MEETING MINUTES Village of Palmyra Budget Committee Meeting Wednesday Oct. 25, 2023 100 W. Taft St. Village Board meeting room 6:00 p.m. The meeting was called to order at 6:03 pm by Chairperson Troiola: Roll call: Troiola, Smith, Gorsegner-present. Also present: Kathy Weiss, Scott Pavlock. Business 1. Discussion/possible action on 2024 budget requests from the Public Safety Dept. Scott Pavlock presented the public safety budgets, which include the fire/ems and police budgets. While the PSO hours for the year were decreased their hourly rates were increased. The Police budget decreased while the fire/ems increased. Pavlock is proposing 3 FT Fire/EMT positions and significantly increasing the EMS on premise hours. He discussed his ideas for coverage with the committee. The clerk plugged some of the public safety numbers into the general fund budget and they are looking at an approx. $174,000 deficit at this point. This would require the fire tax levy to go up a lot and in turn the general property tax levy would be decreased as there is a budget levy limit the village must stay within. The clerk explained that fund 100 or general fund levy amount for 2024 at this stage can’t afford to operate up against its expenses if the GF tax is decreased so much. Some other ideas were discussed. Scott said he would try to get with the clerk in the next few days to go over some line items in his budgets. The Clerk will plug all of the numbers from the public safety budgets into the general fund budget and see where things are at. No action taken. The next budget meeting will be on Monday Oct 30th at 6 pm. Troiola/Gorsegner motion to adjourn at 7:37 pm. All ayes-motion carried.
