CITY OF PALM COAST COUNCIL SPECIAL WORKSHOP MEETING 160 LAKE AVENUE PALM COAST, FL 32164 TUESDAY, AUGUST 24, 2021 IMMEDIATELY FOLLOWING THE SPECIAL BUSINESS MEETING Mayor David Alfin Vice Mayor Eddie Branquinho Council Member Victor Barbosa Council Member Ed Danko Council Member Nick Klufas MINUTES City Staff Denise Bevan, Interim City Manager William Reischmann, City Attorney Virginia A. All pagers and cell phones are to remain OFF while City Council is in session. A. CALL TO ORDER Mayor Alfin called the meeting to order at 9:13 a.m. B. PLEDGE OF ALLEGIANCE TO THE FLAG C. ROLL CALL Records Coordinator Kaley Cook called the roll. All members were present. Council Member Danko appeared virtually with Council consensus. D. PRESENTATIONS 1. PRESENTATION – OVERVIEW OF THE FISCAL YEAR 2021-2022 FINAL PROPOSED BUDGET FOR ALL APPROPRIATED FUNDS Gwen Ragsdale, Budget and Procurement Manager, provided a brief overview of the item. Helena Alves, Financial Services Director, presented to Council on the item. Council held lengthy discussion on Sheriff’s Office deputy funding, Stormwater & Engineering crews and requests for additional staff members, and Capital Projects timeline and budget. Mayor Alfin thanked the Finance team for their work and presentations thus far. Additionally, Mayor Alfin suggested reducing the millage rate modestly, while allowing for an increase in funded Sheriff’s Office Deputies. Mayor Alfin asked staff to review the reserves and reserve policy.  Council Member Barbosa and Council Member Danko agreed with Mayor Alfin’s suggestions. Council Member Klufas thanked staff and commended the IT Services Fund and its budget approach. Council Member Klufas shared concern for full time employees split between departments. Additionally, Council Member Klufas shared that he would like to know how we can show funds and savings that have occurred between the City and the Flagler county Sheriff’s Office. Vice Mayor Branquinho disagreed with the suggestion to reduce the millage rate and stated that it should remain the same to allow for adequate services. Vice Mayor Branquinho spoke of security concerns that have increased City spending. Mayor Alfin recommended that the Council Members reach out to staff if they have any additional comments or thoughts regarding the Fiscal year 2022 budget. 2. RESOLUTION 2021-XX APPROVING THE FISCAL YEAR 2022 FLEET REPLACEMENT/ PURCHASE PROGRAM AND ASSOCIATED PURCHASE ORDERS FOR FLEET VEHICLES AND EQUIPMENT AS APPROVED IN THE FISCAL YEAR 2022 BUDGET Members of Public Works presented to Council on the item. Information was provided on fleet replacement processes, timeline, and lifecycle management. Council held discussion to include possibility of electric vehicles, current and future market value of vehicles, and using macro and micro adjustments to manage changes in the market. Vice Mayor Branquinho commended the Public Works Staff. Additionally, Vice Mayor Branquinho reminded residents to wear masks and get vaccinated. Mayor Alfin held a moment of silence for the recent passing of a Daytona Beach Police Officer. E.
