A. PRESENTATION
Mr. McGlothlin opened the meeting at 9:05 a.m. and presented a year in review.
Kyle Berryhill, Interim Deputy City Manager, led staff and Council through the strategic
values alignment.
The meeting recessed at 10:21 a.m. and resumed at 10:45 a.m.
City staff and City Council completed a S.W.O.T. analysis.
The meeting recessed at 11:35 a.m. and resumed at 12:05 p.m.
Mr. McGlothlin shared the results of the S.W.O.T. analysis and City Council shared
comments.
Mr. Berryhill asked Council to share tasks and priorities for the next 6 months.
City Council held discussion on the following topics: thanks to staff, importance of passing
an excellent budget that addresses priorities at the least tax burden possible, infrastructure,
westward expansion, economic development, grant funding, exploring land opportunities,
keep utility infrastructure and MOC projects on schedule, maintaining local control on
decisions, careful planning for growth, consolidation of efforts, support for a full rollback
budget, completion of the Land Development Code, Westward Expansion MPD and
compatibility, empowering commercial development in Town Center, and safety and
security.
B. ADJOURNMENT
The meeting was adjourned at 12:47 p.m.

The City of Palm Coast City Council will hold a Council Retreat to discuss strategic
priorities and direction for the upcoming year.
Date: Monday, May 4, 2026
Time: 9:00 AM – 2:00 PM
Location: Southern Recreation Center, 1290 Belle Terre Pkwy, Palm Coast, FL 32164
• Please note that parking is limited. Overflow parking is available at the Lehigh
Trailhead parking lot directly adjacent to Fire Station 25.
The retreat will include discussion of current initiatives, future projects, and City goals.
This is a publicly noticed meeting, and members of the public are welcome to attend
and observe.
Please note that this is a working session of the City Council and will not include public
participation.
