PRESENTATION
1 15-387 PRESENTATION ON FISCAL YEAR 2015-2016 BUDGET
Mr. Landon provided a brief overview to this agenda. Ms. Williams and Mr. Quinn
provided a PowerPoint presentation, which is attached to these minutes.
There were no public comments.
Recess City Council Meeting and Convene CRA Board
VM McGuire made a motion, which was seconded by CM DeLorenzo to recess the
City Council meeting and convene the SR 100 CRA meeting.
2 15-385 SR 100 CORRIDOR CRA RESOLUTION 2015-XX ADOPTING THE FINAL
BUDGET IN THE AMOUNT OF $1,594.335 FOR FISCAL YEAR 2015-2016
Mayor Netts read the proposed SR 100 CRA budget language.
A motion was made by Council Member DeLorenzo, and seconded by Vice
Mayor McGuire, that the Resolution be adopted. This motion was approved by
the following vote:
Approved: 5 - Mayor Netts, Vice Mayor McGuire, Council Member DeLorenzo, Council
Member Nobile, and Council Member Shipley
Enactment No: R2015-104
Adjourn CRA Board Meeting and Reconvene City Council Meeting
VM McGuire made a motion, which was seconded by CM DeLorenzo to adjourn the
SR 100 CRA meeting and reconvene the City Council meeting.

3 15-383 RESOLUTION 2015-XX LEVYING THE FINAL MILLAGE RATE FOR
FISCAL YEAR 2015-2016
Mayor Netts read the proposed millage rate into the record.
There were no public comments.

A motion was made by Vice Mayor McGuire, and seconded by Council Member
DeLorenzo, that the Resolution be adopted. This motion was approved by the
following vote:

Member Nobile, and Council Member Shipley

4 15-384 RESOLUTION 2015-XX ADOPTING THE FINAL BUDGET FOR FISCAL
YEAR 2015-2016
Mayor Netts read the proposed budget into the record.
There were no public comments.
Mayor Netts instructed the City Clerk to forward a copy of the budget within 3 days to
the Tax Collector, Property Appraiser and the State. City Clerk agreed.
A motion was made by Vice Mayor McGuire, and seconded by Council Member
DeLorenzo, that the Resolution be adopted. This motion was approved by the
following vote:

D. Public Participation
Public Participation shall be held in accordance with Section 286.0114 Florida Statutes.
After the Mayor calls for public participation each member of the audience interested in
speaking on any topic or proposition not on the agenda or which was discussed or
agendaed at the previous City Council Workshop, shall come to the podium and state
their name. Each speaker will have up to three (3) minutes each to speak. The Mayor will
advise when the three (3) minutes are up and the speaker will be asked to take a seat and
wait until all public comments are finished to hear answers to all questions. Once all
members of the audience have spoken, the Mayor will close public participation and no
other questions/comments shall be heard. Council and staff will then respond to
questions posed by members of the audience. Should you wish to provide Council with
any material, all items shall be given to the City Clerk and made part of the record. If
anyone is interested in discussing an issue further or ask additional questions, individual
Council Members and staff will be available after the meeting to discuss the matter and
answer questions.

E. DISCUSSION BY CITY COUNCIL OF MATTERS NOT ON THE AGENDA
CM DeLorenzo provided an update to the TPO long range planning items. Discussion
on set aside funds, which are for paths, trails, and those kinds of projects and that
some of the local governments were having trouble meeting the requirements by the
state for those funds. Checked with the Executor of the TPO, we are not in that list of
those not approved, much to our benefit. Because if you have projects that are not
able to be completed the dollars roll down to the next available project and we have
several that are in that line, so we are in a very good position to have some additional
projects funded through the set aside funds, which I think they call it "XO" funds.

VM McGuire-Was anyone from the County there? Ans: CM DeLorenzo-There was
nobody there from the County this morning but Commissioner Revels is usually
there.
VM McGuire-At the Board of County Commissioners there was citizen there who
stated there was no monthly reports and Commissioner Revels stated that is
because everything is happening within the City of Palm Coast. I spoke with the
citizen again today after following up with staff and what he said was the County
engineer does not go to any of those meetings. CM DeLorenzo did not know if the
County engineer attended or not.
