PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30 PM on
Wednesday, June 11, 2025, in the Council Room of the Oxford Village Hall.
The meeting was called to order by President Drinkwater at 6:30 PM with the Pledge of Allegiance. The
following Board Members were present: President Drinkwater; Trustees: L. Drinkwater, Holtz, Sorensen, Wastart,
and Zacharias, Trustee Martin was not in attendance. Also in attendance were Police Chief Kowalski, Clerk-
Treasurer Maier and Deputy Clerk-Treasurer Kongslie, Terry Berndt, and Andy & Julie Henschel.
Motion made by L. Drinkwater/Holtz to approve the agenda as printed. Motion made by L.
Drinkwater/Holtz to accept the minutes of May 14, 2025, regular board meeting; motion by Sorensen/Holtz to
approve the minutes of the Public Safety Meetings of April 11, 2025, and June 4, 2025. Motion made by
Sorensen/Zacharias to approve the Treasurer’s Reports for May 31, 2025. All the above motions carried.
Citizen Inquiries: None
New Business:
Planning & Zoning Committee Appointee: President Drinkwater nominated Andy Henschel to fill the
open Resident position on the committee. Motion by Wastart/L. Drinkwater to accept the nomination by President
Drinkwater. Motion carried.
Terry Berndt departed at 7:15 PM.
Website Issues: Brief discussion on website issues. Trustee Sorensen updated the Board on the current
website and the expense of changing to another company. There is a free of charge redesign and fresh look update
for the Village website in September of this year. The clerk will contact Town Web regarding this and update the
board at the July meeting.
Office Purchases: QuickBooks Accounting program renewal date is 11/21/2025. We will need it for
approximately 1 ½ months beyond that. The clerk received a letter from QB’s stating if we purchased the entire
year, cancel within 60 days, we would receive a full refund. The other option is to pay $800.00 for two extra months
of service. More discussion to follow in July. President Drinkwater proposed the Village purchase a 65” flat panel
smart TV for meetings, board of review and other trainings, etc. Motion by Wastart/Holtz to purchase the TV for
$348.00 from Walmart. Motion carried.
Discussion on Dilapidated Properties: Letters were sent to four (4) properties a week prior to this meeting.
One property owner has replied and spoken with President Drinkwater. He lives over 100 miles away, has a plan for
cleaning up the property, and works the weekends on it. More updates to follow.
CMAR Resolution 2025-3: Public Works Director Mullens received another A++ rating for the annual
Compliance report for the Sewer System. Motion by L. Drinkwater/Holtz to approve Resolution 2025-3. Motion
carried unanimously.
Chicken Permit: Public Works Director Mullens will inspect the chicken coop when completed.
Oxford SDA Church Request: After brief discussion, the board states that this is a public park and the
Church can give away small bottles of water at the park during the 4th of July festivities.
Building Permits: The Board reviewed the permits for the following: January 2025: One permit for the
Oxford Presbyterian Church – Electrical; and March 2025: Thorne, T., one permit – garage.
July 4th Fireworks, Street Closures & Possible permit for Amplifying Devices: Brief discussion
regarding the park festivities for the 4th of July weekend with a motion by Sorensen/L. Drinkwater to approve the
fireworks, street closures & amplifying devices for the Oxford Lions and Oxford Fire Department. Motion carried.
Approval of Picinic License: Motion by Zacharias/Holtz to approve the Picinic License for Oxford Lions
and Temporary Operator Licenses for Steve Mullens, Amy Maier, Mark Maier, Richard Morrissey and Jason
Sengbusch. Motion carried.
Approval Alcohol & Beverage Licenses & CTV Licenses: “Class B” Combination for: Oxford Anglers,
LLC, and The Ox Bar & Grill, LLC; Class “B” Beer and Class “C” Wine for: Janet Dean, and The Oxford Café,
LLC;. “Class A” Combination for Oxford Spirits, LLC; Class “A” Beer for Liberty Square Gas Station, Inc.

Approval of Cigarette, Tabacco & Vape (CTV) Licenses: Dolgen Corp, LLC, Liberty Square Gas Station,
LLC, and Oxford Spirits. One note: Liberty Square had one violation on CTV License recently. Motion by L.
Drinkwater/Holtz to approve the above Alcohol & Beverage and Cigarette Tabacco & Vape (CTV) Licenses.
Motion carried.
Approval of Operator’s Licenses for the following: Jennifer Bruchs, Maggie Fenske, Timothy Bahler,
Linda Drew, Adam Sengbusch, Aaron Sengbusch, Colleen Sengbusch, Tanya Frederick, Theresa Meyer, Nicole
Molinari, Pamela Blagec, Dawn Cumberland, Heidi Murphy, Andrea Gorton, Kristine Walters, Brittney
Emanuelson, Traven Kratz, Gabriel Landers, Sarah Meyer, Bianca Rodriguez, Jacob Spear, Wayne Stadtler. Motion
by L. Drinkwater/Holtz to approve the above Operator’s Licenses in the Village. Motion carried.
Committee Reports: Public Safety – Chairman Sorensen stated that the Committee met on June 4th, minutes are
attached, no questions from board members. Municipal Court - The Municipal Court held their meeting on May
21st, 2025. Next meeting will possibly be on October 1st, 2025. Chairman Sorensen is hoping to give a rebate back of
the rest of the funds to all municipalities that helped start this project. Some funds have been disbursed, but if they
can get one or more years’ budget in hand, it very well could happen. He also reports that the Chief of Police from
Adams seemed interested in joining; some adjustments may have to be made regarding expenses and a raise for the
Clerk, she is doing a wonderful job - the court is really doing great! Police Report – Chief Kowalski’s May 2025
Police report was distributed to the board. He put in for a grant from Marquette County for a new larger drug drop
off box. The village was awarded the box, and it will be placed in the main entryway of the Village Hall. The box
needs to be under the direct supervision of the camera. The library bookshelf will be relocated, and it will be placed
there. Parks and Recreation – Chairman Drinkwater reports the welcome signs have been ordered for the ball field
and will be installed before the 4th of July. The plans for the new food stand are in the works. A new fence cap needs
to be ordered for the outfield fence. Half of it is missing, some is burned, and the rest is weathered. It has lasted
around 15 years. Weather permitting, the ball diamond will be completed next Monday. Library Report –
Chairman Drinkwater reported that the library kids painted rocks and hid them around town, so let Kimmie know if
you find one. Six new library cards were issued again this month. Weeding out of books was done recently, and the
book sale is this weekend, same as Citywide Garage Sales, June 13-14. The new door counter was installed. This
saves time as patrons do not need to be counted manually. The Summer Reading Program will be launched next
week. Day-care Programs will continue throughout the summer. Loretta, Kimmie and Sandy will be attending the
Appreciation Dinner on Monday at Westfield. Our director is pursuing grant options to improve programming for
the community room by making it more sound-proof and other amenities. Public Works Report – The water
samples for the park and village hall had to be retaken, Spee-dee Delivery did not make it to Madison in time, and
they will be resubmitted. We received an estimate for the new flooring in the community room, to be budgeted for
2026. An estimate for the broom on the tractor has been received. They will be coming out to inspect our sweeper,
give us a trade-in price, and write a description if we want to post it on the Wisconsin Surplus website. The welcome
sign at the entrance to town has been refreshed with white paint, we may get a few more years out of it. There was a
boat dumped on E. Chauncey Street without a trailer. The cost of the removal was $600.00. The Sheriff’s
Department is investigating this. They will be mailing a ticket for $1000.00 plus the cost to the Village for removal
to the registered owner. Public Works Director Mullens will keep the board updated.
