Mayor Holland called the meeting to order at 6:00 pm.

City Clerk Virginia Smith called the roll. All members were present.
D. PRESENTATIONS
1 PRESENTATION OF FISCAL YEAR 2020-2021 BUDGET
Chief Strobridge thanked Council on behalf of Sheriff Staly and the Sheriff's Office
for their continuous support in law enforcement. He provided Council with a brief
overview of law enforcement in the City of Palm Coast.

Ms. Alves and Ms. Ragsdale presented Council with a presentation to the CRA
Budget and the City of Palm Coast budget.

E. RECESS CITY COUNCIL AND CONVENE THE SR 100 CRA BOARD MEETING
City Council recessed at 6:17 pm and call the SR 100 CRA meeting to order.
2 SR 100 CORRIDOR CRA RESOLUTION 2020-138 ADOPTING THE FINAL BUDGET
FOR FISCAL YEAR 2020-2021
This item was presented under Item 1.
Public Comments:
There were none.
Motion by Council Member Netts, seconded by Council Member Branquinho to
adopt Resolution 2020-138 approving the 2020-2021 CRA Budget. The motion
carried unanimously after a roll call vote.
ADJOURN THE SR 100 CRA BOARD MEETING AND RECONVENE CITY COUNCIL
SR 100 CRA meeting was adjourned at 6:19 pm and City CouncIl reconvened at
the Budget Hearing at 6:19 pm
F. RESOLUTIONS
3 RESOLUTION 2020-139 ADOPTING THE FINAL MILLAGE RATE FOR FISCAL
YEAR 2020-2021
This item was presented under Item 1.
Public Comments:
There were none.
Motion by Council Member Netts, seconded by Vice Mayor Klufas to approve
Resolution 2020-139 adopting the Final Millage Rate for FY 2020-2021. The
motion carried unanimously after a roll call vote.
4 RESOLUTION 2020-140 ADOPTING THE FINAL BUDGET FOR FISCAL YEAR
2020-2021
This item was presented under Item 1.
Public Comments:
There were none.
Motion by Council Member Netts, seconded by Council Member Cuff to approve
Resolution 2020-140 adopting the final budget for FY 2020-2021 Budget. The
motion carried unanimously after a roll call vote.

5 RESOLUTION 2020-141 APPROVING THE FISCAL YEAR 2021 FLEET
REPLACEMENT/PURCHASE PROGRAM AND ASSOCIATED PURCHASE ORDERS
FOR FLEET VEHICLES AND EQUIPMENT AS APPROVED IN THE FISCAL YEAR
2021 BUDGET
Public Comments:
There were none.
Motion by Council Member Netts, seconded by Council Member Cuff to adopt
Resolution 2020-141 approving the FY 2021 Fleet Replacement/Purchase
Program. The motion carried unanimously, after a roll call vote.

Notice is hereby given that the City of Palm Coast will hold a virtual public meeting at 6:00 p.m.
Wednesday, September 23, 2020. The virtual meeting agenda is shown below.
Due to the current threat of COVID-19, the City Council will not be meeting in person; rather, the meeting
will be held via a virtual meeting. Pursuant to Governor DeSantis’ Executive Order Number 20-69, issued
on March 20, 2020 and continued by Executive Order Number 20-139 on June 3, 2020, “Local
government bodies may utilize communications media technology (CMT), such as telephonic and video
conferencing, as provided in Section 120.54(5)(b)2. Florida Statutes.”
This meeting will be video and audio recorded, as usual. To view or listen to the meeting recording after
the meeting, please visit the City’s website at www.palmcoastgov.com. The audio and video will be
posted in accordance with City policy.
