A. CALL TO ORDER Mayor Alfin called the meeting to order at 6:00PM. B. PLEDGE OF ALLEGIANCE TO THE FLAG C. ROLL CALL City Clerk Virginia Smith called the roll. Council Member Klufas had requested to appear via zoom due to extenuating family circumstances but was not in attendance at the beginning of the meeting. Council concurred, should Council Member Klufas join via zoom he has the right to participate and vote. D. PUBLIC PARTICIPATION Public Participation shall be held in accordance with Section 286.0114 Florida Statutes. And pursuant to the City Council’s Meeting Policies and Procedures: (1) Each speaker shall at the podium, provide their name and may speak for up to 3 minutes. (2) The Public may provide comments to the City Council relative to matters not on the agenda at the times indicated in this Agenda. Following any comments from the public, there may be discussion by the City Council.  (3) When addressing the City Council on specific, enumerated Agenda items, speakers shall: (a) direct all comments to the Mayor; (b) make their comments concise and to the point; (c) not speak more than once on the same subject; (d) not, by speech or otherwise, delay or interrupt the proceedings or the peace of the City Council; (e) obey the orders of the Mayor or the City Council; and (f) not make any irrelevant, impertinent or slanderous comments while addressing the City Council; which pursuant to Council rules, shall be considered disorderly. (4) Any person who becomes disorderly or who fails to confine his or her comments to the identified subject or business, shall be cautioned by the Mayor and thereafter must conclude his or her remarks on the subject within the remaining designated time limit. Any speaker failing to comply, as cautioned, shall be barred from making any additional comments during the meeting and may be removed, as necessary, for the remainder of the meeting. Al Hurley addressed the area of 6 and 10 Market Avenue in Town Center where a homeless gentleman with others are leaving litter all over the place. Mary Roudsend spoke on the topic of Pickleball courts and requested funds be allocated to Pickleball courts at Holland Park. {Councilman Klufas joined via zoom at 7:07 pm.} Sharon Sanders reiterated the litter issue in Palm Coast, sharing that Flagler Democrats clean up Belle Terre, and Flagler Beach Democratic Club cleans up SR 100, both using volunteers and a program sponsored by FDOT. Ms. Sanders suggested ideas on fines and penalties and advertising for assistance. Robert MacDonald stated that Code Enforcement is getting worse rather than better. Code is reactive not proactive. Al Krier presented to the Clerk Petitions 6 and 7 regarding Safety on Cimmaron and thanked the volunteers and Council for their support. Donna Sabatino is a nurse and volunteer at the Health Department. She shared that Pickleball is an excellent source of exercise for our residents and asked the Council to please make Pickleball a priority in this community. Paul Vargo spoke on graffiti on Palm Harbor Bridge and thanked the City workers for taking care of it and doing it right and in a quick manner. He also addressed Bed and Breakfasts in our neighborhood. He does not know what the guidelines are for Bed and Breakfasts, but will research it. E. MINUTES 1. PROCLAMATIONS 2. PROCLAMATION - HALL OF TERROR WEEK Council Member Barbosa presented this Proclamtaion to representatives of the Palm Coast Fire Department for the Hall of Terror 20th Anniversary event. 3. PROCLAMATION - NOVEMBER 14, 2021 AS WORLD DIABETES DAY” AND “NOVEMBER 2021 AS DIABETES AWARENESS MONTH” Mayor Alfin presented this Proclamation to representatives of Advent Health Palm Coast. Mr. John Subers from the DiaBEATes Alliance thanked Council and spoke briefly of the November 14, 2021 awareness event. A few members of the Alliance also spoke briefly on the subject matter. 4. PROCLAMATION-VETERAN APPRECIATION MONTH Mayor Alfin invited all veterans in attendance to stand to be honored as Vice Mayor Branquinho presented this Proclamation. G. ORDINANCES SECOND READ 5. ORDINANCE 2021-XX AMENDING THE FUTURE LAND USE MAP DESIGNATION FOR 37.7+/- ACRES FROM MIXED USE AND UNDESIGNATED TO RESIDENTIAL AND ADDING A SITE SPECIFIC POLICY TO LIMIT DEVELOPMENT ON THE SUBJECT PROPERTY TO 3 DWELLING UNITS/ACRE-SEMINOLE PALMS O20210026 City Attorney Bill Reischmann read the title into the record. Mr. Ray Tyner and Mr. Jose Papa presented this item and item 6 together to the Council. Mr. Jay Livingston provided a brief overview of the emergency access that will be a road. OTHER BUSINESS 10. APPOINT THREE REGULAR MEMBERS AND ONE ALTERNATE TO THE CODE ENFORCEMENT BOARD City Clerk Smith presented the Council with voting tabulations for each vacant seat. Andrew Dodzik The tabulation for Andrew Dodzik was 4-1 in favor. Vice Mayor Branquinho made a motion to reappoint Andrew Dodzik to the Code Enforcement Board. Council Member Barbosa seconded the motion. The motion passed unanimously. Norman Mugford Mr. Mugford has served two terms; therefore, the Code requires a 4/5th vote to reappoint Mr. Mugford. The tabulation for Norman Mugford was 4-1 in favor. Council Member Danko made a motion to reappoint Norman Mugford to the  Code Enforcement Board. Council Member Barbosa seconded the motion. The motion passed 4-1 with Vice Mayor Branquinho dissenting. Geraldine Wright The tabulation for the vacant seat on the Code Enforcement Board was tabulated 5-0 in favor of Geraldine Wright. Council Member Barbosa made a motion to appoint Geraldine Wright to the Code Enforcement Board. Vice Mayor Branquinho seconded the motion. The motion passed unanimously. Leigh Penick By default, Leigh Penick was chosen as the Alternate for the Code Enforcement Board. Council Member Barbosa made a motion to appoint Leigh Penick as the Alternate for the Code Enforcement Board. Council Member Danko seconded the motion. The motion passed unanimously. J. CONSENT 11. DISCUSSION BY CITY COUNCIL OF MATTERS NOT ON THE AGENDA Council Member Barbosa thanked everyone who wished him a Happy Birthday, and thanked the Fire Department for a job well done. Vice Mayor Branquinho thanked the Fire Department for what they did and commended their attitudes. Thanked the TV Students and mentioned that Council Member Danko could offer them some advice with his history as a producer. Council Member Danko stated he would be happy to oblige. Mayor Alfin added that he heard “I love what I do” three times during tonight’s Fire Department presentation. City Clerk Smith announced the City Manager applications package was provided to Council for their review. Council Member Barbosa thanked the residents who stayed through to the end of the meeting.
