A. CALL TO ORDER Mayor Alfin called the meeting to order at 10:33 AM. B. PLEDGE OF ALLEGIANCE TO THE FLAG C. ROLL CALL City Clerk Virginia Smith called the roll. All members were present, with Vice Mayor Branquinho appearing virtually. Council concurred to allow Vice Mayor Branquinho appear and vote virtually. D. ORDINANCES FIRST READ  1. ORDINANCE 2022- XX ESTABLISHING THE SEMINOLE PALMS COMMUNITY DEVELOPMENT DISTRICT - APPLICATION # 4973 Pass Motion made to Approved on first reading by Council Member Barbosa and seconded by Vice Mayor Branquinho Approved - 5 - Mayor David Alfin, Vice Mayor Eddie Branquinho, Council Member Victor Barbosa, Council Member Ed Danko, Council Member Nick Klufas City Attorney Reischmann read the title into the record. Public Comment There were none. 2. ORDINANCE 2022- XX ESTABLISHING THE PALM COAST 145 COMMUNITY DEVELOPMENT DISTRICT - APPLICATION # 4972 Pass Motion made to Approved on first reading by Council Member Barbosa and seconded by Vice Mayor Branquinho Approved - 5 - Mayor David Alfin, Vice Mayor Eddie Branquinho, Council Member Victor Barbosa, Council Member Ed Danko, Council Member Nick Klufas City Attorney Reischmann read the title into the record. Public Comment There were none. E. RESOLUTIONS 3. RESOLUTION 2021–173 THE HAVEN A TECHNICAL SITE PLAN – TIER 3, APPLICATION # 4779 R20210173 City Attorney Reischmann read the title into the record. Attorney Reischmann reminded Council this is a quasi-judicial item and called for any ex-parte communication. There were none. Mr. Tyner and Mr. Hoover presented on this item. Charles Marshall spoke on behalf of the applicant-TEG The Haven and also presented to Council on this item. Public Comment: There were none.  Council Member Barbosa requested to know if there are plans to expand the roadways in Town Center? Ans: Mr. Tyner-actually when these developments come online they will assist the traffic with more connectivity.
