MEETING MINUTES Village of Palmyra Committee of the Whole Meeting Monday January 20, 2025 6:00 pm Village Hall 100 W. Taft St. Palmyra, WI. The meeting was called to order by Village President Kathy Weiss at 6:00 p.m. Roll call: Ball, Gorsegner, Kinjerski, Petruska- by phone, Smith, Tucker, Weiss-present. Pledge of Allegiance Communications: President Weiss mentioned this Saturday’s Lion’s Club Fisheree Weiss asked if we could take some items on the agenda out of order as Joe DeYoung has another meeting to attend. New Business: 1. Entire Committee of the Whole- Items were taken out of agenda order. B. Discussion/possible action on Resolution 2025-02 exercising referendum option for the April 1, 2025 election to provide funding for operations of police, fire and emergency medical services. Weiss stated that it is NOT for a new building. Casey Griffiths with Ehlers Financial reviewed the handout explaining the tax impact the 2 referendum amounts will have on the residents. The Village Attorney and Dept of Revenue have approved the wording of each resolution, the wording is very specific per statute. Weiss says the question in the resolution is misleading, it makes it sound like the 350k gets added in every year. It is just additional “capacity”, we are not asking for an additional 350k each year. Petruska/Gorsegner motion to adopt Resolution 2025-02 for the referendum to go on the April 1st ballot asking voters to increase the Village’s levy limit in the amount of $350,000 for funding the Police, Fire and EMS departments. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Tucker, Weiss-aye. Motion carried C. Gorsegner/Ball motion to move forward with removing the public fire protection charge of $118,774 from the 2026 General Fund budget and placing it onto the Village utility bills. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Tucker, Weiss-aye. Motion carried. This will require a Public Service Commission rate study. D. Gorsegner/Ball motion to remove the recycling fees from the 2026 General Fund budget and placing that fee onto tax bills. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Tucker, Weiss-aye. Motion carried. Ultimately, we will have to approve a resolution, says Casey but this will be done around the same time that the Village adopts the 2026 budget. F. Discussion/possible action to approve the Developer’s Agreement between the Village of Palmyra and Virtus Development for the development of Village owned land on Marsh Road, parcels 171-0516-2814-000, 171-0516-2811-000, 171-0516-2722-000. David Koziol from Virtus is present. Joe DeYoung spoke stating that there have been several meetings with Stan and Virtus. Joe wants everyone to be comfortable with this agreement. This doesn’t quite cash flow according to Casey due to money being spent on infrastructure, once the homes go on the tax roll then the Village gets that value back. Trustee Gorsegner asks: the agreement states that construction says 24/7 for work and our ordinance says no construction noise until 7 am. Casey says this is to have some flexibility with the contractors and Koziol says we can be assured no one will be working 24 hours a day and into the night. DeYoung says that the wetlands will remain the Village’s ownership. Gorsegner asks if the Hwy H parcel is part of the TID 4. Joe said absolutely and the Village can reconsider “advertising” this lot. The Village is responsible for all the infrastructure, Virtus is responsible to get WE Energies, cable, etc. into the development. Gorsegner/Tucker motion to approve the Developer’s agreement between the Village of Palmyra and Virtus Development for the development of the village owned parcels along Marsh Road and Hwy H. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Tucker, Weiss-aye. Motion carried. G. Discussion/possible action to authorize MSA Professional services to begin plating and engineering for the development of Village owned land on Marsh Road, parcels 171-0516-2814- 000, 171-0516-2811-000, 171-0516-2722-000. Joe has no official proposal. Joe DeYoung said he needs board approval to get started on this, it is already January and there is a lot of work to be done. Trustee Petruska asks how the cost is figured out on this. DeYoung said that Phase 1 is approx. $4 million, and engineering costs are about 7-10% for design. There will need to be lift station design and stormwater ponds along with road. So approx. $250,000-$400,000 of cost for MSA’s work. Casey Griffiths said that there will need to be borrowing done for this project and that TID #4 will be paying the debt payments. If TID #4 doesn’t have enough increment for the first few years to make the debt payments, then General Fund will have to make those payments and TID #4 will reimburse general fund. Ball/Gorsegner motion to have MSA Professional Services get started on the plating and engineering for the development on Marsh Road. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Tucker, Weiss-aye. Motion carried. Now onto the Department Reports: Building Inspection-none Clerk / Treasurer- there will be an Election on Feb. 18th and all elections for 2025 will be at the Village Hall location. Library- Petruska said there will be a report at the next meeting Parks & Recreation-none Public Safety-thank you for the support going into the referendum as well as the personal support Public Works -start up meeting for the design of the PfAS plan, working on bouys for beach and ropes, moving the fire truck on Thurs to the old shop Committee Reports: None Building Permits: None Entire Committee of the Whole- Items were taken out of agenda order. A. Petruska/Smith motion to approve the Jan. 6, 2025 Village Board meeting minutes, Jan. 13, 2025 and Jan. 15, 2025 Special Village Board meeting minutes, with a noted correction to the Jan. 13th minutes regard part time or full time for the 24/7 fire/ems positions. All ayes-motion carried. E. Weiss is appointing Jennifer Tucker as the chairperson of the Budget & Finance Committee. No objections by the Board. No formal action is needed. 2. Budget & Finance Committee: A. Smith/Gorsegner motion to approve the payment of the bills totaling $1,081,501.17 on the bill list with the extras for a refund of lottery credit and a United Lab invoice. Roll call vote: Ball, Gorsegner, Kinjerski, Petruska, Smith, Tucker, Weiss-aye. Motion carried B. Gorsegner/Tucker motion to approve the Nov. 2024 Financial statement, bank statement and cash account balances. All ayes-motion carried. 3. Administration & Planning: Chairperson Gorsegner A. Discussion/possible action on a Temporary Alcohol Beverage License for the Palmyra Lions Club. Chief Pavlock said that he has asked the Dept. of Revenue to take a very close look at all of these types of licenses. He wants to make sure to communicate with the Lions Club that the raffling, etc. are all in compliance. Scott Halbrucker said that they have a raffle license. Pavlock said that if there is any other gambling, please make sure that things are in compliance. Pavlock will be working the Fisheree event along with 6-8 fire/ems personnel. Pavlock says he does not have a problem with the alcohol license approval. Smith/Ball motion to approve the Temporary Alcohol Beverage License for the Palmyra Lions Club for Jan. 25, 2025 Fisheree event at the Lower Spring Lake pavilion. All ayes-motion carried. B. Smith/Kinjerski motion to approve the temporary operator’s license for Kristy Westenberg for Jan. 25, 2025. All ayes-motion carried. Clerk Mueller said that Officer LePak reviewed both applications and there was no problem with them. C. Smith/Tucker motion to approve the temporary operator’s license for Gloria Redders for Jan. 25, 2025. All ayes-motion carried. Gorsegner/Smith motion to adjourn at 7:05 pm. All ayes-motion carried.
