A. Call to Order Mayor Netts called the meeting to order at 9:36 a.m. B. Pledge of Allegiance to the Flag C. Roll Call Records Coordinator Barbara Redline called the roll. Present: 5 - Mayor Netts, Council Member Shipley, Council Member DeLorenzo, Council Member McGuire, and Vice Mayor Nobile D. PRESENTATIONS 1 16-128 PRESENTATION ON BELLE TERRE PARKWAY/BOULEVARD CORRIDOR INTERSECTION STUDY Mr. Landon gave a brief overview of this item. Mr. Sean Castello, Traffic Engineer, gave PowerPoint presentation (attached to these minutes). CM McGuire - What does enhance infrastructure mean relative to traffic? What are we enhancing, the load? Mr. Castello - Yes. Mr. Landon - Adding a signal, adding a turn lane; adding safety improvements at the intersections and traffic flow. City of Palm Coast Page 1 City Council Workshop Meeting Minutes March 29, 2016 CM McGuire - That area includes the schools, Buddy Taylor and Wadsworth, does it not? Mr. Castello - Yes. CM McGuire - Is that predicated on how long it takes to go from red to green? Mr. Castello - Yes, when you have a signalized intersection, what you are looking for is the overall delay for the entire intersection. For unsignalized intersections your delays are generally based off of the movements that are stacked so in this case you will be looking a lot more at the side streets and at the approaches that have turning movements. CM McGuire - Did this analysis include different times of the day; how many samples did you take? Mr. Castello - For this, we looked primarily at our a.m. and p.m. peak hours; 7-9am and 4-6pm. CM Nobile - What is the issue on Eastwood? Mr. Castello - Unsignalized intersection; there is a lot of traffic on Belle Terre and you also have an established neighborhood on Eastwood Drive so you get that mix of people trying to turn off of Belle Terre and people trying to turn onto Belle Terre. CM McGuire - Is that strictly vehicular crashes or does that include bicycles (Existing Conditions - Crash Analysis slide)? Mr. Castello - That includes everything, bicycles and pedestrians. VM Shipley - When we see these crashes happening over and over, is there something set up where there are a certain number of crashes, we are going to take a look at this site and do something right away? Mr. Landon - That is exactly what this is about; this is over a three-year period; we are trying to be proactive. CM DeLorenzo - He received some emails from residents that live off of the blvd. and near that curve that is just south of SR100; did this analyze that curve as well or just intersections? Mr. Castello - This looked at the whole corridor; every crash that was looked at in this study, weren't just crashes at the intersections. We have done what we can at this time at that curve by adding the signage; ever since we added the signage the number of crashes there have dropped. Unless we actually reconstruct that curve, there is not a lot more we can do. CM DeLorenzo - Are there a significant number of crashes there or average for the corridor? Mr. Castello - It is about average but the problem with that curve is that it tightens up; when traveling about 50 mph and all of a sudden you realize you are going too fast at the curve. CM DeLorenzo - Is there a problem a particular way, northbound or southbound or both ways? Mr. Castello - It is both ways. CM Nobile - So that future is what timeframe (Traffic Volumes - Existing and Future Conditions slide)? Mr. Castello - 2030. CM DeLorenzo - Which BEBR (Bureau of Economic and Business Research) category is used? Mr. Castello - Population. (Future Conditions - No Build/No Improvements slide). LOS is Level of Service. CM McGuire - Has Sr. Commander Mark Carman (Flagler County Sheriff's Office) weighed in on this study? CM McGuire rides Belle Terre every day and there is a lot of speeding. What would happen if you took the speed limit through the P section and City of Palm Coast Page 2 City Council Workshop Meeting Minutes March 29, 2016 lowered it? Mr. Castello - As far as this evaluation, no Sr. Commander Carman was not brought in. Mr. Landon - The Sheriff's Office crash reports are part of the analysis. Mr. Castello - If we were looking at changing the speed limits, we do discuss it with the Sheriff's Office, to let them know we are going to do something, make a change, and get their input. CM Nobile - Pine Grove Dr. - You would shut that and then a right turn only and u-turn if you had to (Future Conditions - Build Improvements slide)? Mr. Castello - Left turn in, to get out right turn (and then to u-turn). CM DeLorenzo - If we were to make an improvement there and close that cut to make it northbound only, would that include a left turn southbound lane on Whiteview? Because anyone who lives west of Pine Tree is going to be using an extended turn lane which it calls for in the improvement plan. If you live east of Pine Tree you will probably use Pine Tree to go out to Whiteview or Pine Grove all the way up to Whiteview. As you are coming west on Whiteview, you are going to need an intersection improvement there because you are going to have a significant change in volume for anyone that wants to go south on Belle Terre. The signalization is going to have to change. Mr. Castello - We made a similar improvement at Royal Palms Pkwy. about 1-1/2 years ago; we did add left turn arrows in both lanes. Mayor Netts mentioned he would like to see the cross-benefit ratio; to add a dedicated turning lane is very expensive; to stick an arrow on an existing mast arm is much less expensive; you might not get the same level of improvement but it is much less money. Mayor Netts - What would trigger the study for Eastwood and Market (signal improvements)? Mr. Landon - More commercial development in that area, more traffic. Mayor Netts - When would we trigger the warrant study? Mr. Castello expressed for that area, it is going to be based primarily on and increase in commercial development. VM Shipley - These would go up anywhere there is a crosswalk with a bicycle/pedestrian crosswalk all over Palm Coast (Signage Improvements - Pedestrian-Bicyclist Safety slide)? Mr. Castello - Yes. Mr. Landon - The focus right now is on Belle Terre. CM DeLorenzo - Were location of the stop bars evaluated, where they are located? Mr. Castello - The criteria for stop bars is all listed in the MUTCD (Manual on Uniform Traffic Control Devices). Since he has been here, we have moved the location of a lot stop bars; some of them we moved up and some we moved back. We have looked at a lot of complaints regarding sight distance and a lot of times we had to trim back shrubbery, etc. CM DeLorenzo - Suggestion, when it comes to road design, as the sidewalk is coming in why aren't they just bent in a little bit to open up the site lines; example Bridgehaven at Belle Terre Pkwy. North; straight sidewalks and you can't see anything there; you have to pull so far out to see. Mr. Castello - They try to make everybody slow down because bicyclists on sidewalks just keep on going through the intersections without slowing down. CM Nobile - On Belle Terre near Buddy Taylor and Wadsworth, he would like; not be opposed to; any extra dollars going into signs for turning vehicles, to be triggered with a light. He read those types of signals really attract attention. When they (vehicles) City of Palm Coast Page 3 City Council Workshop Meeting Minutes March 29, 2016 are in the right turn lane there is a sensor that brings on a light to get their attention to stop. VM Shipley - Will we be doing this also before a park, Holland Park; where we know a lot of kids will be crossing? Mr. Landon - We could do it in a number of places. Improvement Priorities (1-6) slide. Items 1-3 can be do in-house; items 4-10 plug into CIP; items 7-10 would essentially be one project. CM McGuire - Item 2 isn't a capital project? Mr. Landon - We can do that in-house; it is already in our CIP budget. Mayor Netts - Items 1-3 we can do in-house now but there is a cost associated with these; do we have the money for that? Mr. Landon - We have a sign shop; we may not do it all this fiscal year. The others we have to go out to bid and contract out. CM DeLorenzo - The curve on Belle Terre Blvd. and the complete reconstruction of this; it's probably something we should put into the CIP. How serious is the problem, a lot of issues? CM McGuire - If you obey the speed limit there is not a problem. Mr. Castello - The signage has significantly solved the problem. The last accident he believes was early 2013. CM DeLorenzo - Can we confirm that, is there a guardrail on the outside edge; can you send a little more info. on that? Mr. Castello - Yes. Mayor Netts - 1-3 we are going to undertake as we can do them. 4-10 are CIP budget items; are these in order of priority? Mr. Landon - Yes. Mayor Netts - Do we put them in all together or a graduated basis over the next 10 years? Mr. Landon - We have some money every year for intersection improvements so the task is to put a dollar amount to this. So, if one of the improvements eats up the entire amount; then you will probably just see one a year, etc. The Presentation was Received and Filed. 2 16-96 RESOLUTION 2016-XX APPROVING THE AMENDED BUILDING PERMITTING AND INSPECTION FEE SCHEDULE Mr. Landon gave a brief overview of this item. Mr. Ray Tyner, Planning Manager, and Mr. Ricky Lee, Chief Building Official, gave a PowerPoint presentation (attached to these minutes). >Estimated Fee Savings slide: CM McGuire - Windows/Door Change-out, is that per window (cost)? Mr. Lee - That is for 1 window or all windows; window to window change with no change in the size of the windows or adding any holes to the walls. CM Nobile - Garage door and window, what does that inspection include? Mr. Lee - Proper anchorage and connections. Mr. Landon - Because the one thing that causes the most damage is if the wind can penetrate your house and the way is usually through a garage door or window; this is how you save your house. Mr. Lee - We have to make sure it is installed correctly. CM DeLorenzo - So if you are in the Wind Borne Debris Region, then there is still going to be a review? Mr. Lee - Yes, if you are within 1 mile of the coast which is basically Colbert Lane, Grand Haven, etc., because there is a code that says if you replace 25% or more of those windows then the whole house has to be brought up to City of Palm Coast Page 4 City Council Workshop Meeting Minutes March 29, 2016 code by being impact resistant glass or hurricane shutters. CM McGuire - When you say 0 proposed cost, does that mean there will be no inspection (sheds less than 50 sq. ft.)? Mr. Tyner - A lot of people will ask about where their sheds should be located and we will provide that service to them. Mr. McGuire mentioned sheds are always a topic of violation in Code Enforcement Board hearings. Mr. Lee - We worked with Code Enforcement on this regarding the under 50 sq. ft. sheds. CM Nobile - What are we checking on that (13-Patio/Pavers-Non-Structural, excluding pool decks)? Mr. Tyner - This is one we thought zoning should continue to look at and make sure they are meeting the setbacks, etc. Mr. Lee - We are checking the pool decks because if you pull up a concrete pool deck around a gunite swimming pool, there is grounding that we need to make sure is still put back. CM McGuire - If we approve this, how are you going to fund it? Mr. Landon - Building is a separate fund, and we can't use that money for anything else besides building and plan review. It is all growth related; it makes sense to make it less. If we continue to see that we are collecting more than we spend, then we need to see if we need more inspectors or look at other needs for inspection. Mayor Netts - We need to be as user-friendly as we can be; we need to keep looking at this. CM McGuire - So, in an effort to be more business/user-friendly, we are about to reduce these rates and also the number of inspections? Mr. Landon - Yes. CM DeLorenzo - Is there a permit needed for low voltage alarm systems? Mr. Lee - Only for commercial, not residential; that was exempted through legislation. CM McGuire - What is low voltage? Mr. Lee - 12 volt systems. The Resolution was Continued. Enactment No: R2016-29 3 16-125 RESOLUTION 2016-XX APPROVING A TELECOMMUNICATIONS SITE LEASE AGREEMENT WITH AMERICAN TOWER, LLC, FOR CITY PROPERTY LOCATED AT 4 CORPORATE DRIVE Mr. Landon gave a brief overview of this item. Mr. Steve Viscardi, IT Director, gave a PowerPoint presentation (attached to these minutes). Mayor Netts - Suppose the contractor decides not to continue this lease? Mr. Viscardi - In their lease agreement there is a removal clause within 120 days; a bond is required. CM McGuire - So the City gets $24,000 a year for the privilege of using the land? Mr. Viscardi - Yes. CM McGuire - Where does the money go? Mr. Landon - Into the IT budget. CM McGuire - What if they don't pay the rent? Mr. Viscardi - Then we kick them out. CM Shipley - Is that where we needed communications towers, in this area also? Mr. Landon - Yes, this allows us, at no cost, to install City communications. CM DeLorenzo - Would it make more sense to put a 350 ft. tower at Fire Station 24 considering our future needs; that is in a commercial corridor? Mr. Landon - None of City of Palm Coast Page 5 City Council Workshop Meeting Minutes March 29, 2016 us heard anything about tower needs until recently by Mr. Guthrie. If another tower is needed, that is long term in the future. Mayor Netts - Can you cross-blend this kind of commercial tower with the needs of 800 MHz tower? Mr. Viscardi - It is all about height and location to fill a hole in coverage. 150 ft. is what this area is zoned for. It deals more with penetration (getting into buildings). Mayor Netts - We could potentially use this instead of installing more towers, etc.? Mr. Viscardi - Yes. VM Shipley - They make money back from AT&T, Sprint, etc.; for the extra 200 ft. could there be a way to offset with communications or something else? Mayor Netts - Even if we said make it taller, do we know what the County is going to need? Mayor Netts - They are responsible for maintaining the tree? Mr. Landon - Yes. CM Nobile - Are the branches the antennae they are looking for? Mr. Viscardi - Yes. The Resolution was Continued. Enactment No: R2016-24 E. City of Palm Coast Page 6 City Council Workshop Meeting Minutes March 29, 2016 Enactment No: R2016-27 7 16-121 RESOLUTION 2016-XX APPROVING A CONTRACT WITH RING POWER CORPORATION FOR THE ANNUAL GENERATOR AND AUXILIARY EQUIPMENT PREVENTATIVE MAINTENANCE SERVICES Mr. Landon gave a brief overview of this item. CM Nobile - So, this is preventative general? Mr. Landon - Yes. Mayor Netts - So, this is something so specific that it is not something we can do in-house? Mr. Landon - Correct. CM DeLorenzo - Does the maintenance agreement come with an emergency service, etc.? Mr. Jim Hogan, Utility Systems Manager of Water Operations - We do have a provision for things that are outside the scope. If we have a problem with a unit, generally we know beforehand when we do preventative maintenance service work. Mayor Netts - How frequently do we test the generators? Mr. Hogan - The bigger generators are tested with a resistive load bank for 4 hours; step them up gradually to full load and run them at full load for about 3 hours and then back them down and let them cool down; this is done annually. CM McGuire - Are these Caterpillar generators? Mr. Hogan - Some of them are, also Cummins, Tradewinds, Perkins. CM McGuire - FSAWWA mean? Mr. Hogan - Florida Section of the American Water Works Association. The Resolution was Continued. Enactment No: R2016-26 8 16-116 RESOLUTION 2016-XX AUTHORIZING LOW LEVEL FLIGHTS IN CONNECTION WITH OPERATIONS OF THE EAST FLAGLER MOSQUITO CONTROL DISTRICT Mr. Landon gave a brief overview of this item and gave a shout-out to East Flagler Mosquito Control District. The Resolution was Continued. Enactment No: R2016-30 City of Palm Coast Page 7 City Council Workshop Meeting Minutes March 29, 2016 F. PUBLIC PARTICIPATION Public Participation shall be held in accordance with Section 286.0114 Florida Statutes. After the Mayor calls for public participation each member of the audience interested in speaking on topics on the workshop agenda or any topic or proposition not on the agenda, shall come to the podium and state their name. Each speaker will have up to three (3) minutes each to speak. The Mayor will advise when the three (3) minutes are up and the speaker will be asked to take a seat and wait until all public comments are finished to hear answers to all questions. Once all members of the audience have spoken, the Mayor will close public participation and no other questions/comments shall be heard. Council and staff will then respond to questions posed by members of the audience. Should you wish to provide Council with any material, all items shall be given to the City Clerk and made part of the record. If anyone is interested in discussing an issue further or ask additional questions, individual Council Members and staff will be available after the meeting to discuss the matter and answer questions. Mr. Louis McCarthy - Reminder, Park Place along Pine Grove will become vertical; more people in that area and we need to look at signs and maybe step it up; we wouldn't want those people to move in and have a bottle neck there. Carmen Bongiovanni - Pine Grove area; reducing speed limit will cause more problems, road rage. The best way to do it is enforce to keep right except when passing law, because that is where the problem is. Blocking southbound on Pine Grove is an accident waiting to happen, because now when you come out of Pine Grove and rush to the left lane to make the u-turn; traffic coming up; not able to wait, etc. Traffic lights, everything revolves around them; he expressed he could drive in the middle of the morning in Manhattan longer distances and never stop at a red light. In Palm Coast, from Hammock Dunes bridge it takes 20 minutes to go across because the traffic lights are not signal-friendly, etc. The same on Belle Terre Pkwy. from Pine Lakes to Palm Coast Pkwy. north there are 5 traffic lights and he has to stop at every one of them. He uses Old Kings Rd. and Town Center and so do a lot of others to avoid Belle Terre Pkwy. If you improve the synchronization of the traffic lights, you will reduce accidents, etc. Pam Richardson - 69 Putter Dr. She is glad you are looking at the traffic patterns. There is a lot of road rage going on. People are not used to the lights and they get frustrated with them. Belle Terre is a speedway and the way the City has set up all these right turn lanes and left turn lanes will be good but when you talk about u-turns, my corner is Pine Lakes Pkwy. and Belle Terre. She hears every crash, every honk, every screech of the brakes, all day and all night. If that becomes the u-turn capital; she doesn't know what the answer is but Pine Grove is a east/west main artery and no one is appreciating that and it is all residential. In the P's, R's and Grand Haven, cell service is deplorable. When you are driving north on Belle Terre, we need cell service. 40% of calls that go to 911 are from cell service and are not being responded to. We need to protect our residents, etc. Please address these cell phone towers. Answers: Mayor Netts believes we all agree cell towers are vital to our existence. G. DISCUSSION BY CITY COUNCIL OF MATTERS NOT ON THE AGENDA CM McGuire - When it comes to traffic, if people obey the law and are courteous there wouldn't be any problems. He has never had any trouble getting anywhere in Palm Coast. City of Palm Coast Page 8 City Council Workshop Meeting Minutes March 29, 2016 CM Nobile - Current example, there is a light on Rymfire and there is a left turn if you are heading north - that just went from a red/green turn signal to a flashing yellow. He has had 3-4 people tell him how much stress has come off of their lives because they don't have to sit at that light. Mayor Netts announced he is without his foot boot for periods of time on and off; it's been a long haul. H. DISCUSSION BY CITY ATTORNEY OF MATTERS NOT ON THE AGENDA I. DISCUSSION BY CITY MANAGER OF MATTERS NOT ON THE AGENDA The timing of the signals is also a priority; we are moving forward with the signalization; we know there may be many times better coordination and timing between all of them. The signal at Town Center Blvd. and Old Kings Rd., that is also one of the improvements coming. U-turns, very unpopular but the idea is that it is weighing the pros and cons; it is an evaluation process, etc. Belle Terre is the one of the few corridors where we don't have continuous lighting and we will be looking at working with FPL and that will be a budget discussion that will be coming too. He received an email about Palm Harbor Pkwy., because the contractor thought there was another project that was more important. They still plan opening it this week; they haven't fulfilled any of their commitments. We are looking at liquidated damages; our focus is to get the whole project done and open as quickly as possible. Holland Park is moving forward and should be opened before June 1st. Old Kings Rd. extension and Flagler County up north looking very good; see no reason that it would be delayed for this summer; block off at Forest Grove, connection to Old Kings Rd. so that everybody will not be going through the neighborhood any longer which is the ultimate goal and not go by the school. CM McGuire - When may we expect a progress report on Buxton? Mr. Landon - It is on the agenda schedule for April. CM McGuire - Are we going to be happy? Mr. Landon - He is only happy when Council is happy. J.
