SUBJECT: Appropriation of Funds for the Oxnard Performing Arts and Convention Center Fund
for Unanticipated Utility Costs and Facility Repairs.
RECOMMENDATION: That the City Council approve a Fiscal Year 2025-26 budget
appropriation of $60,000 from the available fund balance of the Oxnard Performing Arts and
Convention Center Fund (Fund 641) to pay for prior year Southern California Edison utility
charges received after fiscal year-end and unanticipated facility repair costs.

SUBJECT: Comprehensive Banking Services Agreement with Bank of America.
RECOMMENDATION: That the City Council approve and authorize the Mayor to execute two (2)
agreements with Bank of America (A-8631) for comprehensive banking services for an initial
three-year term, with the option to extend the agreements for up to five additional one-year terms
upon mutual written agreement of the parties. The agreements include an Umbrella Agreement for
Government Banking Services and a Corporate Card Services Agreement.

resolution authorizing the Executive Director to submit a U.S. Department of Housing and Urban
Development Rental Assistance Demonstration Financing Plan for the Palm Vista and Plaza Vista
public housing sites.

SUBJECT: Furnace Replacement Project for Public Housing Sites.
RECOMMENDATION: That the Oxnard Housing Authority Board of Commissioners approve and
authorize the Chair to execute a firm-fixed price agreement with ABM Building Solutions (A-
8629) for the replacement of furnaces at the 31-7 scattered public housing sites, in the amount of
$381,242.36.

Background Investigations.
RECOMMENDATION: That the City Council approve and authorize the Mayor to execute a First
Amendment to the Agreement with Sintra Group (Agreement #32400302), to increase the amount
by $800,000, for a total contract value not to exceed $1,600,000, and extend the agreement for two
(2) additional years through January 3, 2029, for Police and Fire Department pre-employment
background investigation services.

Agreement with Routeware, Inc. in an amount not to exceed $1,192,758.81 for a term of three
years from July 22, 2026, to July 21, 2029, for a collection truck routing and modernization
software for the Environmental Resources Division.

SUBJECT: General Services Agreement 32700034 with Quinn Company, for As-needed On-Call

RECOMMENDATION: That the City Council approve and authorize the Mayor to execute an
Agreement with Quinn Company in an amount not to exceed $2,250,000 for a five-year term from
July 22, 2026, through July 21, 2031, for as-needed preventative maintenance, on-call repairs,
annual testing, and rental services for the Public Works Department.

SUBJECT: FY 2026-27 Blanket Purchase Orders for the Public Works Department.
RECOMMENDATION: That the City Council approve and authorize the Purchasing Agent to
execute purchase orders from July 1, 2026, to June 30, 2027, consistent with the City’s purchasing
requirements, with the following vendors:
1. Applied Industrial Technologies for a not-to-exceed amount of $300,000 for industrial
supplies/equipment (e.g., pumps, motors, belts, and bearings);
2. Grainger, Inc. for a not-to-exceed amount of $400,000 for safety-related equipment and
industrial equipment, maintenance supplies, tools and parts;
3. Home Depot U.S.A., Inc. for a not-to-exceed amount of $300,000 for hardware, tools,
construction materials and products; and
4. Ventura County Auto Supply (NAPA) for a not-to-exceed amount of $250,000 for garage
tools, equipment, and fleet maintenance supplies.

not-to-exceed amount of $1,600,000, if extended, for the supply and delivery of cationic polymer to
the Wastewater Division.

RECOMMENDATION: That the City Council approve and authorize the Mayor to execute a
revenue agreement with Pacific Byproducts, Inc. dba Coastal Byproducts for an initial term of one
year from July 22, 2026, to July 21, 2027, with the option for two consecutive one-year period
extensions ending July 21, 2029, for the Wastewater Division to accept hauled fats, oils, and grease
at the Oxnard Water Resource Recovery Facility.

SUBJECT: Ratify the Acceptance of a $23,500 donation from the Home Depot Foundation to
renovate the Colonia Recreation Center.
RECOMMENDATION: That the City Council ratify the acceptance of $23,500 in grant funds to
purchase materials and supplies for services to be provided by Home Depot volunteers for the
public purpose of facility improvements at the Colonia Recreation Center.
