PRESENTATIONS 1 16-471 RESOLUTION 2016-XX APPROVING A SALE OF CITY PROPERTY TO UNICORP (UNDER PALM TOWN CENTER, LLC) Unicorp representatives were delayed so items 2 and 3 were heard first with Council consensus. Mr. Landon gave a brief overview of this item. Mr. Beau Falgout, Administrative City of Palm Coast Page 1 City Council Workshop Meeting Minutes November 29, 2016 Services and Economic Development Director, gave a PowerPoint presentation, attached to these minutes. Mr. Falgout introduced Chuck Whittall and Amy Schuemann of Unicorp. Mayor Holland - Do you look at the surrounding areas (bringing people in from other cities around Palm Coast); do you run those types of statistics? Ms. Schuemann - Yes, we look at the demographics; who is living here, who is visiting, what is the household income here, age here, and we put together what we think your hit list would be. When we look at this site in particular we look at things like the accessibility to the interstate, huge employment and visitor base at the hospital and where we are pulling our customers from to match to the retailers we are targeting. Mayor Holland - Have you brought in Jacob Olivia to talk about traffic patterns there every day with the buses (at the Flagler/Palm Coast High School)? Mr. Landon - Yes, and he demonstrated on the map the school traffic patterns. Mayor Holland - And the drainage problems? Mr. Landon - Yes, that has all been taken care of; we saved them nearly half a million dollars. Mayor Holland - Alcohol sales, what is the rule on that; so many feet away in order to sell alcohol, etc.? Mr. Reischmann - It is a State law. Mr. Whittall - Wawa has already looked into it. Ms. Schuemann expressed Wawa has done their due diligence on this project. VM Nobile - Until phase 2, what happens to Midway Drive? Mr. Falgout - It would stay accessible, public access. Mr. Landon - We will keep Midway for access legally and build around her. VM Nobile - We would have more flexibility if she sold? Mr. Whittall - Sure, but it doesn't hinder our plan right now; we have designed it that we can make it work whenever the day comes that she sells. CM Cuff asked about the sale of the car lot and there was discussion that this deal is contingent upon the contract to purchase the car lot. CM Cuff - What is the property behind the north piece of the McCann property? Mr. Whittall - That is the Ames parcel, which they had two and combined them to make one; he expressed they are currently negotiating with them to purchase it. CM Klufas - The values of the properties in phase 2; appraisals would that impact the timeline? Mr. Falgout - It would really be determined by when properties close; phase 1 closing. If Unicorp is successful in getting a bunch of tenants and they are ready to go, obviously, we will get sooner rather than later. Commercial appraisals are not inexpensive, so that timing will be dependent upon the closings. Mr. Whittall - We will look at the market and see how fast it will absorb the space. If we can do it quicker, that is how we make money; we want to go quicker. Mr. Landon expressed it is driven more by the end user. Ms. Schuemann said they will be very happy to share the information (feedback) they receive from potential tenants. CM Shipley - Are you utilizing our system with Buxton? Mr. Falgout - We share the Buxton information as well as the list of tenants we are pursuing; we are always pushing Bulldog Drive. VM Nobile - Phase 2 in this process, will be all or none? Mr. Landon - That is the concept right now. Mr. Whittall - That is the plan, but if we can fill up 50% of the City of Palm Coast Page 2 City Council Workshop Meeting Minutes November 29, 2016 property we will do it and wait. Mayor Holland - How much residential is going in there? Mr. Landon - Close to 300. VM Nobile - 318. CM Shipley - What if Wawa finds out they cannot sell beer and wine that close to the school? Mr. Whittall - We know they did their homework, but we don't know the figures. CM Klufas - 500 ft. is what the Statute says. Mayor Holland - How much does the CRA generate annually? Mr. Quinn - $1.5 mil. Mayor Holland - How do you equate that? Mr. Falgout - It is a little different with the CRA. Mr. Quinn - The value of the property, you divide by $1,000 and multiply it by the millage rate is the calculation. The Resolution was Continued. Enactment No: R2016-132 2 16-473 RESOLUTION 2016-XX APPROVING A CONTRACT WITH MEDIQUICK FOR THE PROVISION OF PRIMARY CARE SERVICES AND OCCUPATIONAL HEALTH Mr. Landon gave a brief overview of this item. Ms. Wendy Cullen, Human Resources Director, gave a PowerPoint presentation, attached to these minutes. Mayor Holland - Eight hours per week, what are those hours? Ms. Cullen - Monday, Wednesday and Friday; Monday morning from 8-10; Wednesday afternoon 2-5; and Friday 3-6 p.m. Mayor Holland - If we have other salaried employees or hourly employees; does that meet their appointment needs, etc.? Ms. Cullen - MediQuick has guaranteed a 15 minute (max.) wait time, so employees are in and out; they don't have to take half a day off to go to the doctor. CM Shipley - What if it goes over eight hours? Ms. Cullen - We don't go over. MediQuick cuts off the appointments at eight hours per week. Employees can still go under the health insurance program as an urgent care visit if they need to as a walk in just like anyone else. If it looks like trends are such that we are consistently filling up our appointment spots, we have the opportunity to add hours basically by taking the annual rate and figuring out the hourly rate and adding hours if we need to. Also if it looks like we are not utilizing the full time, we have the opportunity to say we are not utilizing the clinic enough we can; reduce the number of hours. It is very flexible for us and staff. If we decide we need different hours, we can also discuss that as well. VM Nobile - When we look at these numbers to see if we are fitting with our trends; do we use the doctors/clinic information and do we get feedback from our employees as to whether or not this is working? Ms. Cullen - The data as far as the usage is concerned we get from the clinic/provider. They provide us a count, not necessarily who; the feedback from the staff is that they love the doctor; they like the convenience of the clinic. She has not heard a complaint about the clinic, or its availability in a very long time, except for flu season. CM Cuff - Florida Hospital doesn't have the drug testing services? Ms. Cullen - They did not include it as far as our RFP (request for proposal); they checked the box "no." City of Palm Coast Page 3 City Council Workshop Meeting Minutes November 29, 2016 Stop-Loss: Mayor Holland - ($1.2 mil. fund balance) That rolls over year after year? Mr. Landon - Yes, it stays in that fund. Mayor Holland - And it hasn't fluctuated? Mr. Landon - We have been adding to it. CM Klufas - Is there anything that you attribute the zero claims to this year or was it good fortune? Ms. Cullen - Mostly, good fortune. VM Nobile - What is this year (of no stop-loss claims)? Ms. Cullen - Calendar year 2016, year to date. Mayor Holland spoke of the importance of preventive care and asked if the doctor recommends things at certain ages or for certain medical histories, for instance mammograms? Ms. Cullen - They do. Dr. Bogdanowicz is the City's doctor and he will refer patients to cardiologists, etc. The plan itself covers mammograms, pap smears all annual physicals at 100%; it doesn't cost the employee anything. They get only one a year, but if they find something all the subsequent visits will cost something. Mayor Holland - Do you know if our employees are utilizing that? Ms. Cullen - They are. We get a list of what services were performed every month. CM Klufas - What is considered minor surgery? Ms. Cullen - Stitches, burn off a wart, not life threatening, etc. Mr. Landon - He thinks of it as something where they just numb locally for stitches or something. Mayor Holland - Dental, can you explain coverage? Ms. Cullen - We do not pay for dental; it is a voluntary coverage, but we do offer dental and employees pay for it themselves. Mayor Holland - Do we use certain dentists in the area, is it a good package to them? Ms. Cullen - She believes it is a good package, it is a PPO there are network providers that you can go to, they still cover your preventive exams to premiere at 100%. She can get the actual schedule to Council. VM Nobile - Who underwrites that, the dental? Ms. Cullen - Sun Life is the carrier. Mayor Holland - How many employees take advantage of the dental? Ms. Cullen - About 72% participation. CM Cuff - What is the comparison of the network in the dental plan and is vision included as well? Ms. Cullen - Vision is covered under our medical plan, so you get your one routine exam through the medical plan. CM Cuff - Do we compare the network of providers; is it a fixed amount per visit regardless of who you go to or more if you go to dentist A rather than dentist B, etc.? Ms. Cullen - She believes that prevenative care, regardless of where you go is covered at 100%, but other things as far as crowns, root canals, periodontal work; depending on in network or out of network. She has not checked the location of the in network dentists but she will compare networks and also send out the schedule of covered services. Mayor Holland - What quantifies short term to long term disability? Ms. Cullen - Short term disability is the first 90 days; seven-day waiting period that you have to pay out of sick leave and short term disability would pay 60% of your salary until such time City of Palm Coast Page 4 City Council Workshop Meeting Minutes November 29, 2016 you could return to work (or long term coverage kicks in). Mayor Holland - MediQuick or the doctor makes that determination? Ms. Cullen - The doctor and there is paperwork that has to be filed with the carrier explaining why they are disabled, why your job duties can't be performed, when your expected return to duty is. Mayor Holland - How much is the cost to the employee for dental and short term disability? Ms. Cullen - Short term is based on your income, at a calculation of .00026 of the annual salary. She can send the schedule and rates. Dental, off the top of her head, is $17 for employee only, $35 for employee and spouse. Mayor Holland - Is there an employee contribution (for health insurance)? Mr. Landon - Yes, for employee only it is about $15 per paycheck; then depending high deductible versus the PPO (blended plan), because the high deductible encourages employees to take care of the money themselves and we contribute for family up to $750 of their deductible. We charge them $800 more to be on the PPO, etc. Mayor Holland - Do you do educational programs for the employees? Mr. Landon - Big time. Mayor Holland - If we are self-insured, isn't there a required percentage to have in reserve (15%?) or minimum balance we have to have? Ms. Cullen - The minimum fund balance is $800,000, and we have $1.2 mil. Mr. Christopher Quinn, Finance Director - The State Insurance Commission determines the minimum/max. floors that we have to have, but to keep it simple, we set it at an equivalent of 3-months' worth of claims. Right now, that is roughly $700,000. Mr. Landon - That is our policy; we are over that and that is why we are keeping things flat. VM Nobile - How many appointments do we get in an hour (at the clinic)? Ms. Cullen - We request four, but if it is just a med check or blood draw in the morning they are not going to see the doctor and they will be on their way. MediQuick knows how long visits will take and if they can accommodate more they will; in flu season they try to accommodate more. Our standard is at least 15 minutes so they have time to talk to the doctor. VM Nobile - Everything done in that hour is covered unless they need a specialist, no extras? Ms. Cullen - No, extras. VM Nobile - X-rays covered? Ms. Cullen - Yes. Mayor Holland suggested competition within departments to lose weight with incentives, maybe $100 to the flex (HSA) spending plan and become healthy. Do we incentivize anything for quitting smoking? Ms. Cullen - Right now we don't incentivize someone who is smoking; we do have a couple of programs that encourage people to be healthier. One of them is our wellness match program. BCBS (Blue Cross/Blue Shield) has provided us with $50,000 over two years so one. If you are on our health insurance program, and you bring us a receipt for a 5K run, etc., we will match half of what you spent up to $100. If you are not on our health insurance program, we will give you $600 as long as you provide us with receipts; the reason those not on the program get more is because that is the equivalent we pay in admin. fees per employee. She also described the sick leave conversion plan and wellness fair. CM Shipley - The wellness team is just the employees here, right? Mr. Landon - Yes, it is one of our teams; sometimes they work with the Safety Team or the BAM (Boost All Morale) Team; it is all those things together that bring our healthcare insurance City of Palm Coast Page 5 City Council Workshop Meeting Minutes November 29, 2016 costs down. VM Nobile - Pharmaceuticals, how are we covered on that? Ms. Cullen - It is covered under our medical plan (BCBS); we are very successful in our generic utilization program. Enactment No: R2016-130 3 16-469 RESOLUTION 2016-XX APPROVING CHANGE IN STOP-LOSS INSURANCE AND ANCILLARY COVERAGES TO SUN LIFE FOR THE 2017 PLAN YEAR This item was discussed under Item 2. The Resolution was Continued. Enactment No: R2016-131 4 16-472 RESOLUTION 2016-XX APPROVING A CONTRACT WITH BERGMANN ASSOCIATES FOR THE CREATION OF THE PUBLIC WORKS FACILITIES MASTER PLAN Mr. Landon gave a brief overview of this item. Mr. Nestor Abreu, Public Works Director, gave a PowerPoint presentation, attached to these minutes. Mayor Holland - Is there residential that close to Public Works? Mr. Landon - Palm Coast Park DRI (development of regional impact). VM Nobile - How many lifts do we have for the light vehicles that are functional for maintenance? Mr. Abreu - We have two in the bays and then we have a portable which we take outside. Mayor Holland - What other vehicles besides the tower and ladder fire trucks have to be serviced outside. Mr. Abreu - Also the dump trucks and seven mechanics in two bays. CM Shipley - So there are times when we have to wait because there are no bays to work in? Mr. Abreu - Yes, the downside is it is not good for the mechanic, not efficient for us, we don't get the productivity, but also when you are working outside of the bay you don't have the use of certain tools and good lighting. Mayor Holland - How long has that building been there (mobile trailer); how much do we pay in rent? Mr. Abreu - Previously about $600, now this one is $800 a month. Mr. Landon - This is one of those that we have always talked about how we need to do it right someday. Mayor Holland - How many signs do we make a year? Mr. Abreu - He doesn't have the number but thousands; new and replacements. Mayor Holland asked if all the people that were at the facilities this morning are there throughout most of the day. Mr. Abreu - Seven mechanics, they are there; that is their work area. The sign shop, in and out whether they are making the signs or repairing (or out in the field). Essentially, besides the administrative staff, that is basically it. Mayor Hollan asked whether the school district has their own fleet division. Mr. City of Palm Coast Page 6 City Council Workshop Meeting Minutes November 29, 2016 Landon stated it is located behind the high school (FPC). Mr. Landon - At one time there was talk about the City and school district joining forces out at US1 and Royal Palms and then came the recession and they did not develop that, but at their current facility they don't have room for us. We have had conversations; it is just not in the game plan right now. CM Shipley - So, you are saying if you had a bigger storage room then you can buy in bulk? Mr. Abreu - Yes, we could buy in bulk and become more of a wholesale customer. CM Klufas - Is there any chance for maintenance under standard contracts for the F150 and F250 vehicles? Mr. Abreu - We do piggyback for purchasing them, etc. Mayor Holland - Are the mechanics trained on all of the vehicles? Mr. Abreu - We have an aggressive program we started this year to make every mechanic cross-trained, cross-certified in heavy equipment, drivetrains, transmissions, suspensions and brakes. This year we have two mechanics that will specialize in small equipment and then they will cross-train. Mayor Holland - Do you feel this property also will forecast the future growth needs, meaning if we phase it out and build to our needs today and reconfigure will we still have adequate capacity in the future to add maybe future phase, is that what we are looking at? Mr. Abreu - That is what the plan is supposed to do, we would incorporate the 5+ acres north of us and/or trade for the acreage south of us which would be even more ideal. Yes, opportunities for growth; this is what the master plan will help with. VM Nobile - What is the initial scope of this plan, etc.? Mr. Abreu - At this point, what we want is for this firm to work with us to see what it is we currently need now and in the future. Mayor Holland - How many of these public work facilities have they done? Mr. Michael Stuebben with Bergmann Associates - One of their consultants has done approximately 235 of these facilities. We currently have St. Johns County Public Works facility under construction. Mayor Holland - Is it in our 5-year plan, the construction? Mr. Landon - Currently, for this fiscal year, which has been in the 5-year plan, is $300,000 for this (master plan) so we are well under budget, then the schedule right now shows $200,000 in FY 2020 which is design, then in 2021-2022, $2.7 mil. each year (for construction). CM Klufas - Are there metrics that we can get that will show a measurable difference; will this make us faster, better, stronger? Mr. Landon - No, we don't have that matrix. WRITTEN ITEMS 5 16-436 RESOLUTION 2016-XX APPROVING THE CONTRACT WITH TRI-COUNTY BOBCAT SERVICES, INC., FOR CODE ENFORCEMENT MOWING AND GENERAL CLEAN UP SERVICES (PUBLIC NUISANCE) Mr. Landon gave a brief overview of this item. CM Cuff - How much of this expenditure, how much do we recover? Mr. Landon - City of Palm Coast Page 7 City Council Workshop Meeting Minutes November 29, 2016 Most of it. Attorney Reischmann - This is under nuisance abatement which is separate from code enforcement; it is put on their tax bills. CM Shipley - There are various prices depending on services performed, do we have some kind of idea ...? Mr. Landon - They may need mowing, they may need to clean up a tree that is down, etc. Ms. Barbara Grossman, Code Enforcement Manager - Boardups for unsecured homes, pools that we need to secure and a variety of things. Mr. Landon - We have a price list. The Resolution was Continued. Enactment No: R2016-133 6 16-464 RESOLUTION 2016-XX APPROVING PURCHASES OF EQUIPMENT, AS APPROVED IN THE FISCAL YEAR 2017 BUDGET Mr. Landon gave a brief overview of this item. Mayor Holland - These are routine? Mr. Landon - It's based on the mechanics' evaluation(s). All of this is coming out of the fleet fund which is money we set aside each year to replace these, except for that lift it comes out of the operating budget. Mayor Holland - Lift is going to be utilized by how many departments? Mr. Landon - Mainly, Utility and Public Works; whoever needs it at the time. CM Cuff - Piggybacking contracts, who is the National Joint Powers of Allegiance? Mr. Falgout - They are a purchasing coop that goes out on behalf of different organizations trying to get better pricing. The Resolution was Continued. Enactment No: R2016-129 7 16-470 RESOLUTION 2016-XX APPROVING THE INTERLOCAL AGREEMENT WITH THE CITY OF FLAGLER BEACH TO MAINTAIN FDOT TRAFFIC SIGNALS WITHIN THEIR CITY BOUNDARIES Mr. Landon gave a brief overview of this item. Mayor Holland suggested we ask all other cities about maintaining their traffic signals. Mr. Landon - We are in conversation with both of them; Mr. Sean Castello (City Traffic Engineer) has been in conversation with them. The Resolution was Continued. PUBLIC PARTICIPATION Public Participation shall be held in accordance with Section 286.0114 Florida Statutes. After the Mayor calls for public participation each member of the audience interested in speaking on topics on the workshop agenda or any topic or proposition not on the agenda, shall come to the podium and state their name. Each speaker will have up to three (3) minutes each to speak. The Mayor will advise when the three (3) minutes are up and the speaker will be asked to take a seat and wait until all public comments are finished to hear answers to all questions. Once all members of the audience have spoken, the Mayor will close public participation and no other questions/comments shall be heard. Council and staff will then respond to questions posed by members of the audience. Should you wish to provide Council with any material, all items shall be given to the City Clerk and made part of the record. If anyone is interested in discussing an issue further or ask additional questions, individual Council Members and staff will be available after the meeting to discuss the matter and answer questions. Jack Carall - Two items: he noticed that every year they come up with buy local and we never get any information back on how well it worked, the other one is very important. He read the newspaper report of water woes and what is going to happen between now and 2070. You have to consider the people that are going to live here after us. They need water; you can do without food for a long time but not water. 70% of the water is used for irrigation; come 2025 we are going to run short. Eventually the water is going to run out. You are making plans for them, the youth, now. Louis McCarthy - He hopes everybody had a happy, healthy Thanksgiving. Responses: Mayor Holland - The buy local is a Chamber of Commerce initiative. She can ask the Director, Rebecca DeLorenzo, for some figures. The Mayor supported the buy local concept and explained how it helps our businesses thrive and stay in business. The more time residents can spend money here, the better it is for future expansion. Mayor Holland - Water woes, she cannot agree more for the last few years she was appointed to sit on the Central Florida Water Initiative Solution Committee that was formed by the Governor and Economic Prevention. The problem we face is the regulatory agencies' have different practices and policies. So one of the missions that the Governor put in place was for all of the regulatory agencies to get on the same page as far permitting issues, water issues. We heard some time back when we started the whole process of the desalinization plant, we are going to run out of water, and obviously the economy changed that direction. She believes at one point that desalination discussion will come back; it has to because there is only so much water we can draw from. In the meantime, she thinks the City has done an extraordinary job to promote conservation and reuse. We need to continue to spread that message to our residents that conservation is the key. A problem we run into with irrigation, particularly in gated communities, we can't dictate in gated communities what type of landscaping, yard/lawn they put in place, most of the time it is St. Augustine which requires a lot of water and most of the time it has to go back to that educational component. Education is going to be a key discussion moving forward but she does think that the St. Johns River Water Management District is looking to eventually bring back that discussion of desalinization. G. DISCUSSION BY CITY COUNCIL OF MATTERS NOT ON THE AGENDA CM Shipley - She requested a while back to go out with a Code Enforcement officer City of Palm Coast Page 9 City Council Workshop Meeting Minutes November 29, 2016 to see how they run their day and how they write up certain houses, etc. Florida Park Dr. - she had a few complaints from some people that say there are loud trucks going down the road. One person went as far to say that their foundation cracked. Can we see what kind of trucks are going down that road; especially with the park opening? Mr. Landon - Ms. Grossman will hook you up with one the Code officers, no problem with that and that is an invitation open to any Council Member. Trucks on Florida Park Dr. - He is curious about the email about early morning and late night trucks out there; he is curious too. We have with some night cameras so IT and our Traffic Engineer will try to see if there is something we can do. He thinks it was probably the debris removal trucks. We will look into that. With the interchange being open now we want to make sure that the trucks going to the northern section of Palm Harbor, aren't getting off at Palm Coast Pkwy., they should really be going a different route. H. DISCUSSION BY CITY ATTORNEY OF MATTERS NOT ON THE AGENDA No comments. I. DISCUSSION BY CITY MANAGER OF MATTERS NOT ON THE AGENDA Debris removal - the goal is the third and last pass ends today (11/29) for vegetative storm debris removal. Waste Pro is on their regular schedule and they will continue on with their regular Wednesday schedule. As of tomorrow, if it is larger than our standard Waste Pro pickup, they will be asked to have someone haul it away (it could be Waste Pro for a charge for that). CM Shipley stated her whole street was picked up except for one house that has been sitting there for two weeks in the F section. Mr. Landon - If it was out there, Waste Pro kept track of the piles that they did not pick up last Wednesday, so that list that they provided last Wednesday, we know that was out there before Thanksgiving. So anything on that list, we are going to pick up. Anything that wasn't on that list, more than likely went out this past weekend after the pickup. Mayor Holland - Do we have any idea about FEMA reimbursement to the City, have we documented everything and feeling confident? Mr. Landon - We have monitors and we have the monitors for the monitors; all those things that are required by FEMA. We still have a conference room of FEMA monitors (auditors). They have a schedule, it is 90% for the first 30 days, etc. Mayor Holland - Do we know the conceptual costs of cleanup? Mr. Quinn - We are probably pushing around $1 mil.; the first initial reimbursement rate is 85%. He is not sure of the exact timing of it; we are working on the paperwork. We have FEMA coming to meet with us 12/5. Mayor Holland mentioned there was an issue in Jacksonville a few years back where they actually had to give money back to FEMA. Mr. Quinn expressed sometimes mistakes are made; there is a many years' process that FEMA goes through, etc. We just received funding this year from FEMA from the 2007 rain event. An event has a 10-year window with FEMA. Mayor Holland - That is from our emergency fund? Mr. Quinn - That is our disaster reserve fund; it is a little over $2.2 mil. total. Hopefully, we are more than covered for this event. His guess is the cost to the City may be $300,000-$400,000 in loss when all is said and done and we will deal with it in the budget process of how to replenish that. Mayor Holland - The monitoring company - is it the same company the County has? City of Palm Coast Page 10 City Council Workshop Meeting Minutes November 29, 2016 Mr. Landon - He thinks we are using the same hauler; maybe using different monitors. Mayor Holland - We have done an analysis of how much we recoup percentage-wise, is that how it works.? Mr. Quinn - We picked at least three potential (companies) for each part - removal and monitoring, and any of us in the County can use anybody off of that list. Mr. Landon - The bad news is our pile of debris is on fire; he has been assured it is under control. We are going with chipping at this point and haul it out; probably more expensive. Mr. Landon - Holiday schedule - City Council meetings: Business Meeting 12/6 at 6:30 pm, following week workshop 12/13, 12/20 business meeting 9:00 am. The last Tuesday of the month between Christmas and New Year's we obviously cancel that and the first Tuesday of January we usually cancel, so those are the two meetings we will cancel. The 2nd Tuesday (of January) we are back to the normal schedule. Mayor Holland - About timing and the Strategic Action Plan, are we going to be setting up meetings with Denise (Bevan) individually? Mr. Landon - He believes she is going to start that in January, February at the latest. Right now, they are working on the annual progress report and will get back to you after the year end reports that are supposed to be finished in January. Tree lighting this Thursday, 12/2 at 6:00 pm. Fantasy of Lights will be turned on at 6:00 pm. After 12/2, every night until December 30th, from 6:30-9:00 pm for Fantasy of Lights and the events that go with it. Parade is Saturday, 12/10; the event will be from 4-6:30 pm and the parade starts at 7:00 pm. This Saturday, 12/3, is the ribbon cutting for the Arts Foundation outdoor performance stage; the event will be from noon-5:00 pm (ribbon cutting noon-1:00 pm). J.
