City of Palm Coast BUDGET HEARING City Hall 160 Lake Avenue Palm Coast, FL 32164 Wednesday, September 18, 2019 5:05 p.m. Mayor Milissa Holland Vice Mayor Nick Klufas Council Member Eddie Branquinho Council Member Robert G. Cuff Council Member Jack D. Howell, II MINUTES City Staff Matthew Morton, City Manager William Reischmann, City Attorney Virginia A. Smith, City Clerk Public Participation shall be in accordance with Section 286.0114 Florida Statutes. Other matters of concern may be discussed as determined by City Council. City Council Meetings are streamed live on YouTube All pagers and cell phones are to remain OFF while City Council is in session. A. CALL TO ORDER B. PLEDGE OF ALLEGIANCE TO THE FLAG C. ROLL CALL City Clerk Virginia Smith called the roll. Mayor Holland was absent. D. PRESENTATIONS 1. PRESENTATION OF FISCAL YEAR 2019-2020 BUDGET Mr. Morton presented Council with a PowerPoint presentation. Ms. Alves presented Council with a PowerPoint presentation. RECESS CITY COUNCIL MEETING AND CONVENE CRA BOARD 2. SR 100 CORRIDOR CRA RESOLUTION 2019-XX ADOPTING THE FINAL BUDGET FOR FISCAL YEAR 2019-2020 Vice Chair Klufas called the CRA Meeting to order at 5:20 p.m. He read the title of the resolution into the record. Public comment was opened. Charlie Salerno asked for the percentage of the increase in his taxes. Vice Mayor Klufas reported that there will be a 7% increase in the General Fund. The increase in your property taxes 7%. Motion by Board Member Cuff, seconded by Board Member Howell to approve the CRA Budget. The motion carried unanimously. RECESS CITY COUNCIL MEETING AND CONVENE CRA BOARDADJOURN CRA BOARD MEETING AND RECONVENE CITY COUNCIL MEETING E. RESOLUTIONS 3. RESOLUTION 2019-XX ADOPTING THE FINAL MILLAGE RATE FOR FISCAL YEAR 2019-2020 Vice Mayor Klufas read the title of the resolution into the record. Public Comment Charlie Salerno asked what the difference was between what ad valorem vs. homestead exemption. Ed Danko was not in favor of raising taxes. Tom Olsner asked how much of the budget will be dedicated to paying off long term debt is being paid down. Nadia (last name inaudible) asked why her property taxes were being raised so substantially on her investment properties. Dave Flynn was not in favor of tax increases Maggie Hampton if there is 70% of students that qualify for free lunch, does that mean we have 70% low income and the percentage of seniors on fixed incomes. Vadim Zaitsev asked what the percentage of the population growth and asked if the City will accommodate their budget should the millage rate fall. Denton Newland asked if there was a watch dog group in Palm Coast to keep track of what the City spends its money on. John Brady had a concern about the amount of money that is being spent on Whiteview. James Johnson was worried about the increase in taxes. Vice Mayor Klufas clarified the questions. And referred the citizens to the website for more financial information. Helena Alves reviewed the percentages for homestead properties. Motion by Council Member Branquinho, seconded by Council Member Cuff to approve the millage rate. The motion carried unanimously. 4. RESOLUTION 2019-XX ADOPTING THE FINAL BUDGET FOR FISCAL YEAR 2019-2020 Vice Mayor Klufas read the resolution into the record. Public Comment: Tom Olsner asked how much of the budget is to pay off long term debt. David Flynn sees a lot of surveying on Old Kings Road and wondered when the work will start as opposed to just surveying Bill Nelson was also concerned about the work on Whiteview and wondered why the golf course is an expense when it is successful. Vice Mayor Klufas and Helena Alves responded to the all questions. Motion by Council Member Branquinho, seconded by Council Member Cuff to approve the 2019-2020 Budget. The motion carried unanimously. 5. RESOLUTION 2019-XX APPROVING PIGGYBACKING FLORIDA SHERIFF’S ASSOCIATION CONTRACTS AND ASSOCATED PURCHASE ORDERS FOR FLEET VEHICLES AND EQUIPMENT AS APPROVED IN THE FISCAL YEAR 2020 BUDGET Ms. Alves gave an overview of the item. There are savings to entering the contract before October 1. Public comment - There were no public comments. Motion by Council Member Branquinho, seconded by Council Member Howell to approve. The motion carried unanimously. F. CONSENT 6. RESOLUTION 2019-XX APPROVING THE REIMBURSEMENT OF CERTAIN CAPITAL EXPENDITURES WITH PROCEEDS OF FUTURE TAX-EXEMPT FINANCING FOR THE ACCELERATED STORMWATER PROGRAM 7. RESOLUTION 2019-XX APPROVING A CONTRACT WITH MULITIPLE VENDORS FOR THE TRENCHLESS PIPE REHABILITATION PROJECTS 8. RESOLUTION 2019-XX APPROVING A CONTRACT WITH BUILT-RITE CONSTRUCTION OF CENTRAL FLORIDA, INC FOR THE BELLE TERRE CULVERT REPLACEMENT PROJECT 9. RESOLUTION 2019-XX APPROVING A CONTRACT WITH S.E CLINE CONSTRUCTION, INC. FOR THE F-SECTION CONCRETE DITCH REPLACEMENT PROJECT Motion by Council Member Howell, seconded by Council Member Branquinho to approve the Consent Agenda. The motion carried unanimously. G.
