspector Tripp from GEC
on requirements and code.
Motion by L. Drinkwater/J. Drinkwater to pay the bills presented. Motion carried.
Motion to adjourn by J. Drinkwater/Zacharias at 8:19 PM. Motion carried.
