PRESENTATIONS
1 16-351 PRESENTATION ON FISCAL YEAR 2016-2017 BUDGET
Vice Mayor Shipley arrived at 5:06 pm
Mr. Landon provided a brief overview to this item. Mr. Quinn and Ms. Lina Williams
provided a PowerPoint presentation, which is attached to these minutes.
CM DeLorenzo-It may seem odd to add a Chief Accountant, can you talk about the
reason why? Ans: Mr. Quinn-Basically, all of the positions you see up there are
related to City growth, growth in processing, growth in service delivery and the Chief
Accountant position is no different. We actually had a Chief Accountant position back
in 2011 that was temporarily cut out of the budget as we did some restructuring. We
are at the point now where we really need to have that position back to keep up with
the volume of work that the City is producing.
CM DeLorenzo-And some of the internal controls-doesn't this have something to do
with you having a second set of eyes on it? Ans: Mr. Quinn-Yes, that is correct. One
of the parts to our internal controls system is that you should not really have the
same person preparing all of the high level reports and approving them
simultaneously and this would alleviate that issue that we have had the last few
years.
CM DeLorenzo-This is what the auditor has been suggesting for the past several
years? Ans: Mr. Quinn-Yes, they made comments related to this for 3 consecutive
years in our audit reports to add this additional capacity in our department. We are at
that point now where we are requesting that.
CM Nobile-Does the golf course include golf carts? Ans: Mr. Quinn-This particular
number on here does not include golf carts but golf carts are part of the fleet.

Mr. Landon provided a brief overview to the item.
There were no public comments.

A motion was made by Council Member DeLorenzo, and seconded by Vice
Mayor Shipley, that the Resolution be adopted. The motion was adopted by the
following vote:

Member DeLorenzo, and Council Member Nobile

FISCAL YEAR 2016-2017
There were no public comments.
A motion was made by Council Member DeLorenzo, and seconded by Council
Member Nobile, that the Resolution be adopted. The motion was adopted by
the following vote:

Member DeLorenzo, and Council Member Nobile

4 16-353 RESOLUTION 2016-XX ESTABLISHING THE TENTATIVE BUDGET FOR
FISCAL YEAR 2016-2017 AND AMENDING THE FISCAL YEAR 2015-2016
BUDGET
Jack Carall-When are you going to get rid of the golf course and the tennis courts? It
costs us millions of dollars.
Responses to Public Comment:
Golf and Tennis-Ans: Mayor Netts-It is absolutely desirable of the Council to make
these amenities self-supporting.
Mr. Quinn requested Council approve the revised budget as well, which was included
in the Resolution.
CM DeLorenzo motioned and CM Nobile seconded. Motion was approved
unanimously.
A motion was made by Council Member DeLorenzo, and seconded by Council
Member Nobile, that the Resolution be adopted. The motion was adopted by
the following vote:

D. Public Participation
Public Participation shall be held in accordance with Section 286.0114 Florida Statutes.
After the Mayor calls for public participation each member of the audience interested in
speaking on any topic or proposition not on the agenda or which was discussed or
agendaed at the previous City Council Workshop, shall come to the podium and state
their name. Each speaker will have up to three (3) minutes each to speak. The Mayor will
advise when the three (3) minutes are up and the speaker will be asked to take a seat and
wait until all public comments are finished to hear answers to all questions. Once all
members of the audience have spoken, the Mayor will close public participation and no
other questions/comments shall be heard. Council and staff will then respond to
questions posed by members of the audience. Should you wish to provide Council with
any material, all items shall be given to the City Clerk and made part of the record. If
anyone is interested in discussing an issue further or ask additional questions, individual
Council Members and staff will be available after the meeting to discuss the matter and
answer questions.
Jack Carall-Opposite the Fire House on Belle Terre Parkway, there is a vehicle there
with a boat for sale. Mr. Landon will have Code check it out.
