> In accordance with the Americans with Disabilities Act, persons needing assistance to participate in any of these proceedings should
contact the City Clerk at 386-986-3713, at least 48 hours prior to the meeting.
> City Council Meetings are televised on Charter Spectrum Networks Channel 495 and on AT&T U-verse Channel 99.
> All pagers and cell phones are to remain OFF while City Council is in session.
A. CALL TO ORDER
Mayor Holland called the meeting to order at 12:12 p.m.
B. PLEDGE OF ALLEGIANCE TO THE FLAG

Ms. Settle called the roll. All members were present.
D. PUBLIC PARTICIPATION
Public Participation shall be held in accordance with Section 286.0114 Florida Statutes. After
the Mayor calls for public participation each member of the audience interested in speaking on
any topic or proposition not on the agenda or which was discussed or agendaed at the previous
City Council Workshop, shall come to the podium and state their name. Each speaker will have
up to three (3) minutes each to speak. The Mayor will advise when the three (3) minutes are up
and the speaker will be asked to take a seat and wait until all public comments are finished to

hear answers to all questions. Once all members of the audience have spoken, the Mayor will
close public participation and no other questions/comments shall be heard. Council and staff
will then respond to questions posed by members of the audience. Should you wish to provide
Council with any material, all items shall be given to the City Clerk and made part of the record.
If anyone is interested in discussing an issue further or ask additional questions, individual
Council Members and staff will be available after the meeting to discuss the matter and answer
questions.

E. DISCUSSION
1. SHORTLIST APPLICANTS TO INTERVIEW FOR SEAT 4 VACANCY
Mr. Landon: We have three applicants.
Mayor Holland: I propose we interview all three applicants. We will be interviewing
them at the June 5, 2018 Business Meeting.

Motion to interview the three applicants for the vacated seat made by Vice
Mayor Cuff and seconded by Council Member Klufas

Background :
At the April 24, 2018 Workshop, Council Member Steven Nobile announced his resignation
effective for May 16, 2018. At the May 8, 2018 Workshop, City Council directed staff to
advertise and accept applications to fill Seat 4 vacated by CM Nobile.
Staff received four applications for Council’s review and consideration. Three applicants have
been qualified by the City Clerk to fill the vacant seat. One applicant did not qualify as he did not
meet the residency requirement of living in District 4.
Attached to this item are the applications for Council’s review and consideration to short list the
applicants for panel interviews to be held at the June 5, 2018 Business Meeting. Council will
then make the appointment at their June 12, 2018 Special Meeting. The appointed member will
be sworn in at the June 19, 2018 Business Meeting. The term of the new Council Member will
end November 2018.

Dear Council;
I have been a resident of Palm Coast for five and a half years. In that time I have worked hard to integrate
myself into the community here. I have met many of the wonderful and diverse residents and it is certainly a
remarkable place. I see now there's a need in the city and filling it will enable me to give something back to this city
I call home. I am asking that you appoint me to fill the seat recently vacated by Steven Nobile, until an elected
person can assume their term.
I have been elected to various positions in business and trade groups and in charitable organizations. I do
know what it means to work within a specific set of authorities and to try and steer a large group for the good of the
whole. If I am appointed to fill the empty seat on the council, it will be my first time serving in public office, but I
will bring my skills and qualities as a thorough investigator and as a negotiator to assist with any issues that must be
dealt with while I am seated. I do not expect to change the world. I will not be running in the election so I know this
will be a temporary appointment, but I would still be of whatever help I can be.
