MEETING MINUTES Village of Palmyra Committee of the Whole Meeting Monday April 15, 2024 6:00 pm Village Hall 100 W. Taft St. Palmyra, WI. The meeting was called to order at 6:00 p.m. by Weiss. Roll call: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss – present. JK and TS available by phone Pledge of Allegiance Communications: President Weiss mentioned some events: This Sat. is the Arbor Day tree planting at the library at 11 am, May 11th is when the library’s book sale ends, Community wide rummage sale 1st weekend of May, May 4th meat shoot at the Trap Club. May 5th mural will be unveiled at 12:30 pm on the corner of Main and N. Second St. Department Reports: Building Inspection -none Clerk / Treasurer-none Library-none Parks & Recreation-soccer games have started, baseball starts in 1 month. Public Safety – none Public Works- Halbrucker reported that the bump outs have been cleaned and the park bathrooms will get opened up this week, grass cutting started, they were pumping sludge today. New banners will go up Thurs or Friday, wood chips in the flower beds when Alissa lets him know she needs them. Committee Reports: Building Permits: None Old Business: Recreation Committee: Chairperson Smith: 1. A. Discussion/possible action repurposing the horseshoe pits to cornhole games and tennis court to pickle ball court. $1000 for an estimate to remove the tennis net posts that are there and put in pickle ball net posts. Public Works will do the work. Stephanie said they are going to focus on the pickle ball court first and maybe in the Fall do the corn hole games. Petruska/Troiola motion to approve the new posts and nets for the pickle ball court for an approximate cost of $1,000, that money to come from the Recreation investment account. - Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. B. Updates on 2024 Fundraising events. Stephanie Butler said there will be a fund raiser just for baseball season. Gun raffle is a go, parents will help. The Village park baseball field has been redone and a parent will run concession stand for every game. New Business: 1. Entire Committee of the Whole A. Troiola/Petruska motion to approve the following meeting minutes: April 1, 2024 Village Board and April 10, 2024 Special Village Board meeting. All ayes-motion carried.  B. Discussion/possible action on our ongoing projects as follows: Emergency Management Plan and FEMA Training for Trustees-Weiss says it can be done on the Ipads, she has done one training. 4-1 hr. sessions. Tammie Smith said it tells her it’s not a secure website. She should talk with Scott Pavlock. 3. Public Works Committee: Chairperson Petruska: took agenda item out of order as Josh Gajewski was present from the Town Board. A. Discussion/possible action on the Paving of Blue Spring Lake Drive. Halbrucker says that the Town will pay for their half of the road and the triangle, we do our half of the road. This is an unbudgeted expense, but it will never be cheaper. $43,000 is approx. the Village’s share. Brian Udovich from the County Hwy Dept was present. He said it will be done later this summer. County could invoice each municipality separately so no intergovernmental agreement would be needed. Petruska/Troiola motion to move forward with paving of Blue Spring Lake Drive for approx. 43,750.00 with understanding town is paying for their half of the road and the Village have to look into a short-term loan to pay for this. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss-aye. Motion carried. 2. Budget & Finance Committee: Chairperson Troiola A. Troiola/Gorsegner motion to approve the payment of bills totaling $199,431.31 on the bill list with the extras presented tonight to Bosto for mower maintenance, reimbursement to Tony Sourile for food when at school, United Liquid Waste, Gretzke Fire Alarm System, Core and Main, Wolf Paving, Charlie Zindars $5 reimbursement for over payment on a dog license, Pitney Bowes. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss- aye. Motion carried. B. Troiola/Ball motion to approve the March 2024 Financial Statement, bank statement and cash account balances as presented by the Village Clerk. All ayes-motion carried. C. Review of the 1st Quarter budget comparisons for Village Departments. Trustee Petruska asked why the Deputy fire chief wages and fringes look so high at 47% already. The Village Clerk said that she and Dee Dee will look at these 2 accounts to see why. There were a couple of questions for Scott Halbrucker. No action taken D. Troiola/Gorsegner motion to approve Resolution 2024.-04 to amend the 2024 budget to transfer 2023 loan proceeds from fund balance to 2024 fund balance applied. The Clerk stated that we received the $36,000 in 2023 as revenue but budgeted in 2024 revenue so we need to decrease proceeds from short/long terms loans and increase the fund balance applied account for 2024. All ayes-motion carried. 3. Public Works Committee: Chairperson Petruska B. Discussion/possible action on repaving of the parking lanes on Maple St. during the DOT’s Hwy 59 construction project of 2030. Scott H. said that he just found out about this 2 weeks ago in an email from the DOT. The price could be more or less than this $100,000. Gorsegner/Petruska motion to approve the repaving of the parking lanes on Maple St. in 2030 during the DOT’s Hwy 59 project in the amount of approx. $100,000.00. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Troiola, Weiss- aye. Motion carried. 4. Administration & Planning: Chairperson Gorsegner A. Discussion/possible action on an application for an Operator’s license for Heather Ohlsson. The Clerk said she had asked Chief Pavlock to review the application last Friday, but he hadn’t gotten to it and he is out of the office until this Thursday. She is asking the Board to approve “contingent” upon Pavlock’s review and OK. Petruska/Troiola motion to approve the application contingent on Chief Pavlock’s approval. All ayes-motion carried. B. Discussion on becoming a member of the Ice Age Trail Community. Trustee Petruska brought this to the Board on behalf of another group of people that would like Palmyra to become a member. Petruska said there is a onetime cost of $2500 and the group is asking for half of this. Petruska said she has contacted Mike Temple, Chamber President but hasn’t heard back from him. President Weiss said she spoke to him briefly on Friday about it. If you become a member the Village would get 2 free signs, and our location would be “pinned” on a  trail map showing what there is in Palmyra for services like gas stations, restaurants, etc. There is no deadline for the application to be submitted. Maybe the Chamber and Town of Palmyra would be willing to go in on the cost. Additional signs could be purchased. Tabled until the next meeting after the chamber and town to discuss. 5. Entire Committee of the Whole: Gorsegner/Troiola motion to convene, upon passage of the proper motion, into Closed Session with staff at 6:58 pm, pursuant to §19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Specifically, the Village owned lands on Hwy H, parcel 171-0516-2722-005, 171-0516-2814-000, 171-0516-2811-000, 171-0516-2722-000 owned by the Village.
