A. CALL TO ORDER Mayor Alfin called the meeting to order at 6 p.m. B. PLEDGE OF ALLEGIANCE TO THE FLAG C. ROLL CALL Deputy City Clerk Kaley Cook called the roll. All members were present. D. PUBLIC PARTICIPATION Public Participation shall be held in accordance with Section 286.0114 Florida Statutes. And pursuant to the City Council’s Meeting Policies and Procedures: (1) Each speaker shall at the podium, provide their name and may speak for up to 3 minutes. (2) The Public may provide comments to the City Council relative to matters not on the agenda at the times indicated in this Agenda. Following any comments from the public, there may be discussion by the City Council. (3) When addressing the City Council on specific, enumerated Agenda items, speakers shall: (a) direct all comments to the Mayor; (b) make their comments concise and to the point; (c) not speak more than once on the same subject; (d) not, by speech or otherwise, delay or interrupt the proceedings or the peace of the City Council; (e) obey the orders of the Mayor or the City Council; and (f) not make any irrelevant, impertinent or slanderous comments while addressing the City Council; which pursuant to Council rules, shall be considered disorderly. (4) Any person who becomes disorderly or who fails to confine his or her comments to the identified subject or business, shall be cautioned by the Mayor and thereafter must conclude his or her remarks on the subject within the remaining designated time limit. Any speaker failing to comply, as cautioned, shall be barred from making any additional comments during the meeting and may be removed, as necessary, for the remainder of the meeting. Alan Lowe thanked Council for the response he received from his last public comments. Mr. Lowe spoke about canal dredging and asked for recognition of the issue and to determine the best foot forward. Mr. Lowe provided Council with information regarding the history of the canals within the City. The notes are attached to these minutes. Steve Carr discussed increasing traffic and noise levels on Florida Park Drive. Mr. Carr spoke about the noise level that can be heard within his home resulting in lost sleep. Additionally, Mr. Carr shared information from studies about the topic. Robert MacDonald discussed the saltwater canals and disagrees that the canals are an amenity. Mr. MacDonald shared about the recent survey that went to 8,000 survey and asked what about the remaining thousands of residents that live here? We have a right to share. Gary Kunnas thanked Council for their efforts thus far on the topic of the canals. Mr. Cunis stated that lawn mowers in the area should have plates to reduce the amount of yard debris that ends up in the canals. Bryan Soudrain, with Palm Coast-Flagler Chamber of Commerce, shared about the Chamber of Commerce and the things they are doing within the community. Mr. Soudrain shared about an upcoming event coming up in February and ended his comments with a “food for thought” question. Bruce Stone asked if residents can get a copy of what has been proposed to Council for traffic resolution on Cimarron. Additionally, Mr. Stone asked if Council would consider changing the traffic law/sign in the area to make it a ticket able offense to speed in the area of the curve. Dan Lukach spoke about the state of the Stormwater canals and shared about erosion in the ditch by his home. Mike Cocchiola discussed the Palm Coast Marina and the canals. Mr. Cocchiola referred to the marina as a Waterside welcome center, drawing people here and is dire need of investment. Mr. Cocchiola recommended a public/private partnership to maintain the marina and would like to gather together as a community to pay for the maintenance of the canals just as we would for a road. Mr. Cocchiola recommended finding out what to do to maintain the canals and maintaining the marina.  Council Member Danko asked for an update in the search for a firm that can help with the canals. Mr. Carl Cote, Director of Stormwater & Engineering, provided a response to Council. Mr. Cote explained that staff had a consultation with a firm that could perform these services. Staff is continuing to move forward with this request. Vice Mayor Branquinho responded to public comment from Mr. Lukach to state that he has personally gone to the home with staff from Stormwater & engineering. Mr. Branquinho stated that he will schedule a visit with Stormwater staff. Council Member Klufas reminded speakers about an item on the agenda in regards to a traffic study. E. MINUTES 1. PROCLAMATIONS AND PRESENTATIONS 2. PROCLAMATION–BE THE MATCH BONE MARROW DONOR MONTH Vice Mayor Branquinho presented the proclamation. 3. PROCLAMATION-FEBRUARY AS TEEN DATING VIOLENCE AWARENESS MONTH Council Member Klufas presented the proclamation to members of Family Life Center. Members of Family Life Center shared about teen dating violence and shared their contact information for residents. 4. PRESENTATION-FLAGLER ACCESS CENTER Representatives of SMA Healthcare shared about the Flagler Access Center and the services they have in Flagler County. Additionally, they shared about the timeline of facilities and services, counties they service, programs available, funding, and diagnosis within Flagler County.  Mayor Alfin asked staff to assit with messaging about SMA healthcare services in Flagler County. G. RESOLUTIONS 5. RESOLUTION 2022-XX APPROVING A LICENSE AGREEMENT WITH THE FLAGLER COUNTY SHERIFF’S OFFICE FOR ACCESS TO CITY-OWNED CAMERAS R20220014 Pass Motion made to approve by Council Member Danko and seconded by Vice Mayor Branquinho Approved - 5 - Mayor David Alfin, Vice Mayor Eddie Branquinho, Council Member Victor Barbosa, Council Member Ed Danko, Council Member Nick Klufas City Attorney Neysa Borkert read the title into the record. Doug Akins, IT Director provided a brief background of the item. Rick Staly, Flagler County Sheriff, and members of the Flagler County Sheriff's Office presented to Council on the topic. Nikki North, Supervisor of the Real Time Crime Center, shared about the use of the cameras and the benefit to the Real Time Crime Center. Vice Mayor Branquinho shared support for the item and asked who maintains the cameras. Flagler County Sheriff’s Office Staff responded that the City maintains the cameras. Council Member Klufas commended City staff and FCSO staff for the relationship they have had thus far. Council Member Klufas shared additional information about the infrastructure of the cameras. Mayor Alfin asked when the number of cameras increases, does that access apply to FCSO? Mr. Akins responded yes. Public comment: There were none. 6. RESOLUTION 2022-XX APPROVING A WORK ORDER WITH ENGLAND-THIMS & MILLER, INC., FOR A PEDESTRIAN ACCOMMODATION FEASIBILITY STUDY OF RESIDENTIAL COLLECTOR ROADWAYS R20220017 City Attorney Neysa Borkert read the title into the record. Carl Cote, Director of Stormwater & Engineering provided a brief description of the item to Council.  Mayor Alfin asked if the study will include the areas that have been discussed during public comment. Mr. Cote responded yes. Council Member Barbosa asked if this is the first time this study is being done. Mr. Cote responded yes. Public Comment: There were none. Council Member Klufas would like to be sure that the public commenters know where they can find information about the study that will occur. Jason Delorenzo, Chief Development Officer, provided a brief background of the item. Bill Hoover, Senior Planner, presented to Council on the item. Vice Mayor Branquinho asked the average size of the lots. Mr. Hoover provided the lot size. Council Member Barbosa asked if this will be a gated community. Staff responded yes. Mayor Alfin asked if there is anything else we should be aware of from PLDRB? Staff responded with next steps. Public Comment: There were none. Vice Mayor Branquinho asked staff to confirm the amount of homes- 274? Mr. Hoover responded that is correct. Council Member Klufas asked what percentage of the funds for the remaining infrastructure improvements is completed? Staff provided a response. Council Member Barbosa asked if is this also a gated community. Staff responded yes it is. Public Comment: Greg Blose, Preseident & CEO of Palm Coast-Flagler Chamber of Commerce, shared that he is very excited of this projec- It is on a major thorough fare, close to schools, perfect place for a multi family unit. ORDINANCE 2022-XX AMENDMENTS TO THE COMPREHENSIVE PLAN BASED ON EVALUATION AND APPRAISAL PROCESS City Attorney Neysa Borkert read the title into the record. Jose Papa provided presented on the item to Council.  Vice Mayor Branquinho asked if is this in compliance with the comprehensive plan. Mr. Papa responded yes and provided additional details to Council. Mayor Alfin shared that this represents a launching pad for Council to consider how they would like to apply comments to the future comprehensive amendment. Public Comment: There were none. DISCUSSION BY CITY COUNCIL OF MATTERS NOT ON THE AGENDA Council Member Klufas thanked Parks & Rec for the Mayor's 30/30 pickleball tournament and shared about great participation at the event. Vice Mayor Branquinho asked Mayor Alfin if he met with Flagler Beach regarding the fireworks. Mayor Alfin responded yes, he met with the committee chair and asked City Manager Denise Bevan to share the information. Ms. Bevan shared the approach for this year's event - Fireworks at the airport on July 3rd. Council Member Klufas shared his comments from the recent Tourism Council Meeting to share that Flagler Beach pier might not be available in coming years while it is under construction. Mayor Alfin clarified that the discussion thus far was just for 2022 and conversation for upcoming years will happen in the future. Vice Mayor Branquinho shared a comment regarding the City of Palm Coast contribution for the fireworks. Lauren Johnston responded that staff is working with the approved budget for this event and working with the airport to disseminate roles. Council Member Danko shared ideas for firework locations if the Flagler Beach Pier is not available, such as a barge. Mayor Alfin reminded Council that the entities within Flagler County are working together to put on the best event possible. Council Member Danko asked for an update on the litter campaign, and also update on the City Manager Search Firm. City Manager Denise Bevan provided an update on the litter program and asked Renina Fuller, HR Director, to provide an update to Council. Renina Fuller, HR Director provided Council with an update to explain that the search has been extended. Council Member Barbosa shared support for the comments from Vice Mayor Branquinho. Mayor Alfin shared that we will have a State of the City event in person this year. Mayor Alfin asked Council to work with Ms. Kershaw to schedule time to film their segments. Additionally, Mr. Alfin shared about the success of the Mayor's 30/30 challenge and reminded residents that there is a walk tomorrow at Central Park. M. DISCUSSION BY CITY ATTORNEY OF MATTERS NOT ON THE AGENDA Attorney Borkert asked how Council would like to receive legislative session updates.
